RESOLUTION NO. 7739
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 7562 BY AMENDING
SCHEDULE II, EXHIBIT "B," PAGE 1 OF SAID RESOLUTION
WHICH FIXED THE COMPENSATION FOR CERTAIN EMPLOYEES
OF SAID CITY AND AUTHORIZED CERTAIN EXPENSE
ALLOWANCES
WHEREAS, on June 27, 2000, Resolution No. 7562 was adopted by
the City Council of the City of Vernon to be effective on July 1,
2000; and
WHEREAS, on March 27, 2001, the Finance Committee approved
the recommendation of Bruce V. Malkenhorst, Director of Finance, dated
dated March 22, 2001, that the position of Fiber Optic and Traffic
Systems Manager be created in the Community Services & Water
Department with the appropriate salary scale; and
WHEREAS, the City Council of the City of Vernon wishes to
amend paged of Schedule II, Exhibit "B" of Resolution No. 7562 to
establish a position entitled "Fiber Optic and Traffic Systems
Manager" in the Community Services & Water Department with the
appropriate salary scale.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: Effective April 9, 2001, Schedule II, Exhibit
"B," page 1 of Resolution No. 7562 is hereby amended to create the
position of Fiber Optic and Traffic Systems Manager in the Community
Services & Water Department with the appropriate salary schedule as

indicated in Exhibit "A" which is attached hereto and made a part
hereof.
SECTION 3: The provisions of Resolution Nos. 7562, 7604 and
7687 not consistent with or in conflict with this resolution are
hereby repealed; in all other respects, Resolution No. 7562, as
amended by Resolution Nos. 7604 and 7687, shall remain in full force
and effect.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The Director of Community Services and Water is requesting
authorization to create the position of Fiber Optic and Traffic
Systems Manager with a salary range of $5,735.00 to $8,342.00 (see
attached) to allow the department to both, fill the vacant position
left by Mr. James Persons and to have an in-house staff person to work
on the fiber optic system.
It is hereby recommended that the position of Fiber Optic and Traffic

FIBER OPTIC AND TRAFFIC SYSTEMS MANAGER
DEFINITION
Under limited supervision, perform a variety of field and office
professional civil engineering work; plan, design and review the
construction of public works, traffic, and fiber optic; perform
technical studies; perform other related duties as required.
CLASS CHARACTERISTICS
Employees of this class perform upper level assignments and are
responsible for independent engineering analysis and
recommendations. Employees may supervise the work of lower level
staff performing inspections of public works and fiber optic
facilities or engineering work.
SUPERVISION RECEIVED AND EXERCISED
Administrative direction is provided by the Senior Civil Engineer.
Responsibilities include the direct supervision of staff personnel.
EXAMPLES OF DUTIES - Duties may include, but are not limited to the
following:
Perform contract administration of capital projects including the
technical review and approval of project plans, designs, and
construction; evaluate project proposals and recommend award of
contracts.
Supervise professional and technical engineering staff and
represent the City Engineer as assigned.
Perform inspections of construction projects; make field
inspections of existing structures to determine adequacy and
estimate stabilizing requirements; meet with contractors to resolve
items of non-compliance.
Investigate complaints, conduct technical studies and prepare
reports and recommendations related to civil engineering projects,
such as traffic, transportation, capital improvement projects, and
other specialized studies.
Prepare engineering reports; supervise the collection and
management of traffic data; conduct traffic studies; investigate
complaints of traffic safety issues and make recommendations.

Prepare capital improvement project plans, specifications and
estimates for a variety of projects.
Research publications and industry information sources.
Participate in basic administrative activities including budgeting,
planning and program coordination association with general
operation of the department.
Participate in the plan check, review and processing of plans for
private developments affecting City facilities and ensure that they
meet all City -imposed requirements.
Prepare technical plans, cost estimates, and other related
engineering duties concerned with the implementation of fiber-optic
projects, to include, but not limited to, City owned facilities and
future telecommunication and facility network expansion projects.
Manage and oversee the construction, maintenance, and expansion of
the City's fiber-optic backbone.
Be available for meetings and inquiries to interpret and
communicate technical aspects of fiber-optic related projects to
management.
Make technical engineering decisions related to fiber-optic and
future telecommunication projects.
Assist in the preparation and presentation of plans and reports for
future telecommunication projects.
Assist in the completion, expansion, and ongoing operations of the
City's telecommunication and technology movement.
Assist in preparing and evaluating Consultant Agreements,
Contractual Agreement, Request for Proposals/Qualifications, and
other related documents.
QUALIFICATIONS
Knowledae of:
Advanced engineering principles and practices.

