RESOLUTION NO. 7930
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
AN APPLICATION FOR A 2002/2003 USED OIL RECYCLING
BLOCK GRANT
WHEREAS, the people of the State of California have enacted
the California Oil Recycling Enhancement Act that provides funds to
cities and counties for establishing and maintaining local used oil
collection programs that encourage recycling or appropriate disposal of
fused oil; and
WHEREAS, the California Integrated Waste Management Board
("Waste Board") has been delegated the responsibility for the
administration of the program within the State, setting up necessary
procedures governing application by cities and counties under the
program; and
WHEREAS, on April 4, 2000, the City Council of the City of
Vernon adopted Resolution No. 7513 approving and ratifying the
submittal to the Waste Board of an Application for a 2000/2003 Used
Oil Block Grant (Sixth Cycle)underthe California Oil Recycling
Enhancement Act; and
WHEREAS, in accordance with the Waste Board's approval of
previous applications, the City of Vernon received grant funds of
approximately Five Thousand Dollars ($5,000) on a yearly basis from
1997 through 2001 and used the funds to improve the public's awareness
of used oil recycling opportunities and the damage to the environment
caused from releases of used oil; and
WHEREAS, the Waste Board is offering an opportunity for
cities to apply for the Eighth Cycle of Used Oil Grant Funds for the

fiscal year 2002/2003 and the expected grant fund level for Vernon is
expected to be at Five Thousand Three Hundred Dollars ($5,300); and
WHEREAS, the Director of Environmental Health will continue
to administer the used oil grant program on behalf of the City of
Vernon and has recommended that the City apply for the Used Oil Grant
Funds; and
WHEREAS, by letter dated March 6, 2002, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that the
2002/2003 Used Oil Recycling Block Grant Application be approved and
lexecuted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
land correct.
SECTION 2: The City Council of the City of Vernon hereby
approves and authorizes the submittal to the Waste Board of a
2002/2003 Used Oil Recycling Block Grant Application, a copy of which
is attached hereto as Exhibit "A" and made a part hereof, for all
available grants under the California Oil Recycling Enhancement Act.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the execution of the Application by the City Administrator
on behalf of the City of Vernon and hereby authorizes the City
Administrator to execute any and all documents necessary for the
purposes of securing grant funds and to implement and carry out the
purposes specified in the grant application for, and on behalf of, the
City of Vernon.

SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or his designee, to send prior to March 28,
2002, the executed Application together with a copy of this Resolution
to:

SECTION 5: The City Clerk of the City of Vernon shall

Re: Used Oil Recycling Block Grant from the California Integrated Waste Management
Board (CIWMB)
On March 20, 2002, the City Council approved Res on No. 7930 ich authorized the
City's application for the subject funds and the exec 'on ry documents. Asa
result of the City's application, we have been advised MB has awarded the City
a grant of $5,300 for Fiscal Year, July 1, 2002-June 30, 2003. $5,300 is available after the
submission of required documents and can be applied over a three year period.
To receive the grant funds we are required to submit a signed Grant Agreement and a
signed Grant Payment request. The funds we will receive will be used to purchase
educational materials (bottle openers, pencils, refrigerator magnets), used oil calendars and
pay consulting fees.
Please sign the attached Grant Agreement and Grant Payment Request forms and have
them returned to our department for mailing.

The Health Department is requesting authorization to submit an
application for the 8th Cycle (2002/2003) for Used Oil Block Grant
funds to the California Integrated Waste Management Board (CIWMB) for
a Grant of approximately $5,300.00 to be utilized by the department:
• to improve public awareness of used oil recycling opportunities
• to conduct the Vernon Used Oil Recycling Calendar Contest, and
• to obtain consulting services to conduct education outreach
efforts.

Re: Request for Approval to Apply for Used Oil Grant Funds
Since 1997 the City Council has authorized the preparation of applications to the California
Integrated Waste Management Board (Waste Board) for Used Oil Grant Funds. The Waste
Board has approved the applications and the City has received approximately $5,000 on a
yearly basis (1997, 1998, 1999, 2000, 2001). The grant funds have been used to improve
the public's awareness of the used oil recycling opportunities and the damage to the
environment caused from releases of used oil. Funded activities have included:
• The purchase of educational materials (pens, pencils, pamphlets, etc.).
• The distribution of free used oil recycling containers to Vernon business
employees and the public.
• The Vernon Used Oil Recycling Calendar Contest.
• The services of a consultant to conduct education outreach efforts.
Recently the Waste Board announced the opportunity for cities to apply for the next cycle
(Eighth Cycle) of Used Oil Grant Funds, Fiscal Year 2002/2003. Grant fund levels for
Vernon are expected to be the same (approximately $5,300).
With your concurrence, I am recommending that the City Council again authorize the
application for Used Oil Grant Funds. I am attaching the application which will need to be
signed and a copy of a draft resolution for reference.
