3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
4 VERNON APPROVING AN AMENDMENT TO THE INDEPENDENT
CITIES RISK MANAGEMENT AUTHORITY JOINT POWERS
5 AGREEMENT ADMITTING TO MEMBERSHIP THE CITY OF PALM
SPRINGS

7 WHEREAS, the City of Vernon is a member of the Independent
8 Cities Risk Management Authority ("ICRMA"), a Joint Powers Authority,
9 that provides risk management programs of insurance to protect its
10 members from the effect of unexpected losses and to provide excess
11 insurance and other services, including risk management, loss
12 prevention, claims adjustment, insurance brokerage, legal and other
13 services related to its purpose; and
14 WHEREAS, the City of Palm Springs has applied for membership
15 in the ICRMA; and
16 WHEREAS, the ICRMA Governing Board has determined that the
17 City of Palm Springs meets the qualifications for membership and has
18 approved its becoming a member; and
19 WHEREAS, it is appropriate to amend the ICRMA Joint Powers
20 Agreement to admit the City of Palm Springs as a member of the Joint
21 Powers Authority; and
22 WHEREAS, by letter dated September 13, 2001, Bruce V.
23 Malkenhorst, City Administrator/City Clerk, has recommended that the
24 City authorize an amendment to the ICRMA Joint Powers Agreement to
25 admit the City of Palm Springs to full membership in the ICRMA.
26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
27 CITY OF VERNON AS FOLLOWS:
28 SECTION 1: The City Council of the City of Vernon hereby

finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves an amendment to the ICRMA Joint Powers Agreement to admit to
full membership the City of Palm Springs.
SECTION 3: The City Council of the City of Vernon hereby
directs the City Clerk, or his designee, to send a certified copy of
this Resolution to:

Los Angeles, CA 90015-2115
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Powers Agreement (JEOPA), the Admittance of the City of Palm Springs
to the Authority, and a Resolution confirming the identity of the
representatives to the Governing Board and the alternate.
This has been reviewed by the Risk Manager/Personnel Assistant and the
City Attorney and it is hereby recommended that the changes to the
Joint Powers Agreement, to admit the City of Palm Springs to the
Authority.

RE: Amending Independent Cities Risk Management Authority Joint Powers
Agreement
The City of is a member of the Independent Cities Risk
Management Authority ("ICRMA"), a joint powers authority, established pursuant to the
provisions of Section 6500 et seq. of the California Government Code. ICRMA provides
risk management programs of insurance for its members to protect them from unexpected
losses and excess insurance and other services, including risk management, loss
prevention, claims adjustment, insurance. brokerage and legal as related to its purpcses.
At this time the City of Palm Springs has applied for membership in ICRMA.
The ICRMA Governing Board has reviewed the application for membership and
determined that it complies with the requirements of ICRMA. The Governing Board has
therefore approved the admittance to membership of the City of Palm Springs. To
formalize that admittance, a resolution has been prepared by ICRMA's General Counsel
which will amend the Joint Powers Agreement to admit the City of Palm Springs.
It is respectfully requested that the City Council adopt the attached resolution.

WHEREAS, the City of is a member of the Independent

WHEREAS, it is appropriate to amend the ICRMA Joint Powers
Agreement to admit the City of Palm Springs as a member of the Joint Powers
Authority;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
DOES FIND, DETERMINE AND DECLARE AS FOLLOWS:
This City Council does approve an amendment to the Independent Cities
Risk Management Authority Joint Powers Agreement to admit to full
membership the City of Palm Springs.
RESOLVED FURTHER that a certified copy of this Resolution shall be
filed with the General Manager of the Independent Cities Risk Management
Authority.
