Resolution No. 7752f 1 RESOLUTION NO. 7752 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON REJECTING THE BID RECEIVED FOR BID NO. 1403 4 AND APPROVING AND AUTHORIZING NOTICE INVITING 5 SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF ONE BACKUP POWER SYSTEM FOR WELL NO. 19 6 7 WHEREAS, on February 21, 2001, the City Council of the City 8 of Vernon approved Resolution No. 7713 authorizing the advertisement 9 of bids for the purchase of a backup power generation system for Well 10 No. 19; and 11 WHEREAS, one bid was received in response to said 12 advertisement which did not meet the required specifications; and 13 WHEREAS, by letter dated April 12, 2001, Bruce V. 14 Malkenhorst, City Administrator/City Clerk, recommended that the bid 15 of Stewart & Stevenson be rejected and that authority be granted for 16 the Purchasing Agent, or his designee, to seek formal bids for the 17 purchase of the backup power generation system for Well No. 19; and 18 WHEREAS, the Request for Quotation for the backup power 19 generation system to serve Well No. 19 has been revised with a new bid 20 number and is submitted herewith for reconsideration; and 21 WHEREAS, pursuant to Section 2.27 of the Code of the City of 22 Vernon, the City Council of the City of Vernon finds and determines 23 that it is in the public interest and necessity that the bid received 24 for Bid No.-1403 be rejected and new bids or proposals be solicited in 25 accordance with applicable State law and the Vernon City Code. 26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 27 CITY OF VERNON AS FOLLOWS: 28 SECTION l: The City Council of the City of Vernon hereby 0I 1 2 3 4 5 CM 7 go 9 10 11 12 13 14 15 16 17' 18 19 20 21 22 23 24 25 26 27 Ifinds and determines that the recitals contained hereinabove are true land correct. SECTION 4: The City Clerk of the City of Vernon is hereby directed to give notice, in writing, inviting sealed proposals or bids for the purchase, installation and maintenance of the backup power generation system for Well No. 19, in accordance with the Request for Quotation, and in accordance with this resolution. SECTION 5: There being no newspaper of general circulation printed, published or circulated in the City of Vernon, the City Clerk is hereby directed to post said notice, or cause the same to be posted, in three of the most public places in the City of Vernon, to wit: the northwest corner of 38th Street and Santa Fe Avenue, the northeast corner of Leonis Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue, in said City. SECTION 6: The City Clerk of the City of Vernon is hereby directed to post said notice forthwith and the first posting of said notice shall be at least ten (10) days before the opening of the bids for the proposed contract. This system will serve Well 19 located at 3336 50`h Street. The generator will be used to run a single 200-hp pump motor as well as auxiliary equipment such as a chemical metering pump, various solenoid valves, SCADA equipment, and a PLC. The City has calculated the approximate required capacity of the generator to meet the load from the pump motor. If your calculations indicate that a different size is needed, please indicate as such on the bid and provide details on how the sizing was performed. In addition, provide complete details on installation requirements, such as access clearance, and height restrictions. Provide some sort of estimate of the annual Operations and Maintenance costs for the proposed system. Include details on the costs associated with routine maintenance and periodic testing as well as a breakdown of the cost of operating the unit under full load. If available, provide information on any preventative maintenance services that are available from your firm under contract. The following is an itemized list of minimum acceptable features and capacity of the ideal generation system. Please provide detailed specifications of the proposed equipment showing how the equipment meets this criteria. The selected vendor will be required to furnish and install the generator, associated concrete foundations, transfer switch, and all conduits and cables. Fuel tank shall be sized to provide a minimum of 72 hours of continuous operation from a full tank. • Heavy duty sealed diesel -starting batteries with battery rack and cable set. • Automatic float equalized battery charger, 10 amp, 480-volt input, with alarm card, mounted inside of enclosure. • AC alternator with Permanent Magnet Generator, single bearing, rotating brushless exciter..25% regulation, 0 load maximum voltage deviation 5%. • Automatic shutdown devices for low lube oil pressure, high water temperature, overcrank and overspeed. Additional input for remote shutdown devices. • Fuses potential and current transformers for proper operation. • Main load circuit breaker molded case type, 400 amp rated. • (1) Automatic Transfer Switch, 400 amp, 3 pole, NEMA 1 with standard time delays. • Shock mounted, unit mounted NFPA 110 level 1 control & instrumentation panel • Instruction, operation, parts and service manuals for all components, i.e., electronic governor, generator, voltage regulator, engine, circuit breaker, battery charger & control panel electrical diagrams. • Factory test shall be witnessed by a City of Vernon representative during City of Vernon normal business hours (Mon — Thurs. 7.00 — 5:30 p-m.). Test shall consist of manufactures normal factory test, which should simulate all shutdowns. Also a demonstration of the 0 to full load pickup test of voltage and frequency regulation using a resistive load bank and recorded by a strip chart recorder. A City of Vernon representative shall witness the calibration of the strip chart recorder before the test. The test shall also consist of a 1-hour full load run. • Field test to be performed by manufacturer and witnessed by a City of Vernon representative during City of Vernon normal working hours (Mon — Thurs. 7:00 a.m. — 5:30 p.m.). • Permits: Engine is to be pre -approved by the South coast Air Quality Management District (SCAQMD) for operation within the area of jurisdiction. The City will secure all permits and licenses pertaining to SCAQMD and local ruling agency for the installation of the equipment. Provide information on the compliance of the equipment with SCAQMD standards. • Delivery of unit after receipt of approval submittal to be a maximum of 12 weeks. • Unit shall be capable of pulling 110% of rated KW. • Unit shall be warranted for a minimum of one year. Valley Detroit Diesel No Bid The Department of Community Services and Water has reviewed the one bid from Stewart & Stevenson. The vendor did not meet the gallon fuel tank size requested on the specifications (See attached memo). The Department requests authorization to decline the bid and have the Purchasing Section attempt a second request for bids. The Purchasing Section contacted the non -responsive bidders as to the concern of lack of participation. The vendors stated that the bid deadline was overlooked, however they would like to have a second opportunity to quote the bid. Rigg, Water Operations Supervisor RE: Well 19 Backup Power Date: March 29, 2001 In our discussion on March 29, 2001, you informed me that only one bid submittal was received in regards to the "Backup Power Generator System" Request for Quotation (RFQ), Bid 1403. This submittal was received from Stewart & Stevenson. After extensive review of the Stewart & Stevenson submittal, it appears they cannot meet the requirements listed in Item # 1 of Bid 1403. Item # 1 specified an 1850 gallon fuel tank. Evidently, Stewart & Stevenson are hardpressed to locate and install a fuel tank of this size. Duthie Power was called as to why they had yet to send in their submittal. They informed me that the RFQ was complete but had apparently failed to deliver it to the City before the deadline.
