Resolution No. 78801 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 RESOLUTION NO. 7880 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A VEHICLE PURCHASE CONTRACT BY AND BETWEEN THE CITY OF VERNON AND SEAGRAVE FIRE APPARATUS WHEREAS, the Fire Department of the City of Vernon has requested that the City purchase two (2) fire engines fully equipped with firefighting equipment, radios and intercom components to replace Engines 21 and 24, which are 30 and 23 years old, respectively, to nieet safety and operational standards; and WHEREAS, the Fire Department intends to utilize the old units as back-up reserves for emergencies; and WHEREAS, the City's staff has determined that the purchase of the engines will allow the Fire Department to provide the best possible' emergency response times in life and death situations, thereby` benefiting the health and welfare of Vernon's citizens; and WHEREAS, the City of Vernon has been given the opportunity to purchase its fire engines from Seagrave Fire Apparatus, a Division of FWD Corporation ("Seagrave"), utilizing the contract rate offered to, the City of Carlsbad in Purchase Order No. P110154, Quote No. 10000-002 dated on or about August 21, 2001, as modified to meet the Vernon Fire Department's specifications and requirements; and WHEREAS, Seagrave, through its dealer, Allstar Fire Apparatus, Inc., submitted a proposal dated November 12, 2001, to furnish the fully equipped fire engines according to specifications of the Vernon Fire Department at a cost of Three Hundred Sixty Thousand Three Hundred Seventy -One Dollars and No Cents ($360,371.00) for the 28 Ilfirst engine and Three Hundred Fifty -Two Thousand Three Hundred Thirty- I& of x a aim a 1 2 3 4 5 6 7 8 9� 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Six Dollars and No Cents ($352,336.00) for the second engine for a total of Seven Hundred Twelve Thousand Seven Hundred Seven Dollars and No Cents ($712,707.00) plus tax, less any applicable prepayment discount; and WHEREAS, Seagrave has provided fire engines to the City in the past and the purchase of the fire engines from Seagrave would maintain standardization of apparatus and operations; and WHEREAS, the Fire Department has advised that the proposal from Seagrave was reasonable and that, based upon Seagrave's proven record of maintenance and support of the City's current Seagrave fleet, Seagrave should be able to more efficiently and effectively provide the fire engines required by the City; and WHEREAS, on December 11, 2001, the Finance Committee recommended that the City Council approve the recommendation of Bruce V. Malkenhorst, Director of Finance, dated December 5, 2001, that the two fully equipped engines be purchased from Allstar at an approximate cost of $712,707.00; and WHEREAS, the City Council of the City of Vernon has determined that, pursuant to the provisions of subsection (a) of Section 2.27 of the Vernon City Code, it is in the public interest and necessity to purchase the fire engines from Seagrave. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby approves the Vehicle Purchase Contract with Seagrave, a copy of which - 2 - .+ r l is attached hereto as Exhibit "A" and made a part hereof. 2 SECTION 3: The City Council of the City of Vernon hereby 3 authorizes the Mayor and the City Clerk to execute said Contract for, 4 and on behalf of, the City of Vernon. 5 SECTION 4: The City Council of the City of Vernon hereby 6 directs the City Clerk, or his designee, to send one fully executed 7 Contract to 8 Seagrave Fire Apparatus, a Division of FWD Corporation Attn. MALKENHORST, City Clerk l EXHIBIT A VEHICLE PURCHASE CONTRACT THIS CONTRACT is made, entered into and executed in duplicate originals, either copy of which may be considered and used as the original hereof for all purposes, as of this day of December 2001, in the City of Vernon, County of Los Angeles, California BY AND BETWEEN The City of Vernon (hereinafter referred to as the "City") 4305 Santa Fe Avenue Vernon, California; 90058 AND SEAGRAVE FIRE APPARATUS, a Division of FWD Corporation (hereinafter referred to as "Seagrave") 105 East 12th Street Clintonville, Wisconsin 54929 RECITALS WHEREAS, the City's Fire Department has determined that the City needs to purchase two fire engines fully equipped with firefighting equipment, radios and intercom components to replace Engines 21 and 24, which are 30 and 23 years old, respectively, to meet safety and operational standards and to provide the best care possible in emergency situations and intends to utilize the current engines for backup emergency purposes; and WHEREAS,- Seagrave has prepared a Proposal dated November 12, 2001 (hereinafter the "Proposal"), a copy of which is attached hereto as Exhibit "A" and incorporated herein by reference. WHEREAS, Seagrave has advised that it can provide the City with two (2) Seagrave Custom 1500 GPM Pumpers (the "Fire Engines") as - 1 - provided for in the Proposal and the City's specifications, which are attached hereto as Exhibit "B" and incorporated by reference; and WHEREAS, the two (2) Seagrave Pumpers meet the City's specifications; and WHEREAS, the City desires to enter into an agreement with Seagrave to provide for the purchase and delivery of the Fire Engines; and WHEREAS, Seagrave represents that it is qualified and capable of providing the Fire Engines that the City requires and is willing to do so on the terms and conditions set forth below. NOW, THEREFORE, THE PARTIES HERETO DO MUTUALLY AGREE AS SET FORTH HEREIN: 1. Purchase. Seagrave agrees to sell and deliver to the City the Fire Engines, together with appropriate apparatus and equipment, as set forth and described in detail in the Proposal. In the event of a conflict between the Proposal and this Contract, the terms of this Contract shall prevail. 2. Time of Performance. Seagrave shall deliver the Fire Engines within two hundred sixty (260) working days from the time that the City issues a purchase order. 3. Price. Seagrave agrees to sell and deliver, subject to final inspection by the City, the Fire Engines described in its Proposal in the total amount of Seven Hundred Twelve Thousand Seven Hundred and Seven Dollars and No Cents ($712,707.00), plus sales tax. 2 - 4. Payment Terms. The City agrees to pay Seagrave under Option #1, Seagrave Terms of Payment, of its Proposal. Pursuant to that Option, the City will deposit 250 of the total contract price ($712,707.00) as a progress payment toward the total contract. The progress payment money will accrue interest at an annual rate of 6.00% simple interest. Accrual will be on a daily basis (.0001644 multiplier) from the time the payment is received and deposited by Seagrave until the City is notified that the Fire Engines are ready for pick up. The accrued amount will be deducted from the final invoice that is due upon delivery. Title shall pass to the City upon full payment for the Fire Engine units. All payments are payable to Seagrave Fire Apparatus, a Division of FWD Corporation, at 135 South LaSalle Street, Department 1215, Chicago, Illinois 60674-1215. Payment of invoices shall be made after acceptance and approval by the City within thirty (30) days of receipt. The City's approval of the invoices shall not be unreasonably withheld. Seagrave shall be responsible for paying any subcontractors used in the performance of this agreement. Subcontractors shall not bill the City directly. 5. PERFORMANCE TEST AND REQUIREMENTS. A. Road Test. A road test shall be conducted with the apparatus loaded per NFPA recommendations (unless otherwise specified) and a continuous run of ten (10) miles or more shall be made during which time the apparatus shall show no loss of power or overheating. The - 3 - e • !� Y transmission drive shaft or shafts and rear axles shall run quietly and be free from abnormal vibration or noise throughout the operating range of the apparatus. The apparatus when loaded shall have not less than 25% nor more than 45% of the weight on the front axle and certificate showing weights on front axle, rear axle and total weight for the completed apparatus at time of delivery, with water tank full, but without personnel, equipment and hose. (l) The apparatus must be capable of accelerating to 35, mph from a standing start within 25 seconds on a level concrete highway without exceeding the maximum governed rpm of the engine. (2) The fully loaded vehicle shall be capable of obtaining a speed of 50 mph on a level concrete highway with the engine not exceeding its governed rpm (full load). (3) The apparatus shall be able to maintain a speed of 20 mph on any grade up to and including 6%. (4) The service brakes shall be capable of stopping the fully loaded vehicle in 35 feet at 20 mph on a level concrete highway. (5) The apparatus shall be tested and approved in accordance with NFPA standard practices. B. Pump Test and Certification -(STD). The pump shall be third party tested at the apparatus manufacturer's facility and shall conform to NFPA requirementsand standards. C. Failure to Meet Test. In the event the apparatus falls to meet the test requirements of these specifications on the first trials, second trials may be made at the option of the bidder within 30 days of the - 4 - date of the first trials. Such trials shall be final and conclusive and failure to comply with these requirements shall be cause for rejection. Permission from the manufacturer to keep or store the apparatus in any building owned or occupied by the purchaser or testing by the Fire Department during the above -specified period shall not constitute acceptance. 6. Warranties. Seagrave warrants title to the Fire Engines purchased hereunder and any part thereof to be free of any claim of any security interest, lien or any encumbrance. Seagrave also warrants that the Fire Engines will be delivered new and shall be free from defects in material and workmanship under normal use and service for a period of one (1) year from the date of delivery. The warranty provisions set forth in the proposal shall also apply to the Fire Engines. 7. Compliance with Laws. Seagrave shall strictly observe and comply with all applicable federal, state, and local laws, ordinances and regulations governing this sale, including but not limited to any permit or license requirements of the United States Department of Commerce, as well as any laws of the United States of America that are in existence at the time this Agreement is executed. In the event that any of the above laws, ordinances or regulations governing this sale are enacted after the execution of this Agreement, any additional costs that result will be mutually agreed upon by the parties. 8. Governing Law. The validity, interpretation and performance of this Contract shall be controlled and construed under the laws of the State - 5 - r � � of California. 9. Forum Selection. Any action brought relating to this Contract shall be brought and held exclusively in a State Court in the County of Los Angeles, California. 10. Notices. General Provisions. A. Independent Contractor. At all times during the term of this Contract, Seagrave shall be an independent contractor and shall not be an employee of the City. The City shall have the right to control Seagrave only insofar as the results of Seagrave services rendered pursuant to this Contract; however, the City shall not have the right to control the means by which Seagrave accomplishes services rendered pursuant to the Contract except to the extent that such services involve the use of City property or Confidential Information. B. Seagrave Not Agent. Except as the City may specify in writing, Seagrave shall - 6 - have no authority, express or implied, to act on behalf of the City in any capacity whatsoever as an agent. Seagrave shall have no authority, express or implied, pursuant to this Contract to bind the City to any obligation whatsoever. C. Indemnification. Seagrave shall indemnify, defend, protect and hold the City and its officers, agents and employees, free and harmless from and against any and all claims, demands, losses, damages, liabilities, fines, charges, penalties, orders, judgments and all costs and expenses incurred in connection therewith, including reasonable attorney's fees and costs of defense arising out of the services performed under this Contract, except to the extent arising from or caused by the sole negligence or willful misconduct of the City, its officers, agents, employees or subcontractors. D. Assignment and Subcontracting Prohibited. No party to this Contract may assign or subcontract any right or obligation pursuant to this Contract without the express written consent of the other party. Any other attempted or purported assignment of any right or obligation pursuant to this Contract shall be void and of no effect. E. Entire Agreement. This Contract constitutes the complete and final expression of the agreement of the parties and is intended as a complete and exclusive statement of the terms of their agreements and supersedes all prior and contemporaneous offers, promises, representations, negotiations, discussions, communications and agreements which may have been made in connection with the subject matter hereof. All - 7 - exhibits are incorporated by reference. Seagrave represents that in entering into this Contract, it has not relied on any previous representations or understandings of any kind or nature. F. Partial Invalidity. Wherever possible, each provision hereof will be interpreted in such manner as to be effective and valid under applicable law, but in case any one or more of the provisions contained herein will, for any reason, be held to be invalid, illegal or unenforceable in any respect, such provision will be ineffective to the extent, but only to the extent, of such invalidity, illegality or unenforceability without invalidating the remainder of such invalid, illegal or unenforceable provision or provisions or any other provision hereof, unless such a construction would be unreasonable or contrary to the intent of the parties as expressed in this Contract. G. Time of the Essence. Time is of the essence in the performance of this Contract and of each and every provision hereof. The waiver by the City of any breach or breaches hereof shall not be deemed, nor shall the same constitute, a waiver of any subsequent breach or breaches. H. Risk of Loss. Risk of loss or damage shall pass to the City and delivery shall be deemed to be complete upon delivery FOB jobsite or upon moving into storage at the City's request, whichever occurs first. I. Attorneys' Fees. In the event that it becomes necessary for either party to this Contract to enforce any of the provisions of this Contract, the parties agree that a court of competent jurisdiction may determine and - 8 - fix reasonable attorney's fees to be paid to the successful litigant. J. Benefit of Agreement. This Contract shall bind and benefit the parties hereto and their heirs, successors, and permitted assigns. K. Force Majeure. Neither party shall be considered to be in default in any of its obligations under this Contract when a failure of performance shall be due to an uncontrollable force. The terms "uncontrollable force" shall mean any cause beyond the control of the party affected, including, but not restricted to, flood, earthquake, storm, fire, lightening, epidemic, war, riot, civil disturbance or disobedience, labor dispute, labor material shortage, sabotage, federal, state, or municipal action, statute, ordinance, or regulation, embargoes or the United States Government or any other government, which by exercise of due diligence such party could not reasonably have been expected to avoid and by exercise to due diligence has been unable to overcome. Either party rendered unable to fulfill any of its obligations under this Contract by reason of an uncontrollable force, shall give written notice within five (5) business days of such fact to the other party and shall exercise due diligence to remove such inability with all reasonable dispatch. L. Waiver. Any waiver at any time by either party of its rights with respect to a default under this Contract, or with respect to any other matters arising in connection with this Contract, shall not be deemed a waiver with respect to subsequent default or other matter. M. Amendment. All changes or modifications to this Contract shall be in a writing stating that it is an amendment to this Contract and shall be signed by both parties or their duly authorized agents. This Contract shall not be modified through course of dealing, usage or trade. WARRANTY Seagrave Fire Apparatus, A Division of FWD CORPORATION, hereinafter referred to as the Company, warrants to the original owner that each now Seagrove fire apparatus manufactured shall be free from defects In material and workmanship under normal use and service for a period of one (1) year from the data of delivery. The Company's obligation under this warranty is limited to the repair or replacement, as the Company may elect of any part or parts thereof including equipment and trade accessories (except Ores and tubes) supplied by the Company, which shall be returned to the Company with transportation charges prepaid and which its examination shall disclose to the Company's satisfaction to have been defective. Such part or parts shall be returned not later than sixty (60) days after notification of the warranty claim. Mandatory minor apparatus equipment as stated in the applicable Paragraphs (3-8, 4-7, 5-7, 6-8, 7-5, and respective subparagraphs) of the NFPA Standard shall not be Provided unless specifically stated and listed in purchaser's written specifications. Bids shall only be considered from companies which have an established reputation in the field of fire apparatus construction and have been building pumpers for a minimum of 30 years. The chassis, cab and body to be the bidder's own design and manufactured in the factory of the udder to insure parts availability and undivided warranty responsibility. "Single source" warranty and service provision from one manufacturer is mandatory. The chassis to be the "top of the One" deluxe custom model incorporating an all steel cab for strength, durability and safety. The apparatus must be built In the continental United States, no exception. The cab and body sheet metal shall be constructed of galvanneal or stainless steel, no exception. Each bidder shall furnish satisfactory evidence of his ability to construct the apparatus specified and shall state the location of the factory where the apparatus is to be manufactured. He shall also show that he is in a position to render prompt service and to furnish replacement parts for said apparatus. Each bid shall be accompanied by a "Contractor's Proposal" consisting of a detailed description of the apparatus and equipment proposed and to which the apparatus furnished under contract shall conform. QUALITY AND WORKMSHIE The design of the apparatus must embody the latest approved automotive engineering practices. The workmanship must be of the chest quality In its respective field. Special consideration shaft be given to the following points: accessibility of the various components which require periodic maintenance, ease of operation (including both pumping and driving) and symmetrical proportions, Construction must be nagged and safety factors must be provided to carry loads as specified and to meet both on and off roast requirements and speed conditions as set forth under "Performance Tests and RequiremenW. Welding shall not be employed in the assembly of the apparatus in a manner that shall prevent the ready removal of any component part for service and for repair. All steel welding shall comply with American Welding Society D1.1-96 guidelines for structural steel welding. Additionally, the manufacturer shall magna-flux all structural steel welds to insure their Integrity and ability to support the anticipated load factor. A road test shall be conducted with the apparatus loaded per NFPA recommendations (unless otherwise specified) and a continuous run of ten (10) miles or more shall be made during which time the apparatus shall show no loss of power or overheating. The transmission drive shaft or shafts and rear axles shall run quietly and be free from abnormal vibration or noise throughout the operating range of the apparatus. The apparatus when loaded shall have not less than 25% nor more than 45% of the weight on the front axle and not less than 55% nor more than 75% on the rear axle. The successful bidder shall furnish a weight certificate showing weights on front axle, rear axle and total weight for the completed apparatus at time of delivery, with water tank full, ;but without personnel, equipment and hose A. The apparatus must be capable of accelerating to 35 mph from a standing start within 25 seconds on a level concrete highway without exceeding the maximum governed rpm of the engine. B. The fully loaded vehicle shall be capable of obtaining a speed of 50 mph on a level concrete highway with the engine not exceeding its governed rpm (full load). C. The apparatus shalt be able to maintain a speed of 20 mph on any grade up, to and Including 6%. D. The service brakes shall be capable of stopping the fully loaded vehfide in 35 feet at 20 mph on a level concrete highway. E.. The apparatus shall be tested and approved in accordance with NFPA standard practices. 00-02-11 RUMP TEST AND CERTtFiCAT10N - (STD) 10000-075 09/17/01 n Chief Steve Parker Vernon Fire Department The pump shall be third party tested at the apparatus manufactuees facittiy and shall conform to NFPA requirements and standards. 00-02-15 FAILURE TO MEET TEST In the event the apparatus fails to meet the test requirements of these spedfications on the first trials, second trials may be made at the option of the bidder within 30 days of the date of the fast trials. Such trials shall be final and conclusive and failure to comply with these requirements shall be cause for rejection. Permission from the manufacturer to keep or store the apparatus in any building owned or occupied by the purchaser or its use by the Fire Department during the above specified period shall not constitute acceptance. 00-0220 UABIUTY The bidder, if his bid is accepted, shall defend any and all suits and assume all liability for the use of any patented process, device or article forming a part of the apparatus or any appliance fumes under the contract. 00-02-25 DRIVE Y The fire apparatus shall be delivered over the road and under Its own power to insure proper break-in of all driving components while still under warranty. Rail or buck freight shipment of the apparatus is not acceptable. An experienced and qualified dealer representative shall %millaiize Fire Department personnel (as designated by the authority in charge) in the proper operation, care and maintenence of the apparatus delivered. The representative must be a qualified agent of the local dealer or a direct employee of the manufacturer of the apparatus In the event of a direct (factory) transaction. Pumpers; - The familiarization period shall consist of three (3) sessions over a period of three (3) days, during the normal work week. The schedule of the instruction sessions shall be arranged by mutual agreement of the Fire Department and the contractor. The number, length and time of the sessions may vary due to the nature of the apparatus and availability of attendees and must be approved to advance. The balance of any time remaining in a session may be devoted to minor adjustments or repairs to the apparatus which may have developed while In transit from the factory. Aerials - A factory service engineer shall provide instruction to the fire department. The familiarization period shall consist of three (3) day time sessions over a period of three (3) days during the normal work week. The number, length and time of the sessions may vary due to the nature of the apparatus and availability of attendees and must be approved by the factory in advance. Evening sessions may be arranged in advance with the service department under special circumstances. Due to scheduling, written advance notice must be received at least 3 weeks prior to shipment or date of instruction and will be considered on a first come, first serve basis. The balance of any time remaining in a session may be devoted to minor adjustments or repairs to the apparatus which may have developed while in transit from the factory. 00-02 27 Maintenance Manuals 10000-075 The manufacturer must supply a minimum of three (3) complete operation and maintenance manuals covering the completed apparatus as delivered. Parts manuals shall be keyed to manufacturer's bill of materials code system for ease of locating replacement parts. Where expedient, expanded drawings shall be Included to assist in part identification. Electrical diagrams shall be accompanied by wiring harness drawings illustrating the indAridual wire color, number code, function and overall length. it The apparatus shall be designed and the equipment mounted with due consideration to distribution of load between the front and rear axles so that all specified equipment, Including a filled water tank, full complement of personnel and fire hose shall be carried without damage to the apparatus. Weight balance and distribution shall be in accordance with the recommendations of the National Fire Protection Association and current standard automotive practices. APPROVAL DRAVNINGS Two (2) sets of engineering blueprints, specifically for this apparatus, shall be provided by the manufacturer and be approved by the fire department before construction begins. Both the fire department and the manufacturers representative shall have a copy of this drawing. It shall become part of the total contract. These drawings shall be drawn to scale on a CAD system to assure an accurate and professional drawing. The drawing shall show five (5) views of the vehicle (front, rear, both sides and top). The blueprints shall show the overall dimensions of the apparatus, proposed compartment sizes and features, booster tank; position and the location of all emergency warning and woridights that are to be provided on the apparatus. ENERAL Chassis shall be a new, heavy-duty, custom fire apparatus design built expressly for the fire service. All standard components which have not been specified shall be provided. Chassis shall be designed, engIneered and built by the bidder and be the manufacturers first fine 6 person custom chassis. The chassis shall be suitable for heavy duty service with all components having adequate strength and capacity for the Intended load to be sustained and the type of service