Any combination of education and/or experience that has
provided the knowledge, skills and abilities necessary for

Experience:
Four years of increasingly responsible professional Civil
or Electrical Engineering experience involving planning,
design and construction of major capital projects.
Education:
A Bachelor's Degree from an accredited college or
university in an area of engineering related to the area
of assignment.
License or Certificate
Possession of a valid Certificate of Registration as a Civil
or Electrical Engineer issued by the California State Board of
Registration for Professional Engineers is highly desirable.
In lieu of the license eight additional years of technical
experience may be used as its equivalent.
Possession of a valid Class C California Driver's License and

Principal/Senior Electrical Engineer
The Principal/Senior Electrical Engineer performs a variety of
advanced level professional duties and responsibilities involved in the

overhead electric utility projects.

As to Mr. Ali Nour's educational background, I do not feel that
anyone in the department should be concerned about, unless they
have the same education or are being bypassed for this position
by Mr. Nour.

SUBJECT: ALI NOUR
As we have discussed Ali Nour will be transferring from the
Utilities Department to the Community Services & Water Department
in order to fill the Traffic Engineering position. Mr. Nour will
continue to assist with the fiber optics system as necessary.
We have agreed that Mr. Nour will spend approximately 2
hours a day learning the Traffic Engineers' role through
February, then to 5 hours a day through March and April. He will
spend time on the fiber optic system as necessary after that time
frame.
The original proposal is to have Mr. Nour make.a lateral
transfer into my department. We have a similar pay scale range
however, he is not qualified to hold any of the job titles of
Civil Engineer, Water Operations Supervisor or Chief Code
Inspector. Therefore, I would have formally requested that a new
title of Electrical Engineer be established in the Community
Services & Water Department's pay schedule with the same salary
range of $5,153.00 to $7,495.00 and that Mr. Nour be placed at
the top step.
Mr. Nour does have a Bachelors Degree and his professional
license as an Electrical Engineer.
However, Mr. Nour has approached me and advised me that he
has held the same position for over 5 years and was hoping that
he could have an advancement opportunity. The Utilities
Department has a mid -manager level. We could develop a similar
position such as Fiber Optic and Traffic Systems Manager with a
pay range of $5,735.00 to $8,342.00. The top end of this salary
is in the range of what a Telecommunications Engineer or Senior
Electrical Engineer is paying in Anaheim. Please see the
attached flyers. I have also included a copy of the Community
Services salary ranges. Putting Mr. Nour in this Manager
position is somewhat awkward in that he has no experience in
traffic. Jim Persons' top end salary is $6,704.00. I am not
sure how this may effect morale of the department. On the
opposite end Jim is not a college graduate or a professional
engineer. Additionally, from my understanding Mr. Nour is a
valuable resource on technical details for the City's
telecommunications system. If he were to leave the City he would
be sorely missed in this capacity and would be difficult to
replace.
Please advise me on how you would like to proceed.

the implementation of goals and objectives for the completion of
telecommunications and computer system engineering projects;
establish schedules and methods for completing projects;
implement polices and procedures.
• Prepare plans, cost estimates, schedules and specifications
for telecommunications and computer system projects; prepare
consultant services and contractor agreements, request for
proposals and related contract documents; evaluates and
participates in selecting consultants and contractors.
• Make technical engineering decisions and develop technical
criteria, procedures and engineering and construction
standards.
• Prepare plans for future expansion of telecommunications
system and applications.
• Prepare and present reports and studies on current and future
telecommunications projects for the Utility Department.
• Prepare, submit, and monitor Federal Communications
Commission (FCC) radio license and frequency coordination
applications and related documents.
• Perform radio system interference investigations and
analysis.
• This position performs other job related duties as required.
$68,877 - $86,096 - $94,706
This position requires:
• Responsible professional level experience in the
telecommunications, radio and computer engineering. Electric
utility or telecommunications consulting background is
desirable.
• Knowledge of pertinent Federal, State & local laws, codes &
regulations, including Federal Communications Commission,
California Public Utilities Commission, and local zoning.
Ability to operate a personal computer; experience with Unix
software is desirable.
• Ability to communicate effectively, both orally and in writing.
• Ability to obtain a valid California Driver's License by date of
appointment.
• Ability to establish and maintain effective working
relationships with those contacted in the course of work.

• Experience in preparing and delivering presentations.
• Experience in budget preparation and administration.
• Possession of a State of California registration as a
Professional Electrical Engineer is desirable.
