A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE PURCHASE OF ONE DODGE
INTREPID SEDAN AND ONE GMC SAFARI BY JOINING ON THE
STATE OF CALIFORNIA, DEPARTMENT OF GENERAL
SERVICES, PROCUREMENT DIVISION CONTRACT NO. 1-01
23-10-01 AWARDED TO DEL AMO DODGE AND LASHER AUTO
CENTER
WHEREAS, October 17, 2000, the City Council of the City of
Vernon adopted Resolution No. 7645 approving the solicitation of bids
for the purchase of a new Dodge Intrepid Sedan and a new Chevrolet
Astro Van for the Police Department, Detective Bureau; and
WHEREAS, local agencies are sometimes offered the
opportunity to join with federal, state or county agencies in bid
awards to reap the same monetary benefit; and
WHEREAS, the State of California, Department of General
Services, Procurement Division, sent out a list of vehicles available.
for purchase pursuant to Public Contract Code Section 10324; and
WHEREAS, the City of Vernon has been given the opportunity
to purchase one Dodge Intrepid Sedan, with additional options of ES
package (includes a heavy-duty engine-SF1), ABS brakes and one full-
size spare tire, from Del Amo Dodge by participating in the State of
California, Department of General Services, Procurement Division's
awarded vehicle Contract No. 1-01-23-10-01; and
WHEREAS, the City of Vernon has been given the opportunity
to purchase one GMC Safari, the equivalent to the Astro Van, from
Lasher Auto Center by participating in the State of California,
Department of General Services, Procurement Division's awarded vehicle
Contract No. 1-01-23-10-01; and

WHEREAS, by letter dated March 1, 2001, Bruce V.
Malkenhorst, City Administrator/City Clerk, recommended that the
Purchasing Agent, or his designee, be authorized to purchase the Dodge
Intrepid Sedan at an approximate cost of Nineteen Thousand Nine
Hundred Eighty -Two Dollars and Seventy Cents ($19,982.70), plus tax,
and the GMC Safari at an approximate cost of Seventeen Thousand -Six
Hundred Forty -Eight Dollars and No Cents ($17,648.00), plus tax.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1 The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
land correct.
SECTION 2 The City Council of the City of Vernon hereby
authorizes the Purchasing Agent, or his designee, to purchase the
Dodge Intrepid Sedan and GMC Safari by issuance of a purchase order
and authorizes the Purchasing Agent, or his designee, to sign and
deliver any and all documents necessary in connection therewith for,
and on behalf of, the City of Vernon.

1 SECTION 3: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution, and thereupon and
3 thereafter the same shall be in full force and effect.

This legislative body previously authorized the Purchasing Department
through Resolution No. 7645 to seek bids for the purchase of two
vehicles for the Police Department. The State of California
Department of General Services Procurement Division has issued a
contract to various dealerships and municipalities are invited to
piggyback onto their contract at a fee of 1% cost of the vehicle
excluding taxes.
A Dodge Intrepid Sedan will be purchased from Del Amo Dodge at an
approximate cost of $19,982.70 including the specifications needed by
the Police Department, and excluding tax.
A GMC Safari will be purchased from Lasher Auto Center at an
approximate cost of $17,648.00 excluding sales tax.
Both of the dealerships offer a $500.00 discount net 20 days. It is
hereby recommended that the vehicles be purchased at their respective
cost.

As per Resolution #7645, the Purchasing Section pursued seeking bids for the purchase of a new
Dodge Intrepid sedan and a Dodge Astro van for the Detective Bureau. The State of California,
Department of General Services Procurement Division has issued a contract to various dealerships
who have been awarded bids on various vehicles. All municipalities are invited to piggyback onto their
contract at a fee of 1 % cost of the vehicle (before taxes).
The cost for one Dodge Intrepid sedan from Del Amo Dodge as per the state's specification is
$16,700.00 (tax additional). As per the Police Department's specifications the following options need to
be added to the unit: the ES package (includes a heavy-duty engine-SF1), ABS brakes and one spare
tire (full size). The added options increase the cost of the vehicle to $19,982.70 (tax additional). The
additional options are also discounted at a government rate. Del Amo Dodge provides a $500.00
discount net 20 days.
The cost for one GMC Safari equivalent to the. Astro Van specified is $17,648.00.00 (tax additional).
The awarded vendor for this vehicle is Lasher Auto Center. Lasher Auto Center also provides a
$500.00 discount net 20 days.

Date: April 12, 2001
Earlier this week (Monday), I learned that LA IMPACT, a drug task force, in which we
have an officer, is leasing cars for the participants. IMPACT has leased for our officer a
new Chevrolet Astro van. We purchased a new vehicle, Dodge Caravan, for him just last
year. Because he is getting the leased vehicle, the police department will be taking the
Dodge Caravan into its fleet, for use in the detective bureau. We did not know IMPACT
was going to implement this leasing program last year, when we requested the purchase
of a GMC Safari for the detective bureau, which you recently ordered.
I apologize for any inconvenience, that canceling the Safari causes, but a significant
amount of money will be saved. First, we will save the cost of the Safari and second,
IMPACT is paying for the routine maintenance and repairs on the leased vehicle.