required. Within these categories the following specific items shall be Included: Wheelbase shall be 181 ". Entire cab shall tilt Sealing capacity shall be provided for six(6) personnel (including driver). Each rail shall have a section modulus of 17.7, an elastic limit of 110,000 PSI and a minimum resisting bending moment of 1,947,000 inch pounds. The frame and cross members shall be a bolted assembly utilizing 10 flange head grade eight bolts and Sgjraloc_k flange nuts. Spiralocik nuts shall be used exclusively In the frame assembly for mounting spring hangers, steering gear, engine, transmission, etc. because of their ability to maintain a constant torque tension and, prevent vibration loosening. Their design shall provide for an even thread load distribution over the bolt, Increased fatigue strength and life, and damping torque. Riveted or husk bolted frame assemblies are not acceptable. All holes made in the frame rails must be drilled (not punched) and must be used, i.e. holes drilled In the to the frame for options not required on this chassis are not acceptable. The frame rails 10-11-01 shall have a life time warranty against cracks or failure, excluding accident or abuse. BUMPED A heavy duty, ribbed,10" highly polished stainless steel bumper shall be mounted to the front of the chassis. A 1/4" thick by 9.M" high formed channel with 2" flanges shall be provided directly behind the full width of the flat portion of the bumper. The bumper extension support shall be of channel (minimum 9- 7/16" x 3-10 x 3/8") construction, bolted to the chassis frame. The steering gear shall have a minimum ground clearance of 14". The hydraulic pump shall be gear driven. An 18" diameter padded steering wheel shall be provided. The steers gear "box", the fixture that the gear is mounted to, shall be fabricated in the factory of the bidder. It shall be a welded assembly constructed of 3/f3" formed steel with a 314"face plate that the gear box is mounted on. Vertical gussets shall be provided between the face plate and the frame mounding plate. This quick disconnect strap and bolt design type and joint shalt allow the driveline to be easily disassembled and dropped straight down for ease of service and maintenance. The drive shafts shall be built by the apparatus manufacturer. They also shall be dynamicatly balanced by the truck manufacturer before installation in the chassis. A splined slip joint is to be provided in each shaft assembly. The front axle shall be a Reverse Elliot "I" beam.type with inclined king pins, Mentor (formerly Rockwell) Model FL-943 with a maadmum rated capacity of 21,500 pounds at the hub. The axle shall include disc brakes with automatic slack adjusters. Stroke indicators shall be incorporated to provide a visual indicator of brake wear. A three (3) year Meritor axle warranty shall be provided on the apparatus. The rear a)de shall be a Meritor (formerly Rockwell) Model RS24-160 with a capacity of 24,000 pounds at the flub. The single reduction differential shall have a ratio to allow an approximate top speed of 61 mph at 2100 rpm. Theaxleshall include disc brakes with automatic slack adjusters. Stroke indicators shall be incorporated to provide a visual indicator of brake wear. All axles shall be purchased complete from and certified by the axle manufacturer for the specific application. Brake chamber brand and size shall be determined by the axle manufacturer. A three (3) year Meritor axle warranty shall be provided on the apparatus. The front axle shall be equipped with oil type seals with viewing windows. This electronic system shall monitor and control wheel speed during braking. This ABS system shall be divided in two circuits or diagonals to control specific areas of the vehicle. Diagonal l shall control the right front and the left rear wheels. Donal 2 shall control the left front and the right rear wheels. If a fault occurs -In one diagonal, the other diagonal shall continue to provide the ABS function. This shall ensure a certified "balanced package for the chassis air and fluid cooling systems. The dual heat exchanger package shall be mounted on a underframe chassis crossmenber fabricated from a 5" ship channel. it shall be heldin place at bottom by two (2) large bolts equipped with anti - stress rubber biscuits. The top of the radiator shall be supported by two (2) 3/4" tubular braces bolted to the chassis frame. A warning tight and buzzer shall be provided on the cab dash to indicate when the transmission is overheating. The tank shall be constructed of 12114 gauge, hot rolled, pickled k oil steel and equipped with a swash partition and vent. The fuel tank shall meet all FHWA requirements including a All capacity of 95% of tank volume and all DOT and FMVSS regulations for rollover protection. A 2" diameter till inlet shall be provided. Fuel cap shall be of brass or bronze construction, non -vented and have lead safety fuses. it shall be chained to inlet tube or to the body sheet metal to prevent loss. Braided hoses shell be provided for`the fuel lines. A 10 NPT drain plug shall be located at the bottom of the tank. The fuel tank ,pickup tube and sending urdt shall be accessible without having to remove the tank. The fuel fill inlet shall be located on the left {drivers) side of the apparatus. It shall be concealed behind a door marked "DIESEL FUEL ONLY". The fuel inlet area, recessed behind the door, shall be completely enclosed to prevent dirt and debris from entering. Provision shall be provided inside the fill recess for drainage of any spilled fuel within the cavity. The fuel door shall be constructed of stainless steel. It shall be horizontally hinged at the bottom and pull down to open. A Souihco spring loaded device with brass roller stall be provided to hold the door in the open or dosed position. A black pull knob shall be installed on the door for opening and closing ft. A black rubber bumper shall be Willed -in a position to prevent the door from damaging the surrounding surface when ft is opened. Bumper shalt be permanently mounted with screws. Air inlet opening shall be covered with a 18 gauge stainless steel grille. it shall have a minumum of one hundred (100) openings, each 7M" square or smaller, yet allow free air passage of over eighty (80) square inches. The grille shall eliminate large flying objects from entering the inlet and also protect the wire screen, located just behind It, from accidental damage. The woven wire cloth screen shall be constructed of type 304 stainless steel for corrosion resistance. it shall have a mesh per linear inch of 6 x 6 with a wire diameter of 0.028 inches, a 0.1387" square opening and an open area of 69.6 percent. Screen shall prevent flying debris and dirt larger than 0.1400" square from entering the air passageway. An air Make "box" shall be located just behind the grille and screen. it shall be welded to the interior side of the cab side wall. Box shall be fabricated of the same sheet metal material used in the cab construction. It shall be 8.88" deep x 15.14" wide x 12.66" high with a 6.03" diameter air outlet in the rear and a minimum of fourteen (14) W diameter drain holes In the bottom. Collector box shall be designed to separate airborne water from the air. This shall be accomplished by installing a diagonally mounted baffle in the box to interrupt and change the air flow direction. Altering the flow removes the water from the air. Moisture collected shall drain out the bottom of the box. Baffle shall be constructed of 0.090" thick aluminum and contain a minimum of one hundred and Wyhfiue (165)1/2" diameter holes. Once the engine air passes through the grille, screen, baffle and air box It shall enter a 6" diameter non - collapsible air duct to the air cleaner. The cab tilt system shall be remotely controlled utilizing a fifteen foot cable with a hand held push button device which is to plug into a receptacle in the bumper area of the cab. The receptacle shall have a spring loaded weatherproof cover. The remote control shall allow the operator to safely stand away from the apparatus and view the surrounding cab area when it is being tfited. This requirement is mandatory because the engine cannot be removed if the cab only tilts to 45 degrees. Total removal of cab will not be an acceptable alternative. Two (2) openings shall be provided at the front of the cab to provide cooling air to the air charge and conventional radiators. They are to be centered In the cab face with one placed over the top of the other. Each opening shall be covered with a separate custom made, highly polished, stainless steel grille which has been fabricated In the bidder's factory. The upper one shall be 31" wide x 19" high with formed horizontal bars spaced apart on 2" centers. The lower one shall be the same width by 8-W high with the same type of horizontal bars. Both shall be held in place by a 7t8" wide rubber molding with a 1/4" wide chrome plated locking bead. An expanded metal secondary grille shall be placed directly behind each of the stainless ones to further protect the engine radiators from form objects. These grilles shall be painted flat black. Because of the type of service expected from this vehicle chrome plated plasilic grilles will not be acceptable. 