Resolution No. 7794i t 5 1 2 3 4 5 6 7 8 9 10 11 12 13 14 FIRS 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7794 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ESTABLISHING A GENERAL GOVERNMENT APPROPRIATIONS LIMIT FOR THE FISCAL YEAR ENDING JUNE 30, 2002 PURSUANT TO GOVERNMENT CODE SECTION 7910 WHEREAS, Section 7910 of the Government Code requires the governing body of each local jurisdiction to establish, by resolution, an appropriations limit for each year; and WHEREAS, the appropriations limit for the 1980-1981 fiscal year was determined by multiplying the total amount of appropriations for the fiscal year 1978-1979, by the lesser of the change in the cost of living for the 1979 calendar year or the change in California per capita personal income for the 1978 calendar year, and multiplying this product by the change in population of the City of Vernon for the 1978 calendar year and thereafter multiplying this product by the lesser of the change in cost of living for the 1980 calendar year or the change in California per capita personal income for the 1979 calendar year and multiplying this product by the change in population of the City of Vernon for the 1979 calendar year. The above computation is attached hereto and incorporated herein by this reference as though fully set (forth at length as Exhibit "A"; and WHEREAS, for the 1981-1982 fiscal year through 1993-1994 fiscal year, the appropriations limit for the City of Vernon equaled the appropriations limit for the prior fiscal year multiplied by the lesser of the change in cost of living for the calendar year in which the fiscal year begins or the change in California per capita personal income for the calendar year preceding the beginning of the fiscal year 1 for which the appropriations limit was to be determined, the product 2 multiplied by the change in population of the City of Vernon for the 3 calendar year preceding the beginning of the fiscal year for which the 4 appropriations limit was to be determined; and 5 WHEREAS, the appropriations limit for the fiscal year 1978 6 1979 was $12,223,946; and 7 WHEREAS, the appropriations limit for the fiscal year 1979- 8 1980 was $13,621,999; and 9 WHEREAS, the appropriations limit for the fiscal year 1980- 10 1981 was $15,097,261; and 11 WHEREAS, the appropriations limit for the fiscal year 1981-82 12 was $17,232,014; and 13 WHEREAS, the appropriations limit for the fiscal year 1982-83 14 was $17, 601, 587; and 15 WHEREAS, the appropriations limit for the fiscal year 1983-84 16 was $18, 428, 852; and 17 18 WHEREAS, the appropriations limit for the fiscal year 1984-85 was $18, 266, 678; and 19 20 WHEREAS, the appropriations limit for the fiscal year 1985-86 21 was $18,297,731; and 22 WHEREAS, the appropriations limit for the fiscal year 1986-87 23 was $19, 873, 166; and 24 WHEREAS, the appropriations limit for the fiscal year 1987-88 25 was $20,711,814; and 26 WHEREAS, the appropriations limit for the fiscal year 1988-89 27 was $20,111,171; and 28 2 - 1 WHEREAS, the appropriations limit for the fiscal year 1989-90 2 was $20,867,351; and 3 WHEREAS, the appropriations limit for the fiscal year 1990-91 4 was $24,721,447; and 5 WHEREAS, the appropriations limit for the fiscal year 1991-92 6 was $26,192,373; and 7 WHEREAS, the appropriations limit for the fiscal year 1992-93 8 was $35,152,784; and 9 WHEREAS, the appropriations limit for the fiscal year 1993-94 10 was $36, 456, 952; and 11 WHEREAS, the appropriations limit for the fiscal year 1994-95 12 was $38,508,385; and 13 WHEREAS, the appropriations limit for the fiscal year 1995-96 14 was $40,460,760; and 15 WHEREAS, the appropriations limit for the fiscal year 1996-97 16 was $42, 552, 581; and 17 WHEREAS, the appropriations limit for the fiscal year 1997-98 18 was $45, 092, 970; and 19 20 WHEREAS, the appropriations limit for the fiscal year 1998-99 21 was originally set at $51,405,986, but was subsequently determined to 22 be incorrect; and 23 WHEREAS, the appropriations limit for the fiscal year 1998-99 24 was corrected by notice posted on June 2, 1999, to be $50,053,197; and 25 WHEREAS, the appropriations limit for the fiscal year 1999-00 26 was $58,562,240; and 27 WHEREAS, the appropriations limit for the fiscal year 2000-01 28 was $65,689,265; and - 3 - 1 WHEREAS, the voters of the State of California passed 2 Proposition 111 on June 5, 1990; and 3 WHEREAS, under Proposition 111, a City is allowed to use 4 either (a) the change in California Per Capita income from the 5 preceding year or (b) the percentage change in the local assessment 6 roll from the preceding year due to increases in nonresidential 7 construction; and 8 WHEREAS, the City Clerk has posted a notice indicating that 9 documentation used in the determination of the appropriations limit 10 provided for herein has been available for inspection P b p y the public for 11 at least fifteen (15) days from and after May 15, 2001; and 12 WHEREAS, the City Council of the City of Vernon hereby intends 13 to establish the appropriations limit for the fiscal year 2001-2002. 14 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 15 OF VERNON AS FOLLOWS: 16 SECTION 1: The City Council of the City of Vernon hereby 17 18 establishes $84,115,104 as the amount of the appropriations limit for 19 the fiscal year 2001-2002 in accordance with the provisions of 20 Proposition 111. 21 SECTION 2: The City Council of the City of Vernon approved a 22 budget by adopting Resolution No. 7795 on June 27, 2001, which will not 23 exceed the appropriations limit for the 2001-2002 fiscal year. 24 SECTION 3: The City Council of the City of Vernon hereby 25 declares that the budget established by Resolution No. 7795 complies 26 with the requirements of Government Code Section 7910. 27 28 4 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect.
