RESOLUTION NO. 7833
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
VEHICLE PURCHASE CONTRACT BY AND BETWEEN THE CITY
OF VERNON AND BRAUN NORTHWEST, INC.
WHEREAS, the Fire Department of the City of Vernon has
requested that the City purchase one 2002 North Star Medic Unit ("Medic
Unit") to replace the existing unit, which has 95,000 miles and is
approximately nine (9) years old and will be used for backup purposes;
and
WHEREAS, the City's staff has determined that the purchase of
the Medic Unit will allow the Fire Department to provide the best care
possible in medical emergency situations, thereby benefiting the health
and welfare of Vernon's citizens; and
WHEREAS, City staff sought informal quotes for the purchase
of a new Medic Unit; and
WHEREAS, Braun Northwest, Inc. is believed to be the only
supplier that can provide a Medic Unit meeting the Fire Department's
specifications and requirements; and
WHEREAS, by letter dated August 20, 2001, Bruce V.
Malkenhorst, Director of Finance, recommended that the City purchase
the Medic Unit at an approximate cost of Ninety Thousand Dollars and
No Cents ($90,000.00) and that an agreement with Braun Northwest, Inc.
be executed; and
WHEREAS, on September 11, 2001, the Finance Committee
recommended that the City Council approve the recommendation of Bruce
V. Malkenhorst; and
WHEREAS, the City Council of the City of Vernon has

determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to enter into a contract with Braun Northwest, Inc. for the
purchase of a Medic Unit.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves the Vehicle Purchase Contract with Braun Northwest, Inc., a
copy of which is attached hereto as Exhibit "A" and made a part
hereof.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor and the City Clerk to execute said Contract for,
and on behalf of, the City of Vernon.
SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or his designee, to send one fully executed
Contract to:

SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

VEHICLE PURCHASE CONTRACT
THIS CONTRACT is made, entered into and executed in duplicate
originals, either copy of which may be considered and used as the
original hereof for all purposes, as of this day of September
2001, in the City of Vernon, County of Los Angeles, California

RECITALS
WHEREAS, the City's Fire Department has determined that the
City needs to purchase a new 2002 North Star Medic Unit so as to
provide the best care possible in emergency situations and intends to
utilize the current nine year old unit for backup purposes; and
WHEREAS, Braun has prepared a Proposal dated July 19, 2001
(hereinafter the "Proposal"), a copy of which is attached hereto as
Exhibit "A" and incorporated herein by reference:
WHEREAS, Braun has advised the City that it can provide the
City with One (1) 2002 North Star 138-3"Medic Unit on a 2002 Ford-E350
Chassis (the "Medic Unit") as provided for in the Proposal that meets
the City's specifications; and
WHEREAS, the City desires to enter into an agreement with
Braun to provide for the purchase and delivery of the Medic Unit; and
WHEREAS, Braun represents that it is qualified and capable of
providing the Medic Unit described in Exhibit "A" that the City
1 requires and is willing to do so on the terms and conditions set forth
2 below.
3 NOW, THEREFORE, THE PARTIES HERETO DO MUTUALLY AGREE AS SET
4 FORTH HEREIN:
5 1. Purchase.
6 Braun agrees to sell and deliver to the City the Medic Unit
7 as set forth and described in detail in the attached Exhibit "A" that
8 meets the City's specifications. In the event of a conflict between
9 the Proposal and this Contract, the terms of this Contract shall
10 prevail.
11 2. Time of Performance.
12 Braun's performance as identified herein shall commence upon
13 the signing of this Contract and shall be completed by Braun, unless
14 terminated or extended. Braun shall deliver the Medic Unit within two
15 hundred forty (240) days from the time that the City issues a purchase
16 order. Braun shall be allowed to demonstrate the Medic Unit to other
17 potential buyers for a period of sixty (60) days; however, such
18 demonstration shall be completed before the expiration of the two
19 hundred forty (240) day period.
20 3. Price.
21 Braun agrees to sell and deliver, subject to final inspection
22 by the City, the Medic Unit described in its Proposal in the 'total
23 amount of Eighty -Three Thousand Three Hundred Thirty Dollars and No
24 Cents ,($83,33000), plus sales tax.
25 4. Payment Terms.
26 The City agrees to pay Braun progress_ payments as follows:
27 Ninety percent (90%) upon receipt of the Medic Unit and the remaining
28 ten percent (10%) after City's inspection and approval. Such

