Resolution No. 7908g 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7908 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AUTHORIZING THE ISSUANCE OF A REQUEST FOR PROPOSAL FOR SPECIALIZED TANK ENGINEERING SERVICES REGARDING THE CITY'S 0.75 MILLION GALLON ELEVATED TANK WHEREAS, the City of Vernon operates its own water distribution system; and WHEREAS, it is an open system with a 0.75 million gallon elevated tank; and WHEREAS, the elevated tank serves as the primary pressure control mechanism for the water system; and WHEREAS, the City of Vernon is interested in obtaining proposals from engineering consultants to provide specialized tank engineering services consisting of a complete tank inspection and structural analysis to ensure that the elevated tank conforms to all applicable State, Federal and Vernon City Code requirements; and WHEREAS, by letter dated January 30, 2002, Bruce V. Malkenhorst, City Administrator/City Clerk, recommended that the City issue Requests for Proposals pursuant to Section 2.29-2 of the Vernon City Code. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. PROPOSAL FORMAT The proposal shall include, at minimum, the following items: • Letter of Transmittal. • Executive Summary — Limit to two pages. • Understanding of, and approach to, the project. • Experience with similar projects completed in the past three years and related references. • Qualifications of the firm members and their commitment to the project. • A detailed description of the Scope of Work. • A schedule. • Professional fees in a separate sealed envelope. Insurance: Before the contract is awarded, the City of Vernon requires the Consultant to provide proof of insurance, including a standard certificate of insurance, in at least the amounts and coverage indicated on the insurance schedule. In addition to the standard certificate of insurance, proof of general and umbrella liability coverage shall also be furnished in the form indicated on the attached insurance schedule. j Bid Deadline: All bids must be delivered to the City of Vernon Department of Community Services by March 15, 2002, 10.00 a.m. local time. The following items address general proposal preparation issues: • The consultant is solely responsible for any costs incurred by responding to this Request for Proposal. • The proposal shall be signed by an official authorized to bind the Consultant to the Proposal and Contract. • The proposal shall be valid for 180 days. • The contents of the proposal and the Request for Proposal may become a contractual obligation. • The Consultant shall comply with all ,Federal, State and Local regulations governing any aspect of the project, including conflict of interest laws and regulations. • The Consultant shall cooperate with the City and shall promptly and appropriately respond to design review/plan check comments made by the City, on the City's behalf, or by other regulatory agencies. 2 • All work shall be performed in accordance with usual and customary standards of care for similar work performed in this area. • The Consultant shall provide and pay for all printing and reproduction of all drawings and specifications until design drawings and specifications are approved by the City and other agencies and construction documents are ready for bidding. • City action on proposals normally will be taken within 45 days of opening, however, no guarantee or representation is made herein as to the time between the proposal opening and subsequent action. The City reserves the right to accept or reject any and/or all proposals, to waive irregularities and technicalities, and to request resubmission. There is no obligation on the part of the City to award the contract to the lowest bidder and the City reserves the right to award the contract to the most qualified bidder submitting a responsive proposal with a resulting negotiated agreement which is most advantageous and in the best interests of the City. The City shall be the sole judge of the proposal and the resulting negotiated agreement that is in its best interest and its decision shall.be final. WORK TASKS A. EVALUATION SERVICES • The work included under this evaluation shall consist of a field examination and a detailed and descriptive report of the structure. The evaluation should be performed by at least two technicians. • The City, following proper notification, will have the tank emptied for evaluation in order that the inside roof, insides and bottom of the tank will be properly exposed for evaluation. The tank'shall be out of service for as short a period as possible. Provide a estimate of the amount of time needed for this outage. The Consultant shall assume the entire responsibility for accident to himself and his employees while evaluating the structure. He shall make such observations of ladders, railings, roof rods, and other parts of the structure as may be necessary to determine their safety for use in evaluating the structure. The Consulting firm shall carry adequate workman's compensation, property damage, public liability insurance and professional liability insurance, and shall fully protect the owner against claims of any nature arising out of the evaluation work which is due to Consultant's negligence. 3 B. PRESSURE CONTROL The City of Vernon water distribution system is an open system and the elevated tank is the primary pressure control mechanism. During the outage period, it is critical that pressures within the system remain within acceptable range. The industrial nature of the customers in the area can result in large variations in system demand. A temporary pressure control of some form must be incorporated to facilitate the analysis. It is anticipated that this system will consist of one or more rented variable frequency drive systems coupled to key wells and/or boosters and controlled through pressure sensors in the system as well as a number of pressure relief valves to be installed throughout the City. The City will provide all pressure control systems, but requests that the Consultant share experience from previous similar projects on the specifics of temporary pressure control. The City may require a test period to ensure the system is operating properly before releasing the tank to the Consultant. Please provide examples of pressure control systems used in other projects as well as the name and phone numbers of contact persons related to those projects. C. EXAMINATION AND REPORT The report and its recommendations shall be of narrative format and shall not be of checklist or fill -in -the -blank type format. The report shall include: l . Condition of Paint — A report of the condition of the paint as found shall be submitted. • Adhesion of the paint and probable type of paint. • Rough approximation of percent of rust areas. • Specific location of such areas if segregated. • Character of such rust areas (blotching, corrosion, loose paint, etc.). • Recommendations for rust removal, to provide a satisfactory surface for paint. • Test samples of the interior and exterior coatings for percent of lead and chromium by weight. Test shall be by atomic absorption spectroscopy. 2. Pitting — A report of the extent and depth of pitting in the area selected, scaled, and cleaned by the Consultant shall be submitted. This shall include dimensions and locations of each area scaled and cleaned. The extent of pitting shall be described both as to location and character. The record of depth of pitting shall be as specific as practical as to location, area affected (blotchy, deep, pinpoint, or general corrosion). Depth gauges shall be used to obtain specific data. The report shall include ultrasonic plate thickness measurements. 3. Weld Quality — The weld quality of this shall be verified by ultrasonic testing procedures in accordance with AWS Standards. The location and number of locations tested shall be in accordance with AWWA Standards. The structural acceptability of the welds shall be documented in the engineering report. 4 4. Types of Repairs — Where pitting has penetrated to a depth indicating the necessity for repairs, the report shall so state specifically, describing the location of spots and their size. If they can be repaired by patches, the Consultant shall specify clearly the type and extent recommended. The Consultant, in his repport, shall inform the City of the repair work which he considers necessary. 5. Structural Review — The tank evaluation shall identify changes in the tank from its original structural design and construction (metal loss and deformation of structural components). The tank report shall include recommendations for the repair/replacement of the observed structural deficiencies based upon a structural engineering analysis of the deficiency. 6. Structural Analysis — The tank foundation (from drawings supplied by the City) and the entire tank structure shall be evaluated for compliance with present structural standards. Specific attention shall be directed to the tank's compliance with wind and seismic loading requirements. A complete A complete structural analysis shall be included in the report with recommendations for structural upgrades, 7. Detailed Report In addition to the descriptive report outlined above, the Consultant should include pertinent detailed measurements of all of the tank's structural members and report on the appearance and structural condition of the following items where applicable: • Anchor Bolts • Base Plates • Tower • Cotter Pins • Riser Pipe • Indications of Leakage • Ladders • Balcony + Bolts • Condition of Paint • Rivets • Welds • Tank Container • Foundations • Grout • Hatches • Vents • Safety devices and general compliance of the tank with ANSI?OSHA safety standards. • Surrounding Property • Site drainage and indications of settlement 5 • Compliance of the tank openings and coatings with sanitary and health requirements. • Condition and placement of cathodic protection anodes. • Evidence of ice or other damage to the tank. • Evidence of vandalism. 8. Compliance of the tank's present condition with current AWWA Standards. 9. Sanitary Deficiencies — All of the tank's safety deficiencies shall be identified (including dimensional compliance as well as an explanation on why each tank safety item does not meet present safety standards). Recommendations to bring the tank into compliance with present safety standards shall be made. 10. Operational Deficiencies — All of the tank's operational deficiencies shall be identified (including an explanation on why each tank operational item does not .meet present AWWA Standards). Recommendations to bring tank into compliance with present AWWA Standards shall be made. 11. Color Photographs — Color photographs will be used along with the report to document all the observations of the Consultant. The photographs shall be mounted with captions adjacent to the photographs and shall be keyed to the Consultant's observations. 12. Recommendation for Specifications — The report shall include recommendations for items to be included in the specifications for correcting all items found during evaluation. Projected life of the tank and present coatings will also be included. 13. Cost Opinion — The report will include a Consultant's opinion of how much the recommendations will cost. The estimated life of coating recommendations will also be included. 