RESOLUTION NO. 7997
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
AN AGREEMENT PURSUANT TO CALIFORNIA PENAL CODE
SECTION 830.1 WITH THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT FOR AUTHORITY OF A POLICE OFFICER TO
ENTER POLITICAL SUBDIVISIONS
WHEREAS, Section 830.1 (a) of the California Penal Code
provides that if consent is given by the appropriate city and county
officials, the authority of any California peace officer extends to any
place in the state; and
WHEREAS, in order to coordinate law enforcement efforts and
encourage maximum cooperation between all criminal justice agencies,
the Los Angeles County Sheriff's Department has requested that the
Vernon Police Department execute an Agreement Pursuant to California
Penal Code Section 830.1; and
WHEREAS, the Agreement will allow Vernon police officers to
perform official duties in the jurisdiction of other cities and
counties; and
WHEREAS, by letter dated June 13, 2002, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that the
Agreement be approved and executed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby

1 approves the Agreement Pursuant to California Penal Code Section 830.1
2 with the Los Angeles County Sheriff's Department, a copy of which is
3 attached hereto as Exhibit "A" and made a part hereof.
4 SECTION 3: The City Council of the City of Vernon hereby
5 authorizes the City Administrator, or his designee, to execute said
6 Agreement for, and on behalf of, the City of Vernon.
7 SECTION 4: The City Clerk of the City of Vernon shall
8 certify to the passage of this resolution, and thereupon and
9 thereafter the same shall be in full force and effect.
10 APPROVED AND ADOPTED this 19th day of June, 2002.

defense, and the power to act in case of emergency or disaster are all powers common to the parties

signatory as follows:
1. Any member of the law enforcement agencies listed below, who is a peace off iceras
dePsied under Section 830.1 nfthe California Penal Code, shall have the authority of a peace; officer
at gill tunes within the: jurisdiction for which the undersigned arc authorized to give consent.
2. This agreement shall not be construed as, or dccined to be an agreement for the
bcnolit of any third pirty or }parties, and no third party or parties shall have the right of action
hereunder for any cause whatsoever.
3. The declination of one or more of the parties to participate in this agrc nnent or any
amendment, revision, or modification thereof, shall not affect tlae operation of ill is agreement nor
opurution orders adopted pursilant thereto insofar as the validity of the agreement pertains to the
signatory parties.

The Sheriff's Department has realized that Chiefs who are no longer
active have been executing agreements; therefore, at this time, the
Los Angeles County Sheriff's Department is requesting an update of the
830.1 PC Agreement. This agreement will allow sworn peace officers to
perform official duties in the jurisdiction of other cities and
counties. This has been reviewed by the Chief of Police and the City
Attorney and it is hereby recommended that the 830.1 PC Agreement be
approved and executed.

SUBJECT: 830. 1 PC Agreement
The Los Angeles County Sheriff's Department has requested an updated 830.1 PC
agreement from all agencies in the Los Angeles County. The Sheriff's Department realized that
Chiefs who are no longer with some agencies executed previous agreements.
The 830.1 PC agreement allows sworn peace officers to perform official duties in the
jurisdiction of other cities. This agreement will allow Vernon police officers to perform their
duties in County areas and vice versa.