inspection and approval shall occur within thirty (30) days from the
City's receipt of the Medic Unit.
5. Warranties.
Braun warrants title to the vehicle purchased hereunder and
any part thereof to be free of any claim of any security interest, lien
or any encumbrance. Braun also warrants that the vehicle will be
delivered new and shall be free from defects in material and
workmanship for the warranty period of twelve months from the City's
operation. All manufacturers' warranties, any warranties typically
provided by Braun, and any other warranties made applicable by
shall also apply to the City's purchase of the Medic Unit.
6. Compliance with Laws.
Braun shall strictly observe and comply with all applicable
federal, state, and local laws, ordinances and regulations governing
this sale, including but not limited to any permit or license
requirements of the United States Department of Commerce, as well as
any laws of the United States of America.
18 7. Governing Law.
19 The validity, interpretation and performance of this Contract
20 shall be controlled and construed under the laws of the State of
21 California,
22 8. Forum Selection.
23 Any action brought relating to this Contractshallbe brought
24 and held exclusively in a StateCourtintheCounty of Los Angeles,

10. General Provisions.
A. Independent Contractor.
At all times during the term of this Contract, Braun shall be
an independent contractor and shall not be an employee of the City. The
City shall have the right to control Braun only insofar as the results
of Braun services rendered pursuant to this Contract; however, the City
shall not have the right to control the means by which Braun
accomplishes services rendered pursuant to the Contract except to the
extent that such services involve the use of City property or
Confidential Information.
B. Braun Not Agent.
Except as the City may specify in writing, Braun shall have
no authority, express or implied, to act on behalf of the City in any
capacity whatsoever as an agent. Braun shall have no authority, express
or implied, pursuant to this Contract to bind the City to any
obligation whatsoever.
C. Indemnification.
Braun shall indemnify, defend, protect and hold the -City and
its.officers, agents and employees, free and harmless from and against
any and all claims, demands, losses, damages, liabilities, fines,
charges, penalties, orders, judgments and all costs and expenses
incurred in connection therewith, including reasonable attorney's fees

and costs of defense arising out of the services performed under this
Contract, except to the extent arising from or caused by the sole
negligence or willful misconduct of the City, its officers, agents or
employees.
D. Assignment and Subcontracting Prohibited.
No party to this Contract may assign or subcontract any right
or obligation pursuant to this Contract without the express written
consent of the other party. Any other attempted or purported
assignment of any right or obligation pursuant to this Contract shall
be void and of no effect.
E. Entire Agreement.
This Contract constitutes the complete and final expression
of the agreement of the parties and is intended as a complete and
exclusive statement of the terms of their agreements and supersedes all
prior and contemporaneous offers, promises, representations,
negotiations, discussions, communications and agreements which may have
been made in connection with the subject matter hereof. All exhibits
are incorporated by reference. Braun represents that in entering into
this Contract, it has not relied on any previous representations or
understandings of any kind or nature.
F. Partial Invalidity. -
Wherever possible, each provision hereof will be interpreted
in such manner as to be effective and valid under applicable law, but
in case any one or more of the provisions contained herein wi'11, for
any reason, be held to be invalid, illegal or unenforceable in any
respect, such provision will be ineffective to the extent, but only to
the extent, of such invalidity, illegality or unenforceability without
invalidating the remainder of such invalid, illegal or unenforceable

provision or provisions or any other provision hereof, unless such a
construction would be unreasonable or contrary to the intent of the
parties as expressed in this Contract.
G. Time of the Essence.
Time is of the essence in the performance of this Contract
and of each and every provision hereof. The waiver by the City of any
breach or breaches hereof shall not be deemed, nor shall the same
constitute, a waiver of any subsequent breach or breaches.
H. Risk of Loss.
Title and risk of loss or damage shall pass to the City and
delivery shall be deemed to be complete upon delivery FOB jobsite or
upon moving into storage at the City's request, whichever occurs first.
I. Attornevs' Fees.
In the event that it becomes necessary for either party to
this Contract to enforce any of the provisions of this Contract, the
parties agree that a court of competent jurisdiction may determine and
fix reasonable attorney's fees to be paid to the successful litigant.
18 J. Benefit of Agreement.
19 This Contract shall bind and benefit the parties hereto and
20 their heirs, successors, and permitted assigns.
21 K. Force Majeure.
22 Neither party shall be considered to be in default in any of
23 its obligations under this Contract when a failure of performance shall
24 be due -to an uncontrollable force. The terms "uncontrollable force"
25_shall 'mean any ;cause beyond the control of the party affected,
26 including, but not restricted to, flood, earthquake, storm, fire,
27 lightening, epidemic, war, riot, civil disturbance or disobedience,
28 labor dispute, labor material shortage, sabotage, federal, state, or

