3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING RESOLUTION NO. RA-218 WHICH
4 APPROVES AN AMENDMENT TO APPENDIX NO. 1 OF
5 RESOLUTION NO. RA-5, AS AMENDED BY RA-29 AND RA-88,
FOR THE CONFLICT OF INTEREST CODE OF THE
.6 REDEVELOPMENT AGENCY OF THE CITY OF VERNON

8 WHEREAS, by Resolution No. RA-5, adopted September 5, 1989,
9 the Redevelopment Agency of the City of Vernon ("Agency") approved a
10 Conflict of Interest Code (the "Code") and submitted the Code to the
11 City Council of the City of Vernon pursuant to Sections 87300 et seq.
12 of the California Government Code; and
13 WHEREAS, by Resolution No. 5668, adopted September 5, 1989,
14 the City Council found that the Code submitted by the Agency met the
15 criteria of California Government Code Section 87302 and approved the
16 Code for the Agency; and
17 WHEREAS, by Resolution No. RA-29, adopted May 7, 1991, the
18 Agency approved an amendment to Appendix No. 1 of Resolution No. RA-5,
19 and submitted the amendment of the Code to the City Council of the
20 City of Vernon for approval; and
21 WHEREAS, by Resolution No. 5921, adopted May 7, 1991, the
22 City Council found that the amendment to the Code submitted by the
23 Agency met the criteria of California Government Code Section 87302,
24 and approved the amendment to the Code for the Agency; and
25 WHEREAS, by Resolution No. RA-88, adopted October 1, 1996,
26 the Agency approved an amendment to Appendix No. 1 of Resolution No.
27 RA-29 and submitted the amendment of the Code to the City Council of
28 the City of Vernon for approval; and
1 WHEREAS, by Resolution No. 6859, adopted October 1, 1996,
2 the City Council found that the amendment to the Code submitted by the
3 Agency met•the criteria of California Government Code Section 87302,
4 and approved the amendment to the Code for the Agency; and
5 WHEREAS, the Agency wishes to approve an amendment to
6 Appendix No. 1 of Resolution No. RA-88 (a) to delete, add and/or
7 modify certain positions as designated employees required to report
8 financial interests under designated disclosure categories, (b) to
9 revise the schedules under disclosure categories and submit the
10 amendment to the City Council of the City of Vernon for its approval;
11 and
12 WHEREAS, by letter dated September 26, 2002, Bruce V.
13 Malkenhorst, City Administrator/City Clerk, has recommended that the
14 Code be amended.
15 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
16 CITY OF VERNON AS FOLLOWS:
17 SECTION 1: The City Council of the City of Vernon hereby
18 finds and determines that the recitals contained hereinabove are true
19 and correct.
20 SECTION 2: The amendment to Appendix No. 1 of Resolution
21 Nos. RA-5, RA-29 and RA-88 for the Conflict of Interest Code of the
22 Agency submitted by the Agency and provided for in Resolution No. RA
23 218 is hereby approved.
24 SECTION 3: The Conflict of Interest Code is deemed amended
25'' by the Agency pursuant to Sections 87303, 87306 and 87306.5 of the
26 California Government Code.

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The Political Reform Act requires every local government agency to
review its Conflict of Interest Code, Resolution No. 6858, for
designated employees biennially to determine its accuracy. Staff has
reviewed this, and it is hereby recommended that the Conflict of
Interest Code for designated employees be amended to include the
following changes:
