RESOLUTION NO. 7950
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON REPEALING RESOLUTION NO. 5941 WHICH ADOPTED
A DRESS AND GROOMING POLICY
WHEREAS, on June 18, 1991, the City Council of the City of
Vernon adopted Resolution No. 5941, which was modified by a minute
order adopted by the Personnel Committee on March 2, 1998 and approved
by the City Council on March 3, 1998, approving a Dress and Grooming
Policy for miscellaneous employees; and
WHEREAS, on April 15, 2002, the Personnel Committee
recommended that the City Council approve the recommendation of Bruce
V. Malkenhorst, Director of Personnel, dated April ll, 2002, that the
Dress and Grooming Policy be rescinded.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
repeals Resolution No. 5941 and rescinds the Dress and Grooming Policy
adopted therein.

SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The Personnel Department has conducted a survey on dress and grooming
policies adopted by other cities. The result of such survey was
overwhelmingly against the formal dress code required by the City of
Vernon. It is hereby recommended that Resolution No. 5941, adopted
June 18, 1991, be rescinded and the following statement be adopted
effective immediately:
Your personal cleanliness and neatness are important
because of the daily contacts you make with the public
and your fellow workers. You, as an employee, represent
the City of Vernon and therefore should always look your
best. The way you conduct yourself on your job is very
important. You must always be aware that your behavior
in public must never offend or cause a citizen to
question your performance or your appearance.

SUBJECT: Recommendation to Rescind Resolution 5941 Relative to the City of
Vernon Dress and Grooming Policy
The above referenced resolution was adopted by Council June 18, 1991. Enforcement of
the policy has been difficult since enactment. As you know there has been several areas
of legal concern.
Although the same high standards as stated in the dress and grooming policy should not
be ignored, I believe the policy has created a substantial risk of liability on the City in its
interpretation.
Risk Management/Personnel conducted a survey of several cities requesting whether a
dress and grooming policy was in effect. The results of the survey were overwhelmingly
against a formal dress code as required by the City of Vernon. (see attached)
For these reasons, Resolution 5941 should be rescinded.
Council may choose to adopt a more general statement, such as the example below.
Your personal cleanliness and neatness are important because of the daily
contacts you make with the public and your fellow workers. You, as an employee,
represent the City Of Vernon and therefore should always look your best. The way
you conduct yourself on your job is very important. You must always be aware
that your behavior in public must never offend or cause a citizen to question your
