Resolution No. 78191 2 E:A 91 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7819 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING RESOLUTION NO. 7796 BY AMENDING SCHEDULE II, EXHIBIT "B" OF SAID RESOLUTION WHICH FIXED THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES WHEREAS, on June 28, 2001, Resolution No. 7796 was adopted by) Ithe City Council of the City of Vernon to be effective on July 1, 2001;I land WHEREAS, on August 21, 2001, the Finance Committee recommended that the City Council approve the recommendation of Bruce V. Malkenhorst, the Director of Finance, dated August 9, 2001, that the position of Information Technology Manager be created in the City Administrator/City Clerk Department with the appropriate salary scale and the Information System Division be reorganized; and WHEREAS, the City Council of the City of Vernon wishes to amend pages 5, 14 and 15 of Schedule II, Exhibit "B" of Resolution No. 7796 to add the classification "Information Technology Manager" in the City Administrator/City Clerk Department with the appropriate salary scale and to remove Information System Specialist I and II classifications from the Utilities Department and incorporate them in the City Administrator/City Clerk Department. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: Effective September 10, 2001, Schedule II, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Exhibit "B," pages 5, 14 and 15 of Resolution No. 7796 are hereby amended to incorporate the necessary changes for the Information & Technology Division of the City Administrator/City Clerk Department, as indicated in Exhibit "A" which is attached hereto and made a part hereof by this reference. SECTION 3: The provisions of Resolution No. 7796 not consistent with or in conflict with this resolution are hereby repealed; in all other respects, Resolution No. 7796 shall remain in full force and effect. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. I anticipate hiring at the Step 4 level, and I would like the mid level manager's incentives to be a negotiable item after the one year probationary period (ie. car allowance and physical) if the need should arise. It gives the selected candidate a sense that he's worth more than the established bottom salary. 2. It still leaves considerable growth potential 3. The lower steps allow for future promotion to existing staff, if they should become qualified and if the selected candidate should leave. I am requesting the following: a. that the proposed salary scale be presented to finance/council for approval; V I b. that the salary Resolution be amended establishing said position and salary scale; Vc. that the budget be amended and adjusted to demonstrate the, restructuring of the division under the City Administrator's Office and the inclusion of the IT Manager position; d. the City Administrator's job description be amended include the duties of "Director of Information and Technology"; e. that the council appoint the City Administrator as the "Director of Information and Technology";' f. that the Utilities Department's Assistant Director of Engineering and Operations job description be amended to remove the responsibilities of the IS Division effective on the date of hiring of the initial IT Manager and; that the Information System Division be renamed to Information and Z9_ Technology Division.