14. Washout — The Consulting firm will be responsible for washing out the tank with water under high pressure to allow for a more thorough evaluation of the tank bottom. Materials removed shall be placed at the base of the tank tower for "disposal by the City. Provide a description of washout procedures. Provide specific detail on how the proposed process will prevent contaminants from entering the water distribution system. 15. Disinfection — The Consulting firm will be responsible for disinfecting the tank after evaluating in accordance with AWWA Standard C-652-92 Methods I or III. Disposal of chlorinated water will be to the storm drain and all discharges shall be neutralized in accordance with Appendix B of C-652-92. Disposition of Report — (3) copies of the engineering report and recommendations shall be delivered to the City. It is understood between the City and the Consulting firm that copies of the evaluation report may be made available to various contractors. 6 D. DETAILED TECHNICAL SPECIFICATIONS AND PROJECT DOCUMENTS After the City has reviewed the engineering report and recommendations made, a scope of work will be developed for the tank rehabilitation. The Consulting firm may be responsible for designing all repairs and repainting required to bring the tank into compliance with present standards. Work may include coating system design, lead paint abatement design, structural upgrade design, safety upgrade design, and sanitary upgrade design. CRITERIA FOR SELECTION A Committee of City staff members will evaluate and rank the qualified proposals in response to the request for Proposal. If deemed necessary by the staff Committee, the top ranked Consultants will be invited to an oral interview before the Committee. The professional fee envelopes will be opened only after the Consultants are ranked based upon their qualifications. Please be advised that if the City Attorney determines there is a conflict of interest that would prevent the City from contracting with a Design team, then that proposal shall be disqualified. Evaluation of proposals and interviews will include the following criteria: • Experience, credentials and time commitment of the Project Manager and other key personnel assigned to the project. • Experience of the Consultant in completing projects of similar nature. • Responsiveness to the project objectives and preparation of an all-inclusive scope of work. • Ability to meet the project schedule. • Professional fees. The most qualified firm, based on submitted information and the interview, will be selected to enter into the Agreement with the City. According to department's records, a structural analysis has not ever been performed on the elevated tank. Corrosion that will only get worst exists on various sections of the reservoir and consultants in the field have advised that the tank does not seem to comply with current seismic standards. It is hereby recommended that authorization be granted to the Community Services and Water Department to submit requests for proposals to qualified engineering firms, pursuant to Section 2.29-2 of the City Code. In a visual inspection conducted earlier this year it was determined that significant portions of the existing lighting no longer function. Furthermore, it appears that corrosion exists along various sections of the reservoir. This corrosion will only get worst and could potentially cause water quality problems in the future. In a review of City records, it does not appear that a structural analysis has ever been performed on the elevated tank. Consultants specializing in this field have advised me that the elevated tank is most likely not up to current seismic standards. It is imperative that the City bring this tank up to existing seismic standards. The City relies heavily upon this tank to provide a uniform system pressure to the City customers. Based on these factors it is recommended that the City retain an engineering firm to perform a tank inspection and conduct a structural review. If you are in agreement, please forward the Request for Proposal (RFQ) to the City Council for authorization under section 2.29-2 of the City Code. Condition of Paint - A report of the condition of the paint as found shall be submitted. • Adhesion of the paint and probable type of paint. • Rough approximation of percent of rust areas. • Specific location of such areas if segregated. • Character of such rust areas (blotching, corrosion, loose paint, etc.). • Recommendations for rust removal, to provide a satisfactory surface for paint. • Test samples of the interior and exterior coatings for percent of lead and chromium by weight. Test shall be by atomic absorption spectroscopy. 2. Pitting — A report of the extent and depth of pitting in the area selected, scaled, and cleaned by the Consultant shall be submitted. This shall include dimensions and locations of each area scaled and cleaned. The extent of pitting shall be described both as to location and character. The record of depth of pitting shall be as specific as practical as to location, area affected (blotchy, deep, pinpoint, or general corrosion). Depth gauges shall be used to obtain specific data. The report shall include ultrasonic plate thickness measurements. 3. Weld Quality — The weld quality of this shall be verified by ultrasonic testing procedures in accordance with AWS Standards. The location and number of locations tested shall be in accordance with AWWA Standards. The structural acceptability of the welds shall be documented in the engineering report. 4 4. Types of Repairs — Where pitting has penetrated to a depth indicating the necessity for repairs, the report shall so state specifically, describing the location of spots and their size. If they can be repaired by patches, the Consultant shall specify clearly the type and extent recommended. The Consultant, in his repport, shall inform the City of the repair work which he considers necessary. 