3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING RESOLUTION NO. IDA-9 WHICH
4 APPROVES AN AMENDMENT TO APPENDIX NO. 1 OF
5 RESOLUTION NO. IDA-5, AS AMENDED BY IDA-8, FOR THE
CONFLICT OF INTEREST CODE OF THE INDUSTRIAL
6 DEVELOPMENT AUTHORITY OF THE CITY OF VERNON

8 WHEREAS, by Resolution No. IDA-5, adopted August 30, 1994,
9 the Industrial Development Authority of the City of Vernon
10 ("Authority") approved a Conflict of Interest Code (the "Code") and
11 submitted the code to the City Council of the City of Vernon pursuant
12 to Sections 87300, et seq. of the California Government Code; and
13 WHEREAS, by Resolution No. 6505, adopted August 30, 1994,
14 the City Council found that the Code submitted by the Authority met
15 the criteria of California Government Code Section 87302, and approved
16 the Code for the Authority; and
17 WHEREAS, by Resolution No. IDA-8, adopted October 1, 1996,
18 the Authority approved an amendment to Appendix No. 1 of Resolution No.
19 IDA-5 and submitted the amendment to the City Council of the City of
20 Vernon pursuant to Sections 87300, et seq. of the California Government
21 Code; and
22 WHEREAS, by Resolution No. 6860, adopted October 1, 1996,
23 the City Council found that the amendment to the Code submitted by the
24 Authority met the criteria of California Government Code Section
25 87302, and approved the amendment to the Code for the Authority; and
26 WHEREAS, the Authority has submitted for approval Resolution
27 No. IDA-9 which approves an amendment to Appendix No. l of Resolution
28 No. IDA-5 (a) to delete, add and/or modify certain positions as

designated employees required to report financial interests under
designated disclosure categories, (b) to revise the schedules under
disclosure categories and submit the amendment to the City Council of
the City of Vernon for its approval; and
WHEREAS, by letter dated September 26, 2002, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that the
Code be amended.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The Amendment to Appendix No. 1 of Resolution
Nos. IDA-5 and IDA-8 for the Conflict of Interest Code of the
Authority submitted by the Authority and provided for in Resolution
No. IDA-9 is hereby approved.
SECTION 3: The Conflict of Interest Code is deemed amended
by the Authority pursuant to Sections 87303, 87306 and 87306.5 of the
California Government Code.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The Political Reform Act requires every local government agency to
review its Conflict of Interest Code, Resolution No. 6858, for
designated employees biennially to determine its accuracy. Staff has
reviewed this, and it is hereby recommended that the Conflict of
Interest Code for designated employees be amended to include the
following changes:
