Resolution No. 80093 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8009 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING THE PAYMENT OF PREMIUMS FOR INSURANCE FOR LIFE, HEALTH AND DENTAL BENEFITS FOR CERTAIN CATEGORIES OF EMPLOYEES DURING THE 2002- 2003 FISCAL YEAR WHEREAS, the City Council of the City of Vernon in prior fiscal years has approved for each fiscal year the City's payment of premiums for insurance for life, health and dental benefits for lemployees; and WHEREAS, on June 19, 2002, the Finance Committee recommended that the City Council approve the recommendation of Bruce V. Malkenhorst, Director of Finance, dated June 6, 2002, applicable for the fiscal year 2002-2003 only, that the City pay the premiums for insurance for life, health and dental benefits for full-time employees only and their dependents as follows: 1. All miscellaneous employees; 2. All Fire Department employees; 3. All sworn police officers, including Group 2 who are represented by the Vernon Police Officers' Benefit Association; and WHEREAS, the City Council of the City of Vernon wishes to adopt its policy applicable for the fiscal year 2002-2003 only respecting payment of premiums for the City's insurance for life, health and dental benefits for certain categories of employees and to declare that such benefits are not vested rights and will expire at the conclusion of the fiscal year unless authorized and approved by the City Council for the next fiscal year. 1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 2 CITY OF VERNON AS FOLLOWS: 3 SECTION 1: The City Council of the City of Vernon does 4 hereby find and determine that the recitals contained hereinabove are 5 true and correct. 6 SECTION 2: The City Council of the City of Vernon hereby 7 adopts the following policy for the 2002-2003 fiscal year and declares 8 that such benefits are not vested rights and are approved for this 9 fiscal year only: 10 A. The City will pay the insurance premium for the City's 11 program for life, health and dental benefits as such 12 benefits are in effect as of June 30, 2002, for all 13 full-time regular employees only and their dependents as 14 follows: 15 1. All miscellaneous employees. 16 2. All Fire Department employees. 17 3. All sworn police officers, including Group 2 who are 18 represented by the Vernon Police Officers' Benefit 19 Association. 20 B. The City will pay the insurance premium for the City's 21 program for life, health and dental benefits. The City 22 will further pay all other medical -related health, 23 vision and dental costs not reimbursed by the City's 24 insurance program or Medicare for the City 25 Administrator, the City Councilmembers, and their 26 dependents. 27 SECTION 3: The City's agreement to pay the full cost of said 28 premiums provided for above, shall not create or ripen into a vested o I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 right in said employee to any such medical benefit beyond June 30, 2003. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect.
