RESOLUTION NO. 7927
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE CITY OF LOS ANGELES TO
SUBMIT ON ITS BEHALF A REGIONAL APPLICATION FOR
HOUSEHOLD HAZARDOUS WASTE GRANT -FISCAL YEAR 2002/03
WHEREAS, the people of the State of California have enacted
Assembly Bill 1220 (Eastin, 1993) that provides grants to local
governments to establish and implement waste diversion and separation
programs to prevent disposal of hazardous waste, including household
hazardous waste, in solid waste landfills; and
WHEREAS, the California Integrated Waste Management Board
("Waste Board") has been delegated the responsibility for the
administration of the program within the State, setting up necessary
procedures governing application by cities and counties under the
program; and
WHEREAS, the City of Los Angeles ("Los Angeles") is proposing
to prepare a regional Household Hazardous Waste Grant Fiscal Year
2002/03 application on behalf of the communities in the southeastern
Los Angeles area, including Vernon, Bell Gardens, Commerce, and
Huntington Park, for the establishment and implementation of a "medical
sharps" collection program, a household hazardous waste collection
program for residents of multi -family residential complexes and an
expansion of the electronic component and computer collection program;
and
WHEREAS, Los Angeles is to act as the lead jurisdiction on
behalf of regional participants; and
WHEREAS, the proper disposal of the special wastes will

benefit the health, safety, and welfare of the citizens, employees and
businesses in Vernon and the surrounding communities and benefit the
Ilenvironment; and
WHEREAS, by letter dated February 28, 2002, Bruce V.
Malkenhorst, City Administrator, a copy of which is attached hereto as
Exhibit "A" and made a part hereof, acknowledged the City of Vernon's
interest in supporting the efforts of Los Angeles in submitting a State
grant application on behalf of the communities in the southeast Los
Angeles area; and
WHEREAS, by letter dated March 6, 2002, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended approving
the City of Vernon's inclusion on Los Angeles' grant application as a
regional participant and authorizing Los Angeles to submit on Vernon's
behalf a regional application for Household Hazardous Waste Grant -
Fiscal Year 2002/03.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves the inclusion of the City of Vernon as a regional participant
on Los Angeles' Household Hazardous Waste Grant Fiscal Year 2002/03
application.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the City of Los Angeles to submit to the California
Integrated Waste Management Board a regional application for the
Household Hazardous Waste Grant Fiscal Year 2002/03.

SECTION 4: The City Council of the City of Vernon hereby
authorizes the City of Los Angeles to execute all necessary
applications, contracts, payment requests, agreements and amendments
hereto for the purposes of securing grant funds and to implement and
carry out the purposes specified in the Household Hazardous Waste
Grant application.
SECTION 5: The City Council of the City of Vernon hereby
directs the City Clerk, or his designee, to send a copy of this
Resolution to the following by March 28, 2002:

The City of Los Angeles is requesting the support and participation of
surrounding cities to submit a State Grant Application to fund the
Southeast Region Special Waste Collection Program at the new facility
being built on the Washington Boulevard in the City of Los Angeles.
If the program is approved, this multi -jurisdictional facility will
allow for proper disposal of special wastes (computers, monitors,
fluorescent light bulbs, etc.) for the city and surrounding
communities.
This has been reviewed by the City Attorney and it is hereby
recommended that a support letter be executed and a resolution be
approved and adopted.

Re: Request for City Council Support of City of Los Angeles' Grant Application for
Southeast Region Special Waste Collection Program
On February 27, 2002, 1 met with representatives from the Cities of Los Angeles,
Commerce, Bell Gardens, and Huntington Park to discuss a proposal by the City of Los
Angeles to apply for a grant from the California Integrated Waste Management Board
(Waste Board) to expand services at a new household hazardous waste collection facility
being built on Washington Boulevard in L.A. City, just outside Vernon. If approved by the
Waste Board, the grant funds will be used to collect special wastes (computers, monitors,
fluorescent light tubes, nickel cadmium batteries, etc.) in addition to hazardous wastes from
small quantity generators (businesses) in the Southeast region.
The City of Los Angeles is asking other cities to agree to be listed on the grant application as
regional participants. Additional participants will increase the service area and population
base, thereby improving the application's chances of being evaluated favorably by the
Waste Board. L.A. City is requesting that participant cities provide a letter of support and a
resolution authorizing the submittal of the grant application. There are no fees, costs, or
responsibilities for the City of Vernon. If the program becomes a reality, I anticipate
publicizing the availability of the special waste collection facility by providing brochures to our
residents, as well as the employees of businesses in Vernon, because many live in the
surrounding communities.
The benefits to the City will be:
• Participating in an environmentally beneficial program at little or no cost.
• No responsibilities of managing or operating the facility or program.
• Helping to provide a readily available, safe, and proper collection facility for wastes
that often are abandoned on streets and rail sidings in Vernon.
With your concurrence, I am recommending that the attached letter of support be signed.
Also attached is a draft resolution authorizing the City of Vernon to be included on the Los
Angeles' application for grant funds for this program.

Please note that the deadline for the application is April 5, 2002. The City of Los
Angeles is requesting that a letter of support be sent as soon as possible and a copy
of an adopted resolution be forwarded to:
