Resolution No. 79491 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7949 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A GRANT APPLICATION UNDER THE CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION ACT TO THE DEPARTMENT OF CONSERVATION'S DIVISION OF RECYCLING WHEREAS, the State of California has enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to the cities and counties for beverage container recycling and litter cleanup activities; and WHEREAS, the California Department of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State and setting up necessary procedures for cities and counties or their designees under the program; and WHEREAS, the California Department of Conservation has announced that the City of Vernon is eligible for Ten Thousand Dollars and No Cents ($10,000.00) in grant funds over fiscal years 2001-02 and 2002-03; and WHEREAS, pursuant to Section 14581(a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, the eligible participant must submit a Funding Request Form by a certain due date in order to request funds from the Department of Conservation's Division of Recycling; and WHEREAS, by letter dated April 10, 2002, Bruce V. SECTION 2: The City Council of the City of Vernon hereby approves and authorizes the submittal of the City/County Funding Request Form FY 2001/2002 and 2002/2003, a copy of which is attached hereto as Exhibit "A" and,made apart hereof, to the Department of Conservation's Division of Recycling for all available grant funds under the California Beverage Container Recycling and Litter Reduction Act for the period governing the grant program. SECTION 3: The City Council of the City of Vernon hereby authorizes the City Administrator to execute said Form for, and on behalf of, the City of Vernon. SECTION 4: The City Administrator is hereby authorized and empowered to execute all forms necessary to secure, implement and carry out the purposes specified in Section 14581(a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act and to provide information regarding this program to the Department of Conservation's Division of Recycling, upon request. The City has a resident population of only about one hundred. However the daytime workforce is over 50,000. The City will concentrate on providing beverage container recycling opportunities for that daytime workforce. The City will install recycling containers at its Civic Center and other public buildings. In addition, the City will work with local businesses and the Chamber of Commerce to expand recycling opportunities at local businesses. The City will also develop a "cleanup day" event, which, using volunteers from the City and local businesses will identify, and cleanup an area of the City that is highly littered. Lastly the City will work with the local school to bring recycling awareness assemblies to its students and to setup a can and bottle recycling program that will be used as a school fundraiser. • Explain how the projected outcomes will be measured and measurement data collected. The City will monitor and measure the amounts of recyclables recovered through its City facility and business recycling programs. Additionally, as part of the proposed litter cleanup event, City staff will attempt to measure what percentage of the litter collected is made up of easily recycled cans, bottles, and other materials. DOR 521/00 A - 2 Page 2 of 2 City of Vernon Department of Conservation SB332 Grant Proposed Activities for the 2000-2001 Grant Year Task #1 — Movie Theater Advertisine The City of Vemon will join with the City of Huntington Park to develop and place a number of movie theater screen ads to encourage residents to recycle their Used Beverage Containers (aluminum cans, and plastic and glass bottles). These ads will be placed at the Pacific Wamers theater in Huntington Park. These are the nearest and most centrally located movie theaters for both Huntington Park residents, many of whom work for businesses located in the City of Vernon, and for Vernon residents themselves. The movie theater ads will promote the environmental importance of recycling beverage containers, the impact improperly disposed containers have on the landscape as litter, and the fact that these containers can be recycled for cash. The movie screen ads will be run for approximately 6 months, in two 3-month intervals. The cost for the movie theater screen ads will be split evenly between the Cities of Vernon and Huntington Park. Cost - $1, 000 Task #2 — Recycling Promotional Outreach to Vernon Businesses The City of Vemon is home to hundreds of commercial and industrial businesses. These businesses give the City a daytime population of approximately 50,000. The City sees a great potential among this audience .of Vernon business employees and wants to reach out to them with the beverage container recycling message. The City proposes to create a recycling promotional item that will be provided free of charge to employers in the City for distribution to their employees. The item will be imprinted with a simple recycling message that reminds the recipient of the importance of recycling their cans and plastic and glass bottles. Working with its established network of business contacts in the community, the City will provide the items to the businesses for distribution at their cafeterias, break rooms, employee lounges, and at employee picnics, parties, and events. The promotional item selected will have a minimal cost to allow the City to purchase the maximum number possible. While the actual item has not yet been selected, possible promo items include pens, key chains, bottle and can openers, and coasters. The item ultimately selected will tie-in with the overall recycling goal. To the extent possible, the selected item will be manufactured using recycled materials. Cost - $1,500 A - 3 Task #3 — Community Outreach Event City of Vernon staff will participate at community events in the neighboring communities to promote the importance of beverage container recycling. This outreach activity will be coordinated with one or more of the surrounding communities. - The program will target participation at a wide variety of community events such as Earth Day celebrations, Cinco de Mayo Festivals, 4th of July community picnics, and other city- wide events and celebrations. At these events staff will distribute recycling information, lists of neighborhood recycling centers, and program promotional materials. Cost $500 Task #4 — Recyclino Containers for Businesses The City of Vernon will develop a pilot program to purchase and distribute recycling containers for use at businesses in the community. These recycling containers will be designed to be used in cafeterias, break rooms, and employee lounges for the collection of aluminum cans, and plastic and glass bottles. These containers, mostly generated from on -site vending machines, will be collected and recycled by the business'. employees. The funds eamed would either be used to support employee activities or be donated to a community organization. The goal of this task is to establish the infrastructure needed to provide beverage container recycling opportunity where it does not currently exist. The goal for the first year is to provide recycling containers for 10 businesses in the City. Each business will be provided with 3 recycling containers of approximately 30-gallons capacity each. One container each will be provided for aluminum cans, plastic bottles, and glass bottles. The containers will be marked with decals indicating what material should go in each. In addition, each container will be marked with a decal with the program slogan 'Vernon Wants You! To Recycle!" While the City will provide the containers, all the recycling collection and the processing of the containers will be the responsibility of the participating businesses. Cost - $1,000 Task #5 — School Outreach The City will provide presentations and participation activities to the students of the Vernon City School as part of their beverage container recycling program. In the past these presentations had been limited to discussions of household hazardous waste materials and the damage that they can cause the environment. With the additional funds from the DOC grant, the presentations will be expanded to discuss can and bottle recycling and the differing problems these containers can cause. The recycling presentation will be made in conjunction with an annual calendar contest that the City sponsors. After the presentation, students are encouraged to create environmentally themed artwork and enter it in the calendar contest. A - 4 The winners of the contest are recognized by the City Council and receive awards and prizes made possible through the sponsorship of local businesses. Cost - $500 Task #6 - Grant Oversiaht and Administration The City will use a small portion of the grant funds to hire a consultant to oversee and coordinate the activities of the grant. The consultant will coordinate all the previously mentioned tasks and will be responsible for preparing the necessary grant Progress Reports and Budget Reimbursement Requests. As a result of the application, the California Department of Conservation approved $5,000 grants to the City for 1999-2000 and 2000-2001. We have used the funds to promote and distribute recycling and litter reduction information to businesses in the City and at the Vernon Elementary School. The California Department of Conservation has announced that, pursuant to Section 14581(a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act, the City of Vernon is eligible for $10,000 in grant funds over fiscal years 2001-02 and 2002-03. Because litter is an ongoing problem in our city as well as in neighboring communities, we are proposing to apply for the grant funds and utilize them to develop and distribute public information items as well as purchase products to promote recycling. The public information efforts would be similar to those used in the Used Oil Recycling Program that have been very successful for the last several years. With your concurrence, I am recommending that the City Council authorize the application for the Beverage Container Recycling and Litter Reduction grant funds. For your consideration, I am attaching the completed application which will need your signature, and a partially edited copy of the previous resolution for reference. Please note that the application with the City Council resolution must be received by the Department of Conservation by Tuesday, April 30, 2002. Please have the documents returned to our department for submission to the Department of Conservation. The City has a resident population of only about one hundred. However the daytime workforce is over 50,000. The City will concentrate on providing beverage container recycling opportunities for that daytime workforce. The City will install recycling containers at its Civic Center and other public buildings. In addition, the City will work with local businesses and the Chamber of Commerce to expand recycling opportunities at local businesses. The City will also develop a "cleanup day" event, which, using volunteers from the City and local businesses will identify, and cleanup an area of the City that is highly littered. Lastly the City will work with the local school to bring recycling awareness assemblies to its students and to setup a can and bottle recycling program that will be used as a school fundraiser. • Explain how the projected outcomes will be measured and measurement data collected. The City will monitor and measure the amounts of recyclables recovered through its City facility and business recycling programs. Additionally, as part of the proposed litter cleanup event, City staff will attempt to measure what percentage of the litter collected is made up of easily recycled cans, bottles, and other materials.
