A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON AMENDING RESOLUTION NO. 8007 BY AMENDING
SCHEDULE II, EXHIBIT "B," PAGE 16 OF SAID
4 RESOLUTION WHICH FIXED THE COMPENSATION FOR CERTAIN
EMPLOYEES OF SAID CITY AND AUTHORIZED CERTAIN
5 EXPENSE ALLOWANCES

7 WHEREAS, on July 3, 2002, Resolution No. 8007 was adopted by
8 the City Council of the City of Vernon to be effective on July 1,
9 2002; and
10 WHEREAS, the City Council of the City of Vernon wishes to
11 amend page 16 of Schedule II (Exhibit "B"), to approve retirement
12 benefits in the Public Employees' Retirement System for the positions
13 of City Attorney and the Finance Administrator.
14 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
15 CITY OF VERNON AS FOLLOWS:
16 SECTION 1: The City Council of the City of Vernon hereby
17 finds and determines that the recitals contained hereinabove are true
18 and correct.
19 SECTION 2: Effective July 28, 2002, page 16 of Schedule II,
20 Exhibit "B" of Resolution No. 8007 is hereby amended to reflect the
21 salary scale as indicated on the amended Page 16 which is attached
22 hereto and made a part hereof as Exhibit "A."
23 SECTION 3: The provisions of Resolution No. 8007 and 8025
24 not consistent with or in conflict with this resolution are hereby
25 repealed; in all other respects, Resolution Nos. 8007, as amended by
26 Resolution No. 8025, shall remain in full force and effect.

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

As per our previous discussions, the following position is being
proposed for your consideration.
SCHEDULE II
City Administrator/City Clerk Department Salary Scale 0.03
The salary scale is equal to that of the position of Information
System Analyst and no additional funds are necessary. Also, attached
herewith is the recommended job description. If you approve
recommending these changes to the committee/council, then the
corresponding personnel action form should also be recommended for
approval, authorizing the IS Analyst to be reclassified as the
Finance Support Analyst under the Finance Department, effective
August 25, 2002.

I am also requesting that the Information System Analyst and
Information System Specialist I & II position(s) be renamed to
Information Technology Analyst and Information Technology Specialist
I & II. This will correspond with the Division title and more
importantly represent their current job descriptions. All
corresponding salary scales will remain the same.
I am requesting that the above stated addition and title changes be
presented for approval, and that the City Council approve amending
the Salary Resolution to reflect those changes. In addition, the
necessary funds should be transferred from the IT Division (1019) to
the Finance Department (1004) and therefore the Budget Resolution
should be amended to demonstrate that transfer.

with a major in Computer Science or a related field.
License: Must possess a valid California Class C Driver's License.

It is necessary at this time that Salary Resolution No. 8007 and
Budget Resolution No. 8006 be amended to reflect the following
changes:
• Create and establish the classification title of Finance
Support Analyst under the Finance Department, transferring
funds from the Information Technology Division to the Finance
Department effective August 25, 2002 (same salary scale as that
of Information System Analyst in the City Administrator/City
Clerk Department).
• Change classification titles of Information System Analyst and
Information System Specialist I & II to Information Technology
Analyst and Information Technology Specialist I & II,
respectively (no change in the salary).
This has been reviewed by staff and it is hereby recommended that the

Finance Support Analyst

Under general direction and supervision, provides direct end -user support for the financial s �1`
management, payroll/personnel, budgeting, and other department related applications; create,
modify test install and document all finance related applications trains end -users in the use of
computer applications; and perform research and analysis of other finance related matters.
SUPERVSION RECEIVED AND EXERCISED
Under direct supervision of the Finance Office Manager
EXAMPLES OF DUTIES
Duties may include, but are not limited to the following; Provide direct end -user application
support; evaluates and recommends end -user computer application requirements; creates,
modifies, tests, installs, documents, and trains end -users on finance related computer
applications; performs research and analysis in support of achieving office automation, conducts
analysis and comparisons in support of department goals and services; serves as liaison between
vendor support and office management and staff; assist with database management and support
using certain application development tools (i.e. Sequential Query Language (SQL), Turbo
Image, and Oracle); evaluate end -user staff; identify needs, and recommend appropriate
solutions and/or actions to management; interact on an as -needed basis with Information
Technology staff. Perform other related duties as required.
QUALIFICATIONS
Knowledge of: Financial dement and Payroll/Personnel Systems application design
principles, database systems, desktop operating systems, office automation
products, and application development tools; basic and advanced
programming principles, languages and methodologies; research, analysis,
and documentation techniques; customer service skills and techniques. An
understanding of the fundamentals of local governmental accounting
standards, procedures, and techniques is highly desirable.
Ability to: Communicate clearly and concisely, both in a technical and non -technical
manner; prepare training materials and related documentation; effectively
communicate orally and in writing to end -users and management staff,
plan and implement training as required; analyze and compare relevant
data and provide appropriate recommendations; comprehend and apply
information contained in technical manuals as applicable to all finance
