A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE REALLOCATION OF REVENUE
GENERATED FROM THE PER CAPITA GRANT PROGRAM UNDER
THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR
AND COASTAL PROTECTION BOND ACT OF 2000 TO THE
CITIES OF BELL, LYNWOOD AND MAYWOOD
WHEREAS, the people of the State of California have enacted
the Per Capita Grant Program under the Safe Neighborhood Parks, Clean
Water, Clean Air, and Coastal Protection Bond Act of 2000 which
provides funds to meet the urgent need for safe, open and accessible
local park and recreational facilities for increased recreational
opportunities that provide positive alternatives to social problems;
and
WHEREAS, the California Department of Parks and Recreation
has been delegated the responsibility for the administration of the
grant program, setting up necessary procedures; and
WHEREAS, the City of Vernon has been allocated the--a-'�Irount of
Thirty Thousand Dollars and No Cents ($30,000.00) from tlYe- Per Capita
Grant Program, but does not have a current program to use the
allocation for maintaining and servicing facilities for public
recreation; and
WHEREAS, the Cities of Bell, Lynwood and Maywood have parks
and recreation facilities which benefit the residents of the
surrounding area, including the City of Vernon; and
WHEREAS, the Cities of Bell, Lynwood and Maywood have
communicated that they are willing to accept the funds allocated to
the City of Vernon and use them for maintaining and servicing park and
recreational facility projects; and

WHEREAS, by letter dated October 11, 2001, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that
Vernon's allocation of Per Capita Grant Program funds under the Safe
Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection
Bond Act of 2000 be reallocated to the following cities in the amounts
specified:
a. City of Bell, Seven Thousand Five Hundred Dollars and
No Cents ($7,500.00);
b. City of Lynwood, Fifteen Thousand Dollars and No Cents
($15, 000.00) ; and
C. City of Maywood, Seven Thousand Five Hundred Dollars
and No Cents ($7,500.00).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes the California Department of Parks and Recreation to pay
the City of Vernon's allocation of the Per Capita Grant Program under
the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal
Protection Bond Act of 2000 to the following cities, in the amounts
designated, for use in any qualified park and recreational facility
projects:
a. City of Bell, Seven Thousand Five Hundred Dollars and
No Cents ($7,500.00);
b. City of Lynwood, Fifteen Thousand Dollars and No Cents
($15, 000.00) ; and

and No Cents ($7, 500.00) .
SECTION 3: The City Council of the City of Vernon hereby
directs the City Clerk, or his designee, to send a copy of this
Resolution to:

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

SUBJECT: PARK FUNDS -APPROVE REDISTRIBUTION
The State of California has now approved the
disbursement of funds for the Per Capita Grant Program.
This program which is under the Safe Neighborhood Parks,
Clean Water, Clean Air and Coastal Protection Bond Act of
2000 allows for the City to receive $30,000.
Per our discussion the funds will be distributed to
the following communities:
City of Bell = $7,500
City of Lynwood = $15,000
City of Maywood = $7,500
Letters were sent to the cities of Bell, Lynwood and
Maywood requesting their acceptance of the City's Park
Funds. These cities have returned letters to us
acknowledging their acceptance of the funds.
Attached is a sample resolution from the California
Department of Parks and Recreation that will need to be
prepared and approved by city council (October 17th CC
meeting) prior to re -allocating the Park funds to these
neighboring communities.

conduct all negotiations, execute and submit all documents including, but not
limited to Applications, agreements, payment requests and so on, which may be
necessary for the completion of project(s).