20-00-90 CAB SIDE ACCESS DOOR Cab side access doors shall be provided between the front doors and front crew cab windows, one each side. Door openings shall be approximately 13.00" wide x 25.00" high. "D" handle type latches shall be provided on the lower rearward part of the door. The doors shall be vertically hinged with a chain type atop. 20-25-01 ENGINE HOOD The engine enclosure shall be constructed of W thick fiberglass and shall be fined with 1" acoustical foam noise barrier insulation on the engine side of the hood. The enclosure shall be tapered slightly from bottom to top to allow more elbow and shoulder room for the driver and officer. Also the hood --shall have a full- length 3-112" by 5-112" "notch" in the top comer of the drivers side for additional room. STEWAR_T WARNER ENGINE GAUGES A Stewart Warner INFOTRAK2000 DATA BUS SYSTEM shall be provided. System shall interact with the engine electronic and eliminate redundant senders and switches. The Stewart Warner electronic engine gauges shall receive Information on a SAE A 708/J1587 data link to improve refiability and gauge accuracy. Packard quick disconnect connectors shall be utilized for ease of service. Each gauge (except the speedometer and tachometer) shall have a built in red LED warning light. Gauges shall be dual scale english and metric type. Their faces shall be black with white lettering (metric equivalents in green). They shall also have international nonianguage symbols for the gauge function (except speedometer). Gauge shall be iffuminated by a "green light ring" system integral with gauge and have a 270 degree dial sweep for greater definition of scale. Battery cables shall have energy saving, maintenance free, Julian Electric Inc. top stud sealed connectors with removable protective caps. Covers shall provide corrosion and electrical short protection and environmental sealing. Connectors shall be color coded red for positive and hack for negative battery 22 11-01 studs. Traditional clamp type post connections will not be acceptable (no exception). BATTERY BOXES Battery compartments shall be located one each side In the crew cab step wells. They shall be well ventilated and have lift up covers constructed of aluminum tread plate. Covers shall enclose the top and front of the battery compartment and lift up as a single unit Gas operated cylinder type stays shall be provided to hold the doors in the open or closed positions. Two (2) knurled stainless steel knobs shall be provided on each cover for fitting purposes. The battery compartments shall be fully enclosed to protect against road splash and debris. Suitable provision shall be provided for drainage of battery compartments. Batteries shall be held firmly In place by providing a full frame type top clamp which encloses the battery set on all four upper (corner) skies. ELECTRICAL WIRING The apparatus shall have the ability to function in an electromagnetic environment most common to fire ground operations. The electrical system shall be designed for full compatabtiily with low level control frequencies and any high powered two-way radio systems. All wiring shall be protected by circuit breakers or fuses. Circuit breakers shall be the automatic reset type unless operational requirements and/or safety concerns dictate manual reset type. Automotive type fuses shall be used when required to protect delicate electronic equipment. All circuit protection devices shall conform to the Society of Automotive Engineers (SAE) standards. All circuit protection devices shall be sized according to 125% of the anticipated load to prevent any wire and/or component damage when subjected to extreme current overload. All apparatus builder supplied wiring (excluding battery cables) shall be GXL high temperature (250 degrees minimum) type, color and number coded and imprinted with circuit function every 2 inches (no exception). Wiring connectors shall be the crimp type with plastic sleeve or shrink tube insulation covering the crimped area to prevent accidental grounding. in -line connectors shall also utilize shrink tubing for a weather proof connection. All externally exposed, non -plug type, electrical connections shall be given a hand applied or stayed application of an Industrial standard insulation coating with a minimum rating of 2100 volts per mil thickness. Insulation shall protectthe connection from water induced electrical coffin and accidental short circuiting. Should the connection be loosened or removed during the manufacturing process another coating shall be applied after it has been refastened or replaced. All solenoids, relays, terminal blocks and circuit breakers shall be protected againist corrosion, excessive heat, vibration, physical damage and water spray. Any electrical component or device installed in an exposed area on the outside of cab or body shall be mounted In such a manner, or protected by a gasket, caulking or other means, so that moisture will not accumulate in IL All exposed electrical wiring shall be run in an automotive type split plastic conduit or woven fabric type loom and shall have rubber grommets installed wherever the harness passes through any sheet metal panels. An operational test Shall be conducted to ensure that all installed electrical equipment is properly connected and is in working order. Front headlights are to be halogen rectangular quad type with chrome plated trim rings and bezel. Headlights shall be flush mounted within the confines of the removable lower panels in the front face of the cab. Panels shall be held in place by a decorative 7/8" wide rubber molding with a 1/4"wide chrome plated locking bead which matches cab windshield and grille trim. Five (5) amber pedestal type clearance and identification lights are to be Installed across the top leading edge of the cab roof. Light bases shad be chrome plated. Seven (7) red marker and clearance lights shall be installed at rear of body. The three light marker cluster shall be installed behind the rear step vertical flange and a rectangular opening with circular ends shall be made in front of each light. The clearance lights shall also be located behind the step flange If design permits. Two lights shall be placed at each body comer with one light facing the rear and one the side. Reflectors shallbeplaced on the cab and body as required by Federal standards. An amber reflector shall be placed on each side of cab and four red reflctors shall be located on the rear face and sides of body. Reflectors shall be rectangular in shape with chrome plated trim around their perimeter. A chrome plated license plate light and bracket shall be installed on the rear of the vehicle. The buttons that activates the buzzer shall be weatherproof and installed one each side on the rear body face. 3040-03 The buttons shall be labeled: (I - STOP) (2 - GO) (3 - BACKUP). OPERATORS STAND A 66.6 Itch wide operators stand (pump compartment) shall be furnished with flex joints between the cab and pump compartment and between the pump compartment and the body to allow for twisting of the chassis frame without putting undue stress on these components. RUNNINGBOARDS Runningboards shall be made of 118" aluminum tread plate and shall be canted by heavy duty supports. Two (2) aluminum 1" x 1" x IV angles shall be welded to the underside of the running board to provide additional strength and a means to bolt them to the supports extending from the pump compartment. Running boards shall not be fastened to supports "hung" from the chassis frame. Metai self-tappinig screws through the top of the aluminum tread plate into the supports shall also not be utilized, i.e. no %steners shall be visible on the tread plate running board surfaces. CROSSLAY HOSESEDS There shall be two (2) crosslay hosebeds provided, cut-out and recessed into the forward corner of the Pump operators panel. The bottom of each crosslay shall be a maximum of 66" from the ground. Each hosebed shall have the capacity to carry a minimum of 200 feet of preconnected 1-3/44" double jacketed hose. A two Inch (2") urge shall terminate in the bottom of each crosslay bed. it shall be plumbed with 2" high pressure hose or galvanized piping, be gated with a 2" ball type bronze valve and have a 1-1W NST 90 degree swivel outlet in the hose bed. The valve controls and pressure gauges for the cxossiays shall be Installed on the pump operator's panel. Push-pull valve controls shall be the quarter turn looking type with chrome plated "r style handle. The cities of the hosebed shall be constructed of, or be overlaid