I have attached a copy of Resolution No. 7488 which was done in 2000 for the same purpose. LOS ANG`ELES COUNTY DISTRICT ATTORNEY'S OFFICE STEVE COOLEY • District Attorney CURT LIVESAY • Chief Deputy District Attorney April 11, 2002 Chief Bruce Olson Vernon Police Department 4305 Santa Fe Avenue Vernon, CA 90058 Dear Chief Olson: PETER BOZANICH Assistant District Attorney The Office of Criminal Justice Planning (OCJP) has informed us that we are now entering the fourth annual application period for the Juvenile Accountability Incentive Block Grant (JAIBG). Your city council should also have received a JAIBG Request for Application (RFA) and corresponding paperwork from OCJP. As we did last year, we are again writing to advise you of the time frame to complete the grant application. For the past three years, the District Attorney's Office has utilized its share of Los Angeles County's JAIBG funds to place one senior Grade IV deputy district attorney in each of the county's nine juvenile court offices to enhance prosecution efforts. In addition, fifty-six cities have released their JAIBG funds yearly to the District Attorney's Office to support four prosecution programs they select: HEAT (Heightened Enforcement and Targeting, a juvenile gang prosecution program); the 707" prosecution program focused on serious, violent juvenile offenders; ACT (Abolish Chronic Truancy); and JOIN (Juvenile Offender Intervention Network), a diversion program for first-time, non-violent juvenile offenders. Since the inception of these JAIBG programs in 1999, our prosecutors have received positive feedback from cities and local law enforcement agencies for their dedication and service in juvenile investigations and prosecutions. In the coming year, the District Attorney's Office will continue its commitment to the assignment of a senior deputy district attorney in each juvenile court. We are also pleased to offer our continuing support for the HEAT and 707 prosecution programs and the ACT and JOIN early intervention programs provided in your cities. The 2002 allocation for the City of Vernon is $8,703. We are taking this opportunity to invite you to continue your partnership with the Los Angeles County District Attorney's Office in the JAIBG program for Year Four under the same terms as this past year.' 1 The District Attorney will again contribute the required matching funds for each city partner. All cities are encouraged to determine whether they wish to release their JAIBG funds to another jurisdiction for Year Four. These cities will need to communicate with their partner agency and complete the waiver as described in this correspondence and the RFA. 18-201 Clara Shortridge Foltz Criminal Justice Center 210 West Temple Street Los Angeles, CA 90012 (213) 974-5959 v r ' Chief Bruce Olson Page Two April 11, 2002 If your city chooses to continue in the JAIBG program, we will need to receive a letter of intent to release your allocated funds to the Office of the District Attorney no later than April 26, 2002, to meet the state deadline. To finalize the release of funds, OCJP again requires a waiver form with the city manager/administrator's original signature and city seal or notarization. We recognize that many cities will need city council approval to execute the attached waiver, therefore we ask that you forward your completed waiver form to Special Assistant District Attorney Mia Baker by May 31, 2002. 2 If your city previously submitted an individual application for JAIBG funding, you may apply directly to the Office of Criminal Justice Planning for Year Four JAIBG funds unless you would like to participate in one of the programs described above. If your city is interested in working together during this current funding cycle, please contact Deputy District Attorney Susan Steinfeld at (213) 974-9870. If you have any questions, please do not hesitate to contact Susan Steinfeld or Mia Baker at (213) 202-7652. Very truly yours, STEVE COOLEY District Attorney PETER A.
