A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF A NEW
CHEVROLET S10 BLAZER FOR THE POLICE DEPARTMENT,
DETECTIVE BUREAU
WHEREAS, the Police Department is in need of a new
surveillance vehicle for the Detective Bureau to replace unit No. 58;
and
WHEREAS, on March 6, 2001, the Finance Committee approved
the recommendation of Bruce V. Malkenhorst, the Director of Finance,
dated March 5, 2001, that authority be granted for the Purchasing
Agent, or his designee, to seek formal bids for the purchase of a new
Chevrolet S10 Blazer at an approximate cost of Twenty -Seven Thousand
Dollars and No Cents ($27,000.00) (including tax); and
WHEREAS, a Bid Proposal for the purchase of the new
Chevrolet S10 Blazer has been presented to the Finance Committee of
the City of Vernon; and
WHEREAS, the City Council of the City of Vernon has
determined that it is in the best interests of the City of Vernon that
bids be solicited in accordance with applicable State law and the
Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.

SECTION 2: The Bid Proposal, which is attached hereto as
Exhibit "A" and made a part hereof, is hereby approved by the City
Council of the City of Vernon.
SECTION 3: The City Clerk of the City of Vernon is hereby
directed to give notice, in writing, inviting sealed proposals or bids
for the purchase of one sport utility vehicle, in accordance with the
Bid Proposal, and in accordance with this resolution.
SECTION 4: There being no newspaper of general circulation
printed, published or circulated in the City of Vernon, the City Clerk
is hereby directed to post said notice, or cause the same to be
posted, in three of the most public places in the City of Vernon, to
wit: the northwest corner of 38th Street and Santa Fe Avenue, the
northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
bulletin board in the lobby of the City Hall of the City of Vernon,
located at 4305 Santa Fe Avenue, in said City.
SECTION 5: The City Clerk of the City of Vernon is hereby
directed to post said notice forthwith and the first posting of said
notice shall be at least ten (10) days before the opening of the bids
for the proposed contract. Said notice shall provide that sealed
proposals or bids will be received by the City of Vernon at the office
of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
Avenue, Vernon, CA 90058-0805.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and

MINIMUM SPECIFICATIONS

The vehicle shall conform in all respects to the State of California vehicle Code- The unit shall
be delivered assembled and ready to operate. All equipment normally furnished as standard
shall be included, whether called for by this specification or not, except where replaced by
equipment required by this specification. All equipment specified is considered minimum.
GenernI Requirements: The vehicles shall be new current model year production and
equivalent in style, quality and appointments to those offered to the general public. The vehicles
shall be supplied with all equipment and accessories indicated as standard equipment in the
manufacturer's published literature.

Electrical equip.: The supplier shall furnish a heavy duty 12 volt electrical system
specifically designed to handle the load requirements of the
vehicle, equipped with the options specified herein. The battery
shall be of the maintenance free type.
Fuel tank: 18 gallons_
Air conditi ping: The vehicle shall be equipped with the manufacturer"s factory
installed standard. The air conditioning system shall include, but
shall not be limited to necessary insulation, increased engine
cooling capacity, including recovery system, plus increased

As an update to my memo of January 18, 2001, on the above listed
matter, I offer the following information.
Previously the police department had requested to replace two
units that were deemed necessary:
• #45, a prisoner transport vehicle; and
• #58, a surveillance vehicle
After further review, it was found that the purchase and
replacement of the prisoner transport vehicle can be postponed
until next fiscal year.
At this time, the police department would like to proceed with
the purchase of a surveillance vehicle for the Detective Bureau
and to surplus unit #58 upon receipt of the new vehicle due to
its high mileage and high maintenance costs. It is hereby
recommended that a Chevy S10 Blazer be purchased for the poli7
department at an approximate cost of $27,000.00.

The Police Department is requesting the replacement of two
detail units No. 57 and No. 58 used by the Detective Bureau.
Unit No. 57 is a 1995 Camaro with a mileage reading of 119,552
miles; unit no. 58 is a 1996 Monte Carlo with a mileage reading
of 108,090. Both units are no 'longer reliable for the demand
required of surveillance vehicles. The department is requesting
a Dodge Intrepid sedan and a Chevrolet Astro van as the new
replacements and has budgeted $25,000.00 for each.
The Purchasing Department is hereby requesting authorization to
go out and bid for the two replacements, $25,000.00 for the
Dodge Intrepid sedan and $2.5,000.00 for the Chevrolet Astro.

Sir:
Regarding your memo to me, sent on January 22" d (copy attached), I had Lt. Faldetta prepare two separate memos
addressing the issues of the prisoner transport vehicle and the replacement vehicles which involved Unit #58.
Both memos are attached.
Please let me know if these explanations are not satisfactory.
The new prisoner transport vehicle is something we have needed for quite some time. The mileage figure of our
current vehicle does not properly describe the poor condition and suitability for this type of vehicle being used as
a "transport vehicle". However, I certainly do not want to give you the impression that we could not use our
current vehicle until the next budget comes out in July. We could make due with this vehicle for a few more
months if you desire.