with, stainless steel and they shall have a large vertical radius at each end to form hose payout guides. A horizontal stainless steel hose guide with a large radius shall also be provided at the bottom of the outer ends of the.hosebed. The anterior of the hosebeds shall be smooth and free from all sharp projections which might damage hose. Stainless steel interior sides shall have a "DA" type finish and shall not be painted. One adjustable hose bed partition (divider) shall be provided. Partition shall be 1/4" thick aluminum alloy with a bottom, horizontally reinforced 1-3/4" flange on each side. Divider shall be fully adjustable by providing slide tracks at each end of the hosebed. The divider shall be held in place by tightening two (2) 5/16" phillips flathead or ovenhead bolts at each end of the partition- bottom flanges. Mounting bolts shall turn into threaded slide blocks locate below the track. The bottom of these hose c ompartments'shall be provided with removable aluminum grating to provide ventilation. Individual grating pieces shall be 4-0/8" wide by 10 thick and have a corrugated or ribbed surface to help drain and dry the hose. CROSSLAY COVER There shall be an aluminum cover for the crosslay. The cover shall be constructed of 1 /8" aluminum tread plate and be hinged with a stainless steel piano hinge. The carer shalt be hinged at the front of the hosebed with a hold open device provided for repacking hose: PUMP Pump shall be a 1500 GPM Waterous two -stage midship mounted centrifugal type, carefully designed in . accordance with good modern practice. The pump shall be the class W type and be tested at the manufacturers facet and certified by an independent organization. Pump casing shall be dose grained gray iron, bronze fitted, and horizontally split in two sections for easy removal of entire impeller assembly Including wear rings without disturbing setting of pump in chassis or pump piping. The large pump inlet manifold', on each side of the pump, shall also be constructed of close grained gray cast iron. They shall contain smaller gated inlet openings and possibly provisions for large inlets located at the front or rear of the apparatus. All 2-10 or 3" gated side inlets shall utilize bolted on cast iron sweep manifolds; an option available from Waterous for these smaller gated Inlets in lieu of the common practice of using a less efficient assembly of threaded pipe and pipe elbows. This Waterous product shall be bolted to the Inlet valve and the large manifold. Large front or rear inlets, other piping or pump options may preclude the use of this sweep elbow and In that event threaded piping will reluctantly be acceptable (but only in that case). All impellers shall be of flame plated bronze and shall be accurately balanced for vibration free running. Impeller shaft to be stainless steel, accurately ground to size and polished under seals. Shaft to be supported at each end by ball type oil or grease lubricated bearings. Sleeve bearings or bushings shall not be acceptable. The pump, for ease and rapid servicing in the future, must have the Waterous separable impeller shaft which allows true separation of the transmission from the pump without disassembly or disturbing either component. This must be accomplished by making a two-piece shaft separable between the flinger ring and packing gland. This feature allows fief service to be accomplished in much keys time than before since each component (pump or transmission) can be repaired independently. Disassembly of the pump when the transmission requires servioe.or vice versa is not required. No exceptions shall be accepted. The pump shall be warranted from Waterous for defects in material and workmanship under normal use and service for a period of two (2) years from the date that the pump is placed Into service. When turned back on, it shall again monitor and maintain the pressure the relief valve was set at the last time it was used. Control for adjusting pressure to be elliptical shaped for positive grip. Wheel control not acceptable. An easily removable pilot valve strainer shall be provided and be accessible from pump operators panel. Operation of the transfer valve shall provide smooth changing of the transfer valve to either PRESSURE or VOLUME without shutting down at any discharge pressure up to 250 psig. PRIMING DEVICE Primimg pump shall be a Waterous Model VPE electrically driven, positive displacement, rotary vane type. Rotating parts shall be made of corrosion resistant, anodized aluminum, stainless steel and laminated phenolic. Pump cylinder shall be made of aluminum alloy, hard anodized and teflon coated for corrosion resistance and long life. Primer shall be automatically lubricated from a large (5 quart minimum) oil reservoir. Priming pump shall be built by the manufacturer of the fire pump. PRIMING VALVE Priming valve shall be operated by a "T" handle control on the pump panel. Pulling the handle shall automatically open the priming valve and activate the primer motor at the same time, thus being a one hand operation. Primer valve shall be connected to the top of both pump volutes (two stage pumps) making it possible to prime the pump no matter if the pump is In pressure or volume. A supplementary heat exchange cooling system shall be installed to permit use of water from the discharge side of the fire pump to reduce the temperature of the antifreeze solution circulating through the engine cooling system. PUMP PIPING All suction and discharge fines of 2" or larger shall use heavy-duty threaded pipe or heavy duty pressure/vacuum hose with stainless steel or brass threaded end fittings. Sweat soldered copper tubing Is not acceptable. The inlet shall utilize 5" schedule 40 galvanized (inside and outside) steel pipe and enter the right side inlet manifold section of the pump. Non -galvanized black iron (steel pipe is not an acceptable alternative. Connection to the pump shall be via a bolted flange (threaded pipe turned Into the manifold with not be acceptable). A minimum of eight (8) individual pipe sections shalt be used kr the front suction manifold. Individual pieces shall be welded fabrications and large sweep type welded pipe elbows shall be utilized throughout the assembly. Threaded pipe and elbows shall not be used in the design of the front Inlet. Short pipe directional changes logs) may utilize a mitered joint only if an elbow will not be feasible to use. However this type of union shall not be used more than once throughout the assembly. The reel shall be constructed utilizing a steel welded base and shall be painted silver. Rewind will have 12-vott -112 HP electric motor with chain drive reel drum. The booster reel shall have an automatic brake to prevent the booster hose from unwinding uncontrollably. Reel shall have a minimum capacity of 300' of 1" booster hose. A gear driven manual rewind shall be included. A push button rewind switch shall be provided at a convenient location on the pump panel. The booster reel discharge control shall be located at the operator's control panel. Push button control for the foam proportioning rate shall allow a ratio from .1 % to 3.0% in 01 % increments. The rated capacity of the system shall be 166 gpm at 3.00% and 1000 gpm at 0.51A. Foam Injection pump shall be rated 5.0 gpm and be the positive displacement type powered by a 12 volt DC electric motor. A check valve shall be Installed between the water pump and _foam 'Injection point to prevent foam agent from contaminating the water pump. Also a check valve shall be placed between the foam pump and Injection point to prevent water flowing into the foam pump and foam tanks. A manual selector valve shall be installed on the pump panel. After the flowmeter and the foam injection point the discharge shall be split to feed four (4) different outlets as directed by the fire department. It is understood by the department that depending on the number of discharges utilized, nozzle flow rates selected and foam agent percentage, that ail outlets may not be able to be used simultaneously at rated water or foam flows (see foam capacities stated above) nor can one outlet (of the four) discharge water and another foam while the system is in operation. 