RESOLUTION NO. 7772
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE ISSUANCE OF A REQUEST FOR
PROPOSALS FOR ENGINEERING AND CONSULTING SERVICES
REGARDING ENERGY EFFICIENCY PROGRAMS
WHEREAS, on March 21, 2000, the City Council of the City of
Vernon adopted Resolution No. 7511 which adopted the City of Vernon
Utilities Department Public Benefits Program consisting of five
projects in the area of energy efficiency, to wit: Energy Audits,
Energy Education and Demonstration Workshops, Equipment Loans,
Customer Incentive and Customer Directed Projects; and
WHEREAS, due to the increase in the cost of power and the
(threat of rolling blackouts, Vernon electric customers are expressing
(increasing interest in the Public Benefits Programs offered by the
City, especially in the area of energy audits; and
WHEREAS, on August 8, 2000, the City Council of the City of
Vernon adopted Resolution No. 7594 approving an agreement with GRT,
Inc. to provide energy audit services and to assist in the development
and implementation of Public Benefit Programs in compliance with AB
11890; and
WHEREAS, GRT, Inc. is unable to quickly process the
increased energy audit requests and the workload backlog will likely
continue through the summer of this year; and
WHEREAS, the City of Vernon is interested in obtaining
proposals for an engineering consultant for energy efficiency programs
to help alleviate the backlog created by the increased interest of the
Vernon electric customers; and

WHEREAS, on May 23, 2001, the Finance Committee approved the
recommendation of Bruce V. Malkenhorst, the Director of Finance, dated
May-17, 2001, that the City issue a Request for Proposals pursuant to
Section 2.29-2 of the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
directs the City Administrator/City Clerk, or his designee, to issue a
Request for Proposals, a copy of which is attach hereto as Exhibit "A"
and made a part hereof, and to report to the City Council on the
proposals received with a recommendation for action.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 23rd day of May, 2001.

BACKGROUND
The City of Vernon has a predominantly industrial business base and comprises 5.06 square miles.
Vernon is located approximately four miles southeast of downtown Los Angeles and provides electric
utility services to approximately 2,200 commercial and industrial customers.
PURPOSE
The Vernon Utilities Department ("Department") is seeking a consultant to conduct energy audits for
commercial and industrial electric utility customers. The energy audits shall provide a thorough
analysis of customers' energy usage patterns and may include the entire facility or can focus on a
targeted area of a structure, identified equipment, or specific processes and systems. A detailed report
documenting the findings and recommendations based on the audit shall be provided to customers.
Where appropriate, the energy audit recommendations shall interface with other aspects of Vernon's
Public Benefits Programs in the area of energy efficiency.
CONTRACT PERIOD
The selected Consultant will be contracted for a one-year period anticipated to begin in July 2001,
however, the City of Vernon may elect to amend this timeframe as deemed necessary.
SCOPE OF SERVICES
The Consultant will conduct audits and identify a strategy for the audited customer to continue with the
City's currently approved Energy Efficiency Project(s). The Consultant will develop mechanisms to
effectively measure the success of the audits and will recommend strategies for continuing the Energy
Audit Project beyond the contracted period of consulting services.
The energy audits will include three key parts:
• data gathering: identification of where and how a structure, process or equipment use energy,
along with the costs affecting the energy consumption;
• data analysis: identification of energy efficiency measures that when implemented, will make the
energy usage more efficient, less expensive or more environmentally friendly; and
• recommendations: a final report detailing the findings, areas for improvement and recommended
actions accompanied by some type of economic justification.
Vernon's energy audits will be neither too general, nor too complex. A site audit requires that a detailed
analysis of the data be performed with usage patterns and evaluated against established norms and
guidelines. A model of energy usage will be developed to assist in predicting energy efficiency and
potential savings opportunities. A financial analysis will be performed on each energy efficiency
measure deemed financially viable. The audit report recommendations shall include financial
incentives available through Vernon's Public Benefits Funds.
The audit will usually identify and quantify energy efficiency measures that can meet reasonable
investment justification. The report will provide sufficient detail and documentation for most firms to act
on the recommendations without additional study. The audits shall be sufficient for most applications
where completeness and cost effectiveness is desired without excessive detail or unnecessary depth.

The site audits will involve the services of professional engineers or certified energy professionals, and
the cost should be based on the size of the facility, the quantity and complexity of equipment, and the
scope of the technical and financial analyses required. The Consultant will provide ongoing technical
support services for the implementation and monitoring of the installed energy efficiency measures.
The Consultant will develop a work schedule for the duration of the contracted services. The
Consultant will report to the Resource and Project Planning Manager and will work closely with the
Energy Management Representative and other designated Department staff.
BUDGET
The Consultant will provide an itemized budget for its services, including consulting fees by task,
program materials, and other items considered necessary to effectively meet the proposed scope of
services.

The Department will select the consultant(s) that in the Department's judgment can best perform the
scope of services described herein. Among the criteria that will be used to select a consultant are:
1. Consultant's experience in conducting energy audits
2. Consultant's knowledge of the intent of AB 1890
3. Consultant's knowledge and experience with the Public Benefits Programs in the area of
energy efficiency

SUPPLEMENTARY INFORMATION
The Department may provide additional information to applicants as requested and if considered
necessary in responding to this RFP.

The Department intends to select a consultant and issue a recommendation to City Council within thirty
days of the closing date of this request.

The Utilities Department is requesting to seek additional energy
consulting services to perform energy audits under the Public
Benefits Programs offered by the City. With the current energy
situation, an increased interest in using this service has
created a backlog that is anticipated to persist through the
summer.
This has been reviewed by the Director of Utilities, and it is
hereby recommended that the department be authorized to seek
proposals for Engineering &Energy Consulting Services, and a
Resolution adopted approving same.

SUBJECT: Public Benefits Program — Request For Proposals
Because of the increasing cost of power and the threat of rolling blackouts, Vernon
customers are expressing increasing interest in the Public Benefits Programs offered by
the City. For example, the Utilities Department forecast that 25 customers would
request energy audits in the one-year period beginning August 1, 2000. To date, the
City has performed 31 audits and has requests from 22 additional companies for this
service. The firm performing the audits has increased its staff dedicated to Vernon, but
still estimates that the backlog will persist through the summer of this year. I believe that
another firm needs to be hired to help handle this increased workload.
Based on the above, I recommend approval to seek proposals for Engineering and
Consulting Services for Energy Efficiency Programs per the attached Request For
Proposals.