municipal action, statute, ordinance, or regulation, embargoes or the
United States Government or any other government, which by exercise of
due diligence such party could not reasonably have been expected to
avoid and by exercise to due diligence has been unable to overcome.
Either party rendered unable to fulfill any of its obligations under
this Contract by reason of an uncontrollable force, shall give written
notice within five (5) business days of such fact to the other party
and shall exercise due diligence to remove such inability with all
reasonable dispatch.
L. Waiver.
Any waiver at any time by either party of its rights with
respect to a default under this Contract, or with respect to any other
matters arising in connection with this Contract, shall not be deemed a
waiver with respect to subsequent default or other matter.
M. Amendment.
All changes or modifications to this Contract shall be in a
writing stating that it is an amendment to this Contract and shall be
signed by both parties or their duly authorized agents. This Contract
shall not be modified through course of dealing, usage or trade.

DETAILED SPECIFICATIONS
FOR
VERNON FIRE DEPARTMENT
VERNON, CALIFORNIA
1 CHASSIS
1.01 OEM CHASSIS
Shall be Ford E-350 cutaway with the Ambulance Prep Package, Preferred Equipment
Package #780A, Light and Convenience Group, and a 3 year/36,000 mile 'Bumper to
Bumper" warranty. The chassis shall be provided by Braun Northwest and shall meet all
the specifications of Section 1.01.
1.01.01 WHEELBASE AND CAB TO AXLE
Shall be 138" wheelbase with dual rear wheels and 80" cab to axle.
1.01.02 GROSS VEHICLE WEIGHT RATING
Shall be 10,700 lbs. G.V.W.R.
1.01.03 CURB WEIGHT
Shall be approximately 8,900 lbs.
1.01.04 PAYLOAD
Shall be approximately 1,600 lbs.
1.01.05 AXLE RATING
Shall be 4,600 lbs. front and 7,800 lbs. rear.
1.01.06 ENGINE
Shall be a 7.3 liter turbo diesel with a 5 year/10.0,000 warranty. Engine shall include
external oil cooler, factory diesel package, and 1,000-watt engine heater (Section 6.20-
related). Engine shall have a heavy-duty dry type air cleaner with flow restriction
indicator.
1.01.07 ENGINE COOLING SYSTEM
Shall be a heavy-duty, closed -air, free -liquid state type with coolant recovery system.
The cooling system shall be protected with a 50/50 solution of permanent type antifreeze
to -40 degrees F. Cooling system shall have corrosion inhibitor added in proper
quantities to meet manufacturer's recommendations.
1.01.08 TRANSMISSION
Shall be a heavy-duty automatic transmission, with four (4) speeds forward and one (1) -
reverse. Transmission shall include an external oil cooler located in the chassis grille
area.

1.01.15 EXHAUST SYSTEM
Vehicle shall be equipped with an exhaust system in accordance with Federal Motor
Carrier Safety Regulations, Part 393.83. The exhaust shall be suspended using three (3)
hangers, excluding the manifold attachment. The exhaust system shall discharge at the
right rear side of the module. The tailpipe outlet shall not terminate within six (6) inches
of the vertical axis of the fuel tank. filler openings.
1.01.I6X TIRES AND WHEELS
Shall be OEM supplied LT 225-75R/161; all -season steel belted radials on 6.0 inch rims.
A total of seven (7) tires and wheels to be supplied. Wheels sludl be four (4) Alco
aluminum and three (3) steel. Spare tire and wheel shall be shipped loose.
1.01.17 GAUGES AND METERS -
Shalt consist of spe odometer, odometer, trip odometer, vultmete r, fuel, coolant
temlierature, diesel engine warning lights, and oil pressure.
1.01.18 BATTERY SYSTEM
Shall consist of dual 750 CCA OEM batteries. One shall be located in the engine
compartment and one shall be located in the module. (Sections 2.08 and 6.24 related).
1.01.19 ALTERNATOR AND REGULATOR
Shall be dual OEM supplied 115 amp alternators.
1.0110 K CLIMATE CONTROL SYSTEM
Shall consist of OEM chassis manufacturer's heavy-duty, fresh -air, high -capacity
heater/defroster and dehumidifying air conditioning system.