5. Structural Review — The tank evaluationshall identify changes in the tank from its original structural design and construction (metal loss and deformation of structural components). The tank report shall include recommendations for the repair/replacement of the observed structural deficiencies based upon a structural engineering analysis of the deficiency. 6. Structural Analysis — The tank foundation (from drawings supplied by the City) and the entire tank structure shall be evaluated for compliance with present structural standards. Specific attention shall be directed to the tank's compliance with wind and seismic loading requirements. A complete A complete structural analysis shall be included in the report with recommendations for structural upgrades. 7. Detailed Report — In addition to the descriptive report outlined above, the Consultant should include pertinent detailed measurements of all of the tank's structural members and report on the appearance and structural condition of the following items where applicable: • Anchor Bolts • Base Plates • Tower • Cotter Pins • Riser Pipe • Indications of Leakage • Ladders • Balcony • Bolts • Condition of Paint • Rivets • Welds • Tank Container • Foundations • Grout • Hatches • Vents • Safety devices and general compliance of the tank with ANSI?OSHA safety standards. • Surrounding Property • Site drainage and indications of settlement 5 • Compliance of the tank openings and coatings with sanitary and health • requirements. • Condition and placement of cathodic protection anodes. • Evidence of ice or other damage to the tank. • Evidence of vandalism. 8. Compliance of the tank's present condition with current AWWA Standards. 9. Sanitary Deficiencies - All of the tank's safety deficiencies shall be identified (including dimensional compliance as well as an explanation on why each tank safety item does not meet present safety standards). Recommendations to bring the tank into, compliance with present safety standards shall be made. 10. Operational Deficiencies - All of the tank's operational deficiencies shall be identified (including an explanation on why each tank operational item does not meet present AWWA Standards). Recommendations to bring tank into compliance with present AWWA Standards shall be made. 11. Color Photographs — Color photographs will be used along with the report to document all the observations of the Consultant. The photographs shall be mounted with captions adjacent to the photographs and shall be keyed to the Consultant's observations. 12. Recommendation for Specifications — The report shall include recommendations for items to be included in the specifications for correcting all items found during evaluation. Projected life of the tank and present coatings will also be included. 13. Cost Opinion — The report will include a Consultant's opinion of how much the recommendations will cost. The estimated life of coating recommendations will also be included. 14. Washout — The Consulting firm will be responsible for washing out the tank with water under high pressure to allow for a more thorough evaluation of the tank bottom. Materials removed shall be placed at the base of the tank tower for disposal by the City. Provide a description of washout procedures. Provide specific detail on how the proposed process will prevent contaminants from entering the water distribution system. 15. Disinfection — The Consulting firm will be responsible for disinfecting the tank after evaluating in accordance with AWWA Standard C-652-92 Methods I or III. Disposal of chlorinated water will be to the storm drain and all discharges shall be neutralized in accordance with Appendix B of C-652-92. Disposition of Report— (3) copies of the engineering report and recommendations shall be delivered to the City. It is understood between the City and the Consulting firm that copies of the evaluation report may be made available to various contractors. 6 D. DETAILED TECHNICAL SPECIFICATIONS AND PROJECT DOCUMENTS After the City has reviewed the engineering report and recommendations made, a scope of work will be developed for the tank rehabilitation. The Consulting firm may be responsible for designing all repairs and repainting required to bring the tank into compliance with present standards. Work may include coating system design, lead paint abatement design, structural upgrade design, safety upgrade design, and sanitary upgrade design. CRITERIA FOR SELECTION A Committee of City staff members will evaluate and rank the qualified proposals in response to the request for Proposal. If deemed necessary by the staff Committee, the top ranked Consultants will be invited to an oral interview before the Committee. The professional fee envelopes will be opened only after the Consultants are ranked based upon their qualifications. Please be advised that if the City Attorney determines there is a conflict of interest that would prevent the City from contracting with a Design team, then that proposal shall be disqualified. Evaluation of proposals and interviews will include the following criteria: • Experience, credentials and time commitment of the Project Manager and other key personnel assigned to the project. • Experience of the Consultant in completing projects of similar nature. • Responsiveness to the project objectives and preparation of an all-inclusive scope of work. • Ability to meet the project schedule. • Professional fees. The most qualified firm, based on submitted information and the interview, will be selected to enter into the Agreement with the City. The City reserves the right, in their sole discretion, to reject any and all proposals if such action is determined to be in the best interest of the City. 7