We understand that Unit #45, a 1987 station wagon used to
transport prisoners has 69,000 miles. However, your department
is requesting to replace the station wagon with a new van to
eliminate extra trips when transporting numerous prisoners.
Could you tell me the number of prisoners that the department
has transported at one time, and how often the department
encounters the problem of making extra trips?
Perhaps this expenditure should be on the budget for fiscal year
2001-2002.
Secondly, in September, 2000, you submitted to the Purchasing
Department a request to purchase an Astro Van to replace Unit
#58, a 1996 Monte Carlo surveillance vehicle, to which approval
was granted. Your recent request to Purchasing for the
transport vehicle and the Blazer justified the purchase by again
requesting to replace Unit #58, a 1996 Monte Carlo surveillance
vehicle.
How many times do you intend to replace and surplus Unit #58?

My initial request for the new Blazer for Cargo Cats was written in January of 2000. Detective Alway
needed the new car to replace unit 58. My plan was to use 58 in the detective bureau because it was in
better condition than some of our other vehicles. The plan at the time was not to surplus 58, but use it
as a detective car and to surplus the Camaro, unit #57. My request went to our records manager on
February 22, 2000. 1 spoke with Liz about the purchase request and she said it went to Finance on
January 9, 2001.
During this entire time the Monte Carlo had deteriorated to the point that it should be declared surplus.
Therefore, when we completed the purchase request for the Astro Van and Intrepid, I included the
proposed surplus of the Monte Carlo.
As it stands, the Camaro will be declared surplus when the Blazer arrives and the Monte Carlo will be
declared surplus when the Astro Van arrives. Car 56 will be declared surplus when the Dodge Intrepid
arrives.
The 2000-2001 budget includes three vans. We are only ordering one van for the detective bureau.
The second van is in the budget in case of a traffic collision involving Cargo CATS or LA IMPACT.
We are not planning to order this second van. The third van in the budget is for prisoner transport and
has nothing to do with the detective vehicle requests.
I apologize for any confusion, in the last couple of weeks I have talked to Dolores a couple of times, I
thought she understood. I wrote these up in January and August of 2000. I hadn't heard anything in
over three months.

To answer your questions about my request. Court Officer Genera had to make multiple trips to
court approximately ten times in the year 2000. He is also making multiple trips today. The
highest number of prisoners taken to court in one day in the year 2000 was nine. Although the
current station wagon only has 69,000 miles it is worn out and unsafe. There are no shoulder
belts for the prisoners. They are only secured with the lap belts. The prisoners are handcuffed
with their hands behind their backs; in an accident the prisoners are not able to brace themselves.
In addition, at full capacity, two prisoners have to ride in the very back facing the rear. The
Court Officer and his back up cannot clearly see what the prisoners may be doing. The seatbelt
configuration and rear facing seats may be a liability issue to be considered.
The surrounding agencies move prisoners in different ways. Huntington Park and Southgate
walk their prisoners because they are next to the courthouses. Bell and Bell Gardens both pull
officers off of patrol and transport using police units. Downey and Whittier both use transport
vans. The larger agencies LAPD and LASD have vans and buses. I am not aware of any other
agency using a station wagon.
Please keep in mind also that this vehicle is used for much more than prisoner transport. It has
been used to transport SCOT Air Paks to officers in the field a number of times. Usually on
assist VFD calls concerning gas leaks or other hazardous materials incidents. It has also been
used to recover large amounts of evidence. Some examples are: When DJ equipment is seized
from rave parties occurring in the city. When property is taken from vendors at Atlantic and
Bandini. One specific example was the Cross Creek clothing case. The Detective Bureau
recovered an entire houseful of stolen clothing from a suspect's residence in Maywood. We had
patrol (Gaytan) get the station wagon to help us get all of the property to the station. He made
over five trips.
I am requesting the 15-passenger van for a number of reasons:
1. So the Court Officer and his back up can space the prisoners out making contact and
communication with each other more difficult.
2. To transport recovered evidence, if necessary. The rear seats could be removed to increase
cargo space.
3. To transport equipment to officers in the field, as described above.
4. It could also be used to transport large groups of officers to training or emergencies. For
example the entire Crowd control team (12 people) could be taken in one trip. With the plastic
seats in the patrol units it would take six cars to transport that team.

A Chevy S10 Blazer is requested for the replacement of Unit #58. The Blazer will allow more

when in surveillance the detectives will have an overall better view. Also, because a Blazer is
more commonly used on the road, the surveillance unit will be less conspicuous.
A prisoner package is also requested to be added on to the van. This is a specialized metal
framing placed in the passenger area to provide more protection and security for transporting
the prisoners. Industrial Van is the manufacturer and installer of this custom made metal
coverings. Approval is requested to issue a purchase order to Industrial Van upon receiving
of the new van.
The approximate cost for a new van is $32,400.00. The approximate cost for the Chevrolet
Blazer is $27,000.00. The approximate cost for the Prisoner Van Package is $1,800.00. The

is the manufacturer and installer of this custom made metal frame and
will make and install the frame onto the van at an approximate cost of
$1,800.00.
The requested Chevy S10 Blazer will allow more space when transporting
witnesses, arrestees, and/or evidence. The approximate cost is
$27,000.