Shall include one (1) interior day/night rearview mirror. Order chassis without exterior
OEM mirrors (Section 1.02.02B related).
1.01.27 TRIM AND ACCESSORIES
Shall include "Appearance UpGrade Package" including: Chrome Bumper and Grille,
A -Pillar Grab Handles, Aerodynamic Halogen Headlamps, ,High -Series Door Trim
Panels, Cloth Headliner with dual dome lights, Cloth Sun Visors, Carpet. "Ambulance
Preparation Package" including: Passenger Air Bag. "Lights and Convenience Group"
including Warning Chimes, Headlights -on Audible Alert, and Illuminated entry. Cab
doors shall have power windows and electric door locks. Cruise control shall be
included.
1.01.28 AUTO THROTTLE
Shall be an OEM installed system, which will automatically adjust for changes in
electrical load and automatically disengage when the brake is applied or the vehicle is
placed in gear.
1.01.29 RADIO AND SPEAKERS
Unit shall have an OEM installed AM/FM radio with clock and two speakers.
1.01.30 _ CHASSIS COLORS
The exterior cab color shall be White.
The interior color of the cab shall be gray.

1.02 CHA SIS MODIFICATIONS
The following modifications will be made to the chassis by Braun Northwest.
1.02.02E EXTERIOR MIRRORS (VELVAQ
The OEM exterior mirrors shall be replaced with Velvac Model 2020 manual mirrors
with integral convex Ions. (Section 1.01.26 rellated)
1.02.04A EXHAUST HEAT SHIELDS
Shall be formed from I8 ga. galvanized steel sheets with stamped reinforcements and
formed edges. Access openings shall be provided for shock absorber, mounting bolts,
etc, Heat shields shall be bolted to chassis frame and extend from back of cab to the
frame cross member just behind the rear axle.
1.02.05A RUNNING BOARDS WITH SPLASH GUARDS
Shall be installed on both sides of the vehicle. They shall be made of 0.125" polished
aluminum diamond plate. The running boards shall be flared to the front corner of
module. The splash guards shall be wtldcd to the forward end of the running boards.
The entire assembly shall be securely mounted with stainless steel 114"•20 Truss head
Wits.

MODULE MOUNTING SYSTEM
Module mounting system shall be designed and used as supplied by chassis
manufacturer. It shall consist of 12 rubber puck mounts secured with chassis
manufacturer supplied 0.500" hardened bolts.
CAB -TO -MODULE ATTACHMENT
The module shall be attached to the cab by (20) 5116" Grade 5 plated steel bolts with
nylock nuts. Access plates shall be provided in the bulkhead wall for the servicing of cab
to module bolts or for remounting of the body,
CAB -TO -MODULE GASKET
Between the cab and module, a closed -cell neoprene weatherproof gasket shall be
installed to minimize electrolytic corrosion.

2 MODULAR CONSTRUCTION
All material utilized shall be of the correct type, alloy, and thickness to withstand the
intended usage and provide protection against cracking, corrosion, or metal fatigue. All
materials utilized shall be of open stock origin, commonly available through local
sources, for rapid and economical repair or modification of the body. Any use of
proprietary parts or materials in the construction of the body is unacceptable, due to
potential delays or difficulties in future repairs or service. NO EXCEPTIONS TO BE
TAKEN IN THIS AREA. This specification has been designed and written to fill

