A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON DECLARING ITS INTENT REGARDING THE CITY'S
ADMINISTRATIVE ORGANIZATION
WHEREAS, the City of Vernon was established by vote of its
inhabitants on September 16, 1905; and
WHEREAS, the Trustees who were elected on September 16,
1905, met at the Vernon School House in the City of Vernon on
September 30, 1905, and adopted Resolution No. 4 to confirm the
reasons for incorporation and which provided, in part, as follows:
"1. To promote and advance manufacturing industries
of whatever nature, except what is commonly known as
the manufacure [sic] of tankage, a product of a
fertilizing plant;
2. That while we invite all persons who so desire
to live and have their homes within said city, yet
they should do so having regard for the rights of
manufacturing industries;
3. To promote the maintenance of manufacturing
interests which may be established within said city
under a liberal policy;" and
WHEREAS, these guiding principles have been the center piece
of the City of Vernon Official Seal represented by the motto
"Exclusively Industrial"; and
WHEREAS, since its inception, the City of Vernon has
developed as an industrial community in which the community's land
uses are devoted almost exclusively to industrial purposes; and

WHEREAS, the City's land uses have been almost exclusively
industrial since pre -World War II; and
WHEREAS, the City reflects the character of its business
community and both influences and is influenced by its needs; and
WHEREAS, a community devoted to industrial purposes has
special needs and paramount among them is the need for its government
to act quickly and decisively in performing its duties; and
WHEREAS, on May 4, 1971, the City Council of the City of
Vernon adopted Ordinance No. 827 which established the City of Vernon
Municipal Code; and
WHEREAS, at the General Municipal Election held on April 12,
1988, the City of Vernon's electorate approved the City Charter of the
City of Vernon; and
WHEREAS, as a city dedicated to business, Vernon has
1historically viewed itself as a business and, where practicable, has
operated accordingly; and
WHEREAS, the City of Vernon Charter authorizes the City
Council to establish the administration of the City of Vernon; and
WHEREAS, the City Council of the City of Vernon has
established the "City Administrator" position for the City of Vernon
in Chapter 2, Article II of the City of Vernon Municipal Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: It is hereby declared that the City Council of
the City of Vernon's intention has been and is that the City's
administration be operated, where practicable, in a manner similar to
the operation of a private business subject to all of the
duties and obligations of a municipal corporation in the State of

SECTION 2: The City Council has established a City
Administrator to be the Chief Administrative Officer of the City of
Vernon. The City Administrator is accountable to the City Council for
the proper and efficient management of all the City's affairs and
those specific duties assigned to the City Administrator by the
Charter and by the City Council.
SECTION 3: The City Administrator has at all times served
and continues to serve at the will and pleasure of the City Council.
The City Council reserves the right to terminate the City
Administrator at any time, and for no reason, or for any reason at
all.
SECTION 4: It has been and continues to be the intent of
the City Council to operate the City of Vernon efficiently and, where
practicable, in the same fashion as business is conducted in the
private sector so that municipal services are provided in a productive
manner to a primarily industrial constituency.
SECTION 5: The City Council has, through its policies and
procedures, organized the provision of municipal services in order to
provide a business -friendly environment for the growth of business and
the establishment of employment for citizens residing in the City of
Vernon and in cities located around Vernon. It was and continues to
be the City Council's intent that
(1) The City Administrator will attend to all necessary
administrative affairs of the City and will generally act as the City
Council's agent in the discharge of administrative duties;
(2) The City Administrator shall be the administrative head
of the City's government, acting only under the direction and control

1 of the City Council as provided in the Charter and the City of Vernon
2 Municipal Code; and
3 (3) The City Council continues to reserve the right to
4 modify, amend or supersede any such action or recommendation made or
5 taken by the City Administrator.
6 However, the City Council intends that, subject to the
7 above, the City Administrator will discharge his duties similar to the
8 manner in which a chief executive officer of a private corporation
9 manages the administration of the corporation, where practicable, and
10 shall be the individual responsible for the administration of the
11 City's organization and for making recommendations to the City Council
12 on all matters affecting the City of Vernon's administration.
13 SECTION 6: The City Council of the City of Vernon also
14 intends that the City Administrator will discharge all of the duties
15 and obligations of a municipal corporation as provided for in its
16 Code, its Charter and the applicable statutes enacted by the
17 Legislature of the State of California.
18 SECTION 7: The City Council of the City of Vernon
19 acknowledges and accepts that the City of Vernon has evolved over time
20 into an industrial community with unique needs and conditions that
21 require creative solutions to provide services in accordance with the
22 increasing obligations and duties imposed upon it by the Legislature
23 of the State of California during the past 25 years.
24 SECTION 8: The City Council of the City of Vernon hereby
25 declares that having the City Administrator responsible for the entire
26 administration of the City avoids the conflicts and organizational
27 politics that frequently occur in political organizations when many
28 executives independently report to a City Council.

SECTION 9: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