37-00-01 Booster Tank The Tank shall have a capacity of 600 U.S. Gallons Complete with a lifetime Warranty. The tank manufacturer shall mark the tank andlUmish notice that indicates proof of warranty. The purpose of the notice is to inform department personnel who store, stock, or use the the tank that the unit is under warranty. Construction The tank shag be constructed from r4" thick sheet stock material that shall be a non -corrosive stress relieved thermo-per and U.V. stabilized for maximum prom. The tank shall be of a special configuration and is so designed to be completely independent of the body and compartments. All joints and seams shall be welded and tested for maximum strength and integrity. The top of the tank will be fitted with locations for removable Killing eyes designed with a 3 to 1 safety facer to facilitate easy removability. All transverse and longitudinal swash partitions shall be equipped with vent and air holes to permit movement of air and water between compartments. The partitions shall be designed to provide maximum water flow, All swash partitions interlock with one another and are welded to each other as well as to the wails of the tank. Fill owes The tank shall have a combination vent and manual fill tower. The fill tower shall be constructed of'rV sheet stock material and shall be a minimum dimension of 8.00" x 8.00" outer perimeter (Standard size to be 12.00" x 12.00"). The tower shall be located to the left front comer of the tank unless otherwise specdfied by the purchaser. The tower shall have a V40 thick removable scre-en and a hinged4ype cover. inside the fill tower shall be a combination vent overflow pipe. The.vent overflow shall be a minimum of schedule 40 polypropylene pipe with a minimum I.D. of 4" that is designed to run through the tank, and shalt be piped behind the rear wheels so as to madmize traction. Cover The tank cover shall be constructed of W thick sheet stock material that is U.V. stabilized. On all tanks that require a front suction, a 3" schedule 40 polypropylene pipe shall be installed that will incorporate a dip tube from the front of the tank to the sump location. The sump shall have a minimum 3" n.p t threaded outlet on the bottom for a drain' Plug. This shall be used as a combination clean -out and drain. The tank shall have an anti -swirl plate located approximately 2" - 219 above the sump. outlets There will be two (2) standard tank outlets: one for tank -to -pump suction One which shall be a minimum of 3" coup ft; one for a tank fill tine, which shall be a minimum of 1" pipe, n.p t. coupling. All tank fill couplings shall be backed with flow deflectors to break up the stream of water entering the tank, and be capable of withstanding sustained fill rates of up to 1,000 G.P.M. Mountina The tank shall rest on cross members in conjunction with such additional cross -members, spaced at a distance that would not allow for more than 530 square inches of unsupported area under the tank floor. In cases where overall height of the tank exceeds 40 inches, cross -member spading will be decreased to allow for not more than 400 square Inches of unsupported area. The tank will be :isolated from the cross members through the use of hard rubber strips with a minimum thickness and width dimension of .250" x 2.00" and a minimum Rockwell Hardness of 60 durometer. Additionally, the tank will be supported around the entire bottom outside perimeter and captured both front and rear as well as side to side to prevent the tank from shifting during vehicle operation. Although the tank Is designed on a free floating suspension principle, the tank will have adequate hold down restraints to minimize movement during vehicle operation. If proper retention is not available or incorporated into the apparatus hose floor, an optional mounting restraint system shall be located on top of tank, half way between the front and the rear on each sloe of the tank. These stops will be constructed of carbon steelirawing minimum angular dimensions of 3 00" x 3.00" x .250" and shall be approximately 6.00" to 12.00" long. These brackets will Incorporate a hard rubber Isolating pad' with a minimum thickness of .250" affixed on underside of the angle. The angle will then be bolted to the body sidewalk of the vehicle while extending down to rest on the top outside edge of the upper sddewali of the tank. Internal mounting block design and hose bed floors will be so designed that the floor slat supports extend full width from side wall to side wall and are not permitted to drop off the edge of the tank or in any way come In contact with the individual covers where a puncture could occur. Hose floor loading will support up to 200 lbs. per sq. foot and will be evenly distributed whenever possible. Other 37-35-04 equipment such as generators, portable pumps, etc. will not be mounted directly to the tank top. A forty (40) gallon foam tank shall be incorporated into the water tank. These 40 gallons shall be In addition to the amount of water specked. A minimum 12" long x 12" wide fill tower shall be provided with an easy opening, hinged, latching cover. Within the fill tower shall be a minimum 3" ID anti -foaming fill pipe. The fill tower shall be bolt -on design to allow access to the interior of the foam cell for cleaning purposes. Mounted 37-50-13 on the exterior of the fill tower shall be a minimum I brass pressure vacuum vent. TANK DRAIN A two (2) Inds galvanized tank drain shall be provided at the tank sump. Tank level indicator shall be a length of clear plastic tubing that is equal In height to that of the booster tank. The display gauge provides the pump operator with an accurate reading of the tank level In increments of 120 of the tank. Along with a visual warning at 1/4 of a tank, the gauge also provides an active output for a secondary visual alarm or audible alarm. The Class 1 Tank Level Gauge utilizes a pressure transducer that mounts on the outside of the tank for 37-60-01 sensing foam level. No probes are required for the tank. HOSE BODY Hose body shall be a minimum of 72" wide and be thoroughly reinforced at the comers. The bottom of all hose compartments shall be provided with removable aluminum grating to provide ventilation. Individual grating pieces shall be 4-W wide by 12" thick and have a corrugated or ribbed surface to help drain and dry the hose. The Interior of the body shall be smooth and free from all sharp projections which might damage hose. 37-61-01 HOSEBED PARTITIONS Four 4 12 gauge galvanneal steel hosebed divider(s) shall be furnished to separate Individual hose loads. Divider(s) shall be fully adjustable by providing slide tracks at the front and rear of the hosebed. The divider shall be held in place by tightening two (2) 5/16" philiips flathead bolts at the forward and rear ends of the partition. Mounting bolts shall turn into threaded slide blocks located below the track. Holes In the welded on=partition legs shall be countersunk so that bolt head is flush with the surrounding surface and will not damage hose. Basic partition shall be one piece design with a integral rolled 1" diameter, 360 degree, machine formed reinforcement at the top and at each end. Welded on tubing, split or nonspK shall not be an acceptable alternative. Bottom edge of partition shall have a 142" 90 degree reinforcement flange. Forward and rear upper comers shall have a 1-1/t3" welded, double plain, miter joint (forming a 45 degree angle) to eliminate sharp ends. The hosebed capacity shall be as follows: 37-62-05 HOSE BED COVER A 1/6" thick aluminum tread plate hose bed cover shalt be provided. it shall fully cover the entire top of the hose bed. The cover shall be of the two (2) door type with continuous piano type hinges bolted to each hose bed side panel. Hinges shall be bolted to the covers. Edges of each cover shall be flanged down 1-W and each corner shall be welded. Each cover shall be reinforced with hat sections which have been welded to the underside of the cover for increased strength. The cover shall be supported In the center by a modified hose bed partition which Incorporates a channel at Its top. The cover edges shall fit Into the channel and provide a drain trough. The center partition shall be higher than hose body sides to create a downward slope to each side of body for proper moisture drainage. A 150 lb. rated gas cylinder shall be installed on each cover to assist in titling It. Cylinders shall also hold the corers In the raised position. Cross panel shall bolt to the chassis frame. The rear portion of each side compartment assembly shall bolt directly to the rear stop support assembly. Step support shall be constructed of 3" structural channel and 2 x 1-1/2 x 1/4" angles in a welded assembly. Compartments shall be the "sweep our design with the floor higher than the doorsill. Compartment floors shall be a minimum of 12 gauge galvanneal steel. Door frames (hinged does) shall be fabricated by flanging the door opening edges Inward 2" and bending out again .75" to form an angle. A 1/8" bright aluminum tread plate cover shall be installed over the side compartments. Side edges of cover shell have a 45 degree outward bend to provide drip protection over any compartment doors which are immediately below. Extruded aluminum drip mowing, with a bright anodized finish, shall protect any compartment doors that are not directly below the cover. The cover shall not form the compartment top but shall be an overlay. The front and rew edges of the covers shall be rolled over 1" and the entire front face of the side compartments shall be covered with bright aluminum tread plate. All body components that are covered with aluminum tread plate shall be coated with "Tectyl", a nonhardening rust preventative, prior to Installation. All compartment seams shall be caulked with Slkaflex 221 gray adhesive/sealant before painting. All top horizontally hinged doors (11R up) shall be supplied with gas cylinder type stays which hold the doors In the open or dosed position. Bottom horizontally hinged dooms (drop down) shall be held In the open position with a heavy duty chain at each sloe of door. Vertically hinged doors shall be equipped with Hansen 5EZ or Thomas EZ spring type door checks that also hold the doors in the open and dosed position. The compartment doors, unless otherwise specified, are to be lap type, double panel construction, with 14 gauge outer and 16 gauge Inner galvanneal steel panels (NO EXCEPTION TO THIS STATEMENT). Outer pan edges that fort the lap portion of the door shall be "hemmed" (bent over and back 180 degrees) over the inner pan edges. Inside comer;.. at the hem area shall be welded and around smooth. A minimum of one (1) "Z" shaped and formed 14 gauge support rail [two (2) if door is wider than 14"] shall be placed between the panels to stiffen and reinforce the door. Stiffener shall be welded to the inside pan and fastened to the outside pan with 3M two sided industrial strength tape. The interior of the doors shall be fully rust proofed after assembly with a nest preventative compound (AUTOARMOR or equal) that is capable of wicking into seams and displacing moisture. The doors shall be weatherstripped with an automotive bulb type extruded rubber Inner seal. A second outer seal of closed cell rubber shall be placed on the lap edge of the door to prevent damage to the paint finish. Outer seal shall have corrugated surface to prevent sticking. The doors shall be mounted on highly polished stainless steel piano hinges with a pin diameter of .25". Mounting holes shall be slotted vertically on one side of the hinge and horizontally on the other side to provide for proper adjustment of the door. The hinge pins shall have spun ends (crowns) at both ends to hold them in place and provide a finished look. Doors shall be bolted to door framing with 3/16", stainless steel, Phillips oven head bolts. Doors mounted with self4apping sheet metal screws are not acceptable. This modification is required to allow for easier access to the 40-90-09 compartments from the operator's position. EBERHARD DOOR LATCH The free door of each double door compartment shall be provided with an Eberhard 5669 spring loaded 40 90-11 latch with release handle at the inside top of the door. LOCKING COMPARTMENT DOORS The stainless steel D-ring handles shall be provided with key type locks on all compartment doors. All locks 40-81-01 shall be keyed alike (use the same key). The tab containing the key lock shall point towards the hinge. - INTERIOR COMPARTMENT LOUVERS 10000-075 All compartments shall be furnished with two (2) sets of four (4) louvers, 31/2" long. The compartment size shall be 9" wide x 12" high x 8" 59-05-02 deep with a 6.5" x 12" door opening. REAR FENDERS Polished stainless steel fenderettes shall be installed in the rear wheel openings. Fender shall be sufficiently wide to completely cover the outside rear fire and reduce wheel splash along the sides of the body. They shall be installed with 1/4" hex head bolts (self -tapping sheet metal screws are not acceptable) and have a full width rubber well: placed between the fenderette and body wheel well opening flange. A liberal coating of "tectyl", a nonhardening rust proof compound, shall be applied to landerette and wheel opening flange during the assembly process. Outside ed9e of welting shall form a "V" bead between fender and body side face to prevent moisture from entering. Inside edge shall also have a small raised bead. Outside edge of fenderette, at the wheel opening, shall be rolled inward to eliminate a sharp edge and avoid injury when cleaning apparatus. Full semi -circular Innediners shall be provided in each wheel housing. The compartment doors shall be of 14 gauge brushed stainless steel secured by a full length stainless steel hinge with a chrome finish lift and turn lock. The compartment shall be 8" diameter with a rubber pad provided on the rear wall to prevent bottle damage. 59-07-02 REAR STEP The rear step shall be 20" deep from the rear edge to body face. The step surface shall be 3/16" thick aluminum tread plate with 2-1/8" deep flanges on front, rear and side edges. Rear corners shall have a 7" radius. it shall be installed over heavy duty steel frame -work to prevent the step from bending and flexing. Step support shall utilize 3" ship channels and 2 x 1-1/2 x 1/4" angles in a welded assembly. it shall be boiled directly to the chassis frame rails (not the body). All mounting bolts used to fasten the tread plate to the step support shall be 3/16" flat head philiips type. Holes for these fasteners shall be countersunk so bolt heads are flush with the walking surface. Selftapping sheet metal screws shall not be used to install the aluminum tread plate. The'cab, pump compartment and body shall be prime and finish painted prior to illation on the chassis to ensure paint coverage in all areas (including the difficult to reach places) meets or exceeds the mil thickness, requirements of the paint manufacturer. The compartment doors shall be fitted, then removed and painted separately to ensure finish paint behind the hinges and seats. The exterior and interior of the cab shall be finish painted before doors are mounted or any assembly is started to insure a finished painted surface beneath trim items. PAINT PREPARATION All tsubtrates shall be thoroughly cleaned, before painting, with a chemicallphosphatizing cleaner Novamax 21. All surfaces shall be abraded with a minimum of 80 grit sand paper and all welds properly cleaned with Novamax 21. The entire unit shall be wiped with 3919-S wax and grease remover. This process shall ensure a dean substrate free of all contaminants prior to priming. One (1) wet coat of 625S self etching primer to .7 mils shall be applied followed by two (2) cross -coats of 1220-S Urethane lead and chrome free primer. TOPCOAT The entire unit shall be DA sanded using 280 grit or finer to provide for the optimum topcoat appearance. 393" cleaner shall be used to remove all sanding dust prior to topcoat application. Three (3) wet coats of high quality two -component polyurethane Dupont Imron shall be applied to insure a long lasting premium performance finish. PAINTER AN painters shall be Dupont certified. They shall be re -certified periodically in order to keep up to current standards and procedures in the paint Industry. FACT The finishing facility shall be Dupont Certified. in order to be certified, the facility shall meet or exceed the extensive and stringent requirements demanded by Dupont. The paint facility shall be audited quarterly to ensureproperequipment, procedures and safety regulations are being used and adhered to. PAINT WARRANTY Manufacturer warrants that its paint finish shall be free from defects and it will not incur corrosion, blisters, unreasonable color or gloss loss, or delamination for a period of four (4) years. This guarantee shall include but is not limited to: -Peeling or delamination of the topcoat and/or other layers of paint. -Cracking or Checking -Loss of gloss caused by cracking, checking and hazing. PUMP COMPARTMENT PUMP VALVES HARD PIPING - PAINT The pump compartment, pump, valves, and hard piping are to be painted job color. FRAME & UNDERCARRIAGEFINISH The suspension, axles, air tanks, fuel tank, battery boxes, etc shall be matte black finish as supplied by the component manufacturer. The chassis frame rails, crossmembers, cab pivot points, and front bumper extension shall be painted job color. The following items will be furnished with the finish as provided by their respective manufacturer. - Engine, -transmission and accessories. Exhaust system. - Retarder (when furnished). CAB INTERIOR PAINT FINISH The Inside of the cab shall be painted with black splatterpaint. 91-00-51 TWO TONE CAB PAINT The cab shall be two tone painted with the paint break just below the windshield. A decorative molding shall separate the two colors around the cab. The paint break shall be horizontal across the front of the cab 91-00-73 above the wipers and taper down with a radius even with the outside comers of the grille. CQME68K PAINT 91-03-04 The interior of each compartment shall be finished painted to match the vehicle color. REFLECTIVE STRIE!ING A 4" reflective stripe shall be provided around the Perimeter of the vehicle. At least 50 percent of the cab and body sides, at least 50 percent of the rear body width and at least 25 percent of the width of the cab front shall have reflective material affixed to it per NFPA standards.