2.03 STRUCTURAL FRAMING
Side wall and rear wall construction shall consist of 2 x 2" x 0.125" aluminum square
tubing extensions welded together with a maximum of 14" centers. 1" x 2" x 0.125"
aluminum tubing may be utilized in addition to the 2" x 2" tubing to accommodate
custom compartment sizes. The bottom of the wall structure shall be sealed with welded
2 x 2" tube, 2" x 2" angle or 0.125" plate depending upon location. Wall structure shall
be capped with a 2" x 2" x 0.125" header upon which the 2" x 2" x 0.125" roof structure
is welded. This process provides a unitized roll cage structure for greater occupant
safety. The front wall structure shall be constructed of a minimum of 1.250" x 3.875" x
0.125" formed aluminum channel to allow ample space for wiring raceways, heater A/C
hoses, and cold air return duct.
2.04 FOUNDATION SYSTEM
Shall consist of a 0.125" aluminum sheet subfloor with foundation members securely
.welded under the subfloor. Members shall consist of six (6) 3" x 3" x 0.375" structural
angles and one (1) 1.5" x 3 x 0.250" channel (above fuel tank) running full width side to
side with two (2) 0.250 x 1.5" aluminum members running lengthwise between the
structural angles.
2.05 MODULE SEAMS
All body and compartment seams at or below floor level shall be full seam welded. The
entire perimeter of the subfloor shall be completely sealed with a caulking material,
creating a watertight, dust -free module environment.
2.06 EXTERIOR SKIN
In addition to welding the exterior skin to structural framing, a Norton very high bond
system shall be utilized full length on all wall and roof frame members. A polyurethane
adhesive sealant shall be applied to the edges of structural tubing at the exterior wall
surfaces.
2.07M MODULE ROOF
In order to improve module strength and reduce roofseams the following roof system
shall be utilized. Roof and sidewall skin shall be full seam welded into a unitized roll
cage construction. In addition, the front and rear walls shall be full seam welded to the
side walls and roof for maximum integrity. The roof shall be supported by positive
contact between side wall framing and roof framing. In order to avoid the possibility of
paint and/or weld cracking, no extrusions shall be used in the exterior construction of the
roof of the vehicle. Skip, spot welding, or welding of dissimilar alloy material on roof
skin isnotacceptable.
208X MODULE EXTERIOR COMPARTMENTS
All compartments are constructed from formed 0.125" aluminum and are securely welded
to the subfloor and structural framing. - A baffled drain hole shall be provided in all
exterior compartment bottoms that extend below the floor line.. All exterior adjustable
shelves = shall be mounted on heavy duty aluminum unistrut track, which is securely
welded to compartment interiors. Each shelf shall support at least 300 lbs. of equipment.

2.09 MODULE DOORS
The doors shall be box pan formed with a total thickness of 2".
2.09.01 DOOR SEAL
Each door frame will have a 0.875" flange for the installation of an air cell hollow core,
360-degree compression door seal. This seal creates a watertight, dust -free compartment
integrity. Door seal shall be knock -on type.
2.09.02 DOOR HINGES -
Shall be full length, piano type, stainless steel hinges, 2.5" wide with a 0.25" pin. The
hinges shall be attached with 12 x 3/4 stainless steel truss head screws spread 4" apart
and staggered 0.5" horizontally for additional_ strength and adjustability. Hinges shall be
staked every 4". All curbside and streetside doors shall be hinged on the forward sides.
All rear doors shall be hinged on the outboard sides.
2.09.03 _ DOOR LATCHES
Shall be flush mounted, stainless steel, Versch paddle type slam latches with rotary latch
striker posts, which meet-FMVSS 206 requirements. Striker shall be adjustable and shall
be secured with a nut from behind doorframe. The striker washer will not be removed.
Cold rolled, threaded 0.162" steel rods shall be used to activate dual rotary latches. Once
final adjustments to latches are made, threads are to have Locktite or equivalent applied.
All double door compartments shall have an exterior stainless steel paddle handle and
rotary latches on each door, eliminating latch interference with adjustable shelves. Doors
will latch to door frame mounted striker posts only and not to.one another. All entrance
doors shall have interior handles with dual point, rod actuated, rotary latch systems,
which are lockable inside and out. All compartment and module access doors shall be
keyed for 951 OCH keys.

4 MODULE EXTERIOR
4.01 STEP/BUMPER
Shall be a welded construction of 3" x 3" x 0.375" aluminum angle and 2" x 0.250" plate
and shall be covered by 0.125" bright aluminum diamond plate. The center section,
below the doors, shall have a plasma cut open flow design to prevent accumulation of
water and snow and provide a 7" step. The outermost.12" of each end shall be angled to
prevent dragging of corners in high angle of approach/departure areas. Diamond plate
shall be formed on front and rear edges for channel type strength and a formed 0.090"
aluminum close out shall be welded to the underside of the step/bumper. The bumper
shall be bolted directly to the chassis frame using high strength Grade 5 bolts. Bumper
shall be easily removable and replaceable in case of damage. Step/bumper to be designed
to accommodate a 93ES cot.

RUB RAILS
Shall be bright finished extruded aluminum of a double channel design and 0.125" wall
thickness for maximum strength. Rub rails shall be 2.5" high x 0.75" wide and run along
the lower edge of body, interrupted only by wheel well opening.

shall be side mounted for an #93ES series cot and provide a 13" aisle on the curbside and
a 10" aisle on the streetsidc.

OXYGEN SYSTEM
The entire oxygen system to be assembled with certified Oxygen hose-(1000 PSI burst
strength) with brass fittings, pressure tested, and certified. ,Ohio type outlets shall be
installed in the following locations: two (2) in action area and one (1) in the curbside
wall above the squad bench. A 50 PSI regulator and one (1) OXYGEN tank wrench shall
be included.

SUCTION PUMP
The uait shall have an electric pump as the source of suction. Control shall he an the
Attendant Panel. Suction pump shall be vented to the outside of the vehicle under the
module body.

5.13 SUCTION COLLECTOR
A Rico Model RS4X-1001B suction collector with disposable canister shall be installed
in the Action Area.
5.14A SEATBELTS
Shall be DOT certified and shall be installed with all passenger seating. Three (3) sets
shall be installed on the squad bench and set up for use with sit-up or stretcher patients.
The attendant seat and the CPR seat shall each have a single seat belt.
5.16 INSULATION
The module sides, ends, roof, and doors shall be insulated to enhance the interior
environment and to prevent heat, cold and external noise from entering the module. The
insulation shall be a non -settling polystyrene foam plank material of 2", 1.5" or 0.75"
thickness depending upon location and available space.
In addition, a Norton VHB (very high bond) system shall be utilized on side walls and
roof to provide a thermal and noise break between the outside skin and structural
members.
5.17 MODULE CLIMATE CONTROL SYSTEM
Shall incorporate a combination heating/air conditioning unit with 42,000 BTU heating
and 36,000 BTU cooling. The unit shall have a 750CFM fan and have controls
independent of the cab system. The module system shall be controllable by a thermostat
located on the action wall.
5.18 EXTERNAL AIR INTAKE
To supplement heated or cooled air with fresh air, an external air intake shall be provided
on the side of the module. The intake shall consist of (six) 6 stamped louvers above the
side passage door. The interior chamber of the intake shall be made of aluminum and
formed to prevent the collection of moisture.

AIR RETURN
Designed into the front right bulkhead wall shall be an air return, which runs from the
floor level to the heater A/C unit. The air return vent shall have formed louvers.
EXHAUST VENT
A motor -powered exhaust vent shall be located in the curbside rear corner of the module.
NO SMOKING/FASTEN SEAT BELTS SIGNS
Two (2) "No Smoking/Fasten Seat Belt signs shall be installed - one (1) each for
driver's area and module.
SIIARPS/IdAZARDOUS WASTE CONTAINERS =
One (1) Sharps Container and one (1) waste container shall be provided and installed on
the bench restraint bar at the end of the squad bench.
5.29A OXYGEN WINDOW
Shall be a clear, 6" x 10", acrylic window. The window shall be mounted with self -
closing hinges.

5.34X BENCH RESTRAINT
Shall be provided and mounted on the forward end of the squad bench. The end bar shall
be 1.25" satin stainless steel tubing with 3" radius bends. Bar shall be 15" across and 21"
high and have welded stainless steel brackets to hold a Sage #8513-1 biohazard
waste/sharps container and a waste container. One (1) sharps container and one (1) waste
container shall be provided. The bar shall be mounted in 1.25" satin finish stainless steel
post bases, which are bolted to the bench in eight locations. The bench shall be
reinforced with an interior bolting plate.

6 ELECTRICAL
All added body and chassis electrical equipment shall be served by circuits separate and
distinct from the vehicle chassis circuits. All vehicle wiring shall be copper and conform
to all SAE J1128 requirements. The wiring shall be colored, numbered, and function
coded every 3" for permanent identification and correspond with the vehicle schematics.
Solderless, insulated connectors shall be used. Wiring panduit shall be used in power
component module to ensure air circulation throughout power component wiring. The
wiring shall be routed in conduit or looms and wiring shall be secured to the underbody
or frame with insulated metal cable straps. All power distribution cabling shall be
covered with a protective split loom. Where wiring passes over the exhaust, a heat shield
shall be installed. Wiring and electrical components shall not be placed under or behind
the cab seats. The power component module shall be equipped with positive locking
plugs to provide easy disconnect for remount or repair of body. All wiring devices,
switches, outlets, etc., except circuit breakers, shall be rated to carry 125% of the
maximum ampere load for which the circuit is protected.
6.01 OVERLOAD PROTECTION DEVICES
Body electrical wiring shall utilize overload protective devices of the automatic reset,
circuit breaker type. In addition, one (1) single pole, 20 amp circuit breaker shall be
provided for future use. The circuit breakers, relays, and other electrical items shall be
located in the enclosed power component module.
6.02 VOLTMETER
Shall be an OEM component installed in dash. The scale shall be from 8 to 18 V.D.C.
(Section 1.01.17 related)
6.03 AMMETER
Shall be a 300 amp analog ammeter, which shall be located on the driver's console.
6.04 IGNITION CONTROL
Chassis electrical circuits will be controlled by the ignition switch as provided by the
OEM chassis manufacturer. The auxiliary chassis related functions shall be powered by
one (1) 100-amp continuous duty solenoid (rear heater/air conditioner, siren, spotlight,
etc.).
6.05 MODULE POWER
Shall be controlled by a console -mounted switch, which activates one (1) 100-amp
continuous duty solenoid located in the power component module.
6.06 WIRING ACCESS
All cabinets at ceiling level shall have removable backs, which are screwed, in place for
access to harnesses. Stack cabinets shall have removable panels for wiring and -hose
access.
6.07 BACK-UP ALARM
Shallbe installed and have a momentary disable switch in the driver's console. If
disabled while in reverse, backup alarm shall automatically reset when shifted out of
reverse.
6.08
SERVICE LOOP
A 6" service loop of wire or harness shall be provided at all electrical components,
terminals, and connection points.

SWITCHES
Shall be lighted rocker type and permanently marked by function. One (1) spare switch
shall be provided.
6.11
MAP LIGHT
A map light with a 11" flexible neck shall be mounted in the cab area.
6.12
DOOR AJAR WARNING LIGHT
A red flashing warning light on driver's console shall be provided to warn driver of open
passenger access doors or open exterior compartment doors.
6.13
ATTENDANT CONTROL PANEL
Shall be located in the action area. Panel shall include one (1) row of switches, as
follows:

A separate climate fan switch and thermostat shall be located adjacent to the attendant
control panel.

ACTION WALL AREA LIGHTING
The entire action wall area shall be lighted utilizing a Thin-Lite Model 4612 light with
12VDC dual I I" fluorescent bulbs.

STEP LIGHTS
The side access doorstep well shall have a light installed.

6.16 MODULE INTERIOR LIGHTING
Shall be designed to keep vehicle height to a minimum without interfering with the
structural integrity of the roof. Module interior lighting shall consist of nine (9) dual
intensity recessed lights - one (1) bank of five (5) lights shall be positioned toward
streetside and four (4) lights toward curbside. There shall be a switch for each bank of
lights on the action wall for Hi/Lo or Off. The four (4) lights on the curbside shall be
automatically activated when the rear or side doors are opened.
6.17X BASIC EXTERIOR LIGHTING
Shall include headlights, parking lights, directional signal lights, tail and stop lights,
license plate light, back-up lights, side marker lights, hazard and warning lights, and
clearance lights as required by FMVSS 108. Rear stop, turn, side marker and back-up
lights shall be "Truck-Lite" sealed units. Red and Amber module clearance lights shall
be "Truck-Lite" sealed nights. Two Whelen 6E Series turn lamps shall be installed on the
rear of the vehicle just above kick panel.
6.19X ANTENNA MOUNTS AND CABLES
Three (3) NMO universal antenna mounts with KUDPL25 cables shall be installed on the
module. Antenna base access shall be through the dome light openings and the cables
shall terminate in the radio cabinet.
6.20 BLOCK HEATER
A block heater with On/Off switch in power component module shall be wired to the 110
VAC shorepower system and shall be circuit protected (Section 1.01.06 related).
6.21B 110 VAC/SHORELINE CIRCUIT BOX
Utility power shall be furnished with 110 VAC shorepower via a Kussmau120 amp Super
Auto -Eject located on driver's side of vehicle and distributed via a formed 0.125"
aluminum power box recessed into the streetside front compartment. Power box shall be
flush mounted so as to maximize compartment. Shall have easily removable cover.
The box shall contain three (3) 110 VAC outlets for power supply to:
- Interior/exterior 110 VAC power (receptacles, IV warmer, etc.), GFI protected
- Block heater
- Battery charger
Two (2) breakers shall be installed, one for protection of the shoreline itself, the other for
protection of the block heater receptacle.
Two (2) 110 VAC duplex grounded outlets shall be mounted, one (1) in the Action Area
and one (1) in the Right Front Stack.
6.22 BATTERY GROUNDS
In addition to OEM grounds; the following ground circuits shall be added: 4 ga. ground
cable from module power component panel to frame, two (2) braided ground straps from
the module body to the chassis to reduce RF interference.
6.23 BATTERY CHARGER
A 30-amp minimum battery charger/conditioner shall be provided and wired to shoreline.
The charger shall have totally filtered output voltage, locked at a maximum 14 volts. The
charger shall be designed for long term charger and converter operation without damage
to batteries.

6.24X BATTERY MODIFICATIONS
In addition to the two (2) OEM batteries, there shall be one (1) Interstate 31-ECL 700
CCA, 875 CA and 190 minutes each of reserve capacity. One (1) OEM battery and the
one additional battery shall be located in curbside front exterior compartment. The OEM
and module batteries shall be interconnected to provide maximum cold cranking amps
and reserve capacity at all times. (Sections 1.01.18 and 2.08 related)
6.25 12 VOLT RECEPTACLES
Two (2) 12 volt, 20 amp cigar type receptacles shall be provided in the curbside front
inside/outside compartment. One (1) receptacle shall be controlled through the module
disconnect and one (1) receptacle shall be powered continuously.
6.26 COMPARTMENT LIGHTING
A 3" dome light shall be installed in all outside compartments and shall be activated by a
door switch.
6.27 EXTERIOR DOOR SWITCHES
Shall be Cole Hersee Model #9299, 1/2" door switches. All door switch terminals shall
have Heatshrink installed.
6.30 EMERGENCY WARNING SYSTEMS
6.30.01X FRONT LIGHTBAR
Shall be a Whelen #5804 Super AdvantEdge Plus Lightbar.
Pattern from curbside to streetside as follows: Red Strobe, Red Oscillator, Red
Oscillator, Opticom #792, Red Oscillator, Red Oscillator, Red Strobe.
6.30.03X FLASHERS
Four (4) fixed Red halogen flashers shall be mounted two (2) on each side of module.
Lights shall be Whelen #970CAORU.
Two (2) fixed Amber halogen flashers shall be mounted on the rear of module in upper
corners. Lights shall be Whelen #970CAOAU. One (1) Red #97 Series Flasher shall be center mounted over the rear doors. Light shall
act as a brake light as well as a flasher. Lights shall be Whelen #970CAOAU.
One (1) Whelen 7E Series Flasher shall be mounted on the front of the module, centered
under the light bar. This shall be a Steady Red. Light shall be Whelen #7EOCAORU.
6.30.04A SCENELIGHTS
Six (6) parabolic scenelights shall be installed - two (2) on each side and two (2) on the
rear of the module. The scenelights shall be flush mounted and have internal optics to
deflect the light down at 13-degree angles. The lights shall be Whelen Model
#970CAOYU Opti-Scene lights. The side door shall activate the curbside scenelights, the
rear doors or when vehicle is placed in "Reverse" shall activate the rear scenelights.
6.30.05 SPOTLIGHT
A 400,000cp hand-held spotlight shall be hardwired into the console and have a hanging
clip.

Shall be installed on all compartment and module access doors. The module door
switches shall be wired to the cab doors. A hidden switch shall be located behind the
license plate. A switch shall be located inside the rear doors on the curbside wall.
