Resolution No. 80851 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8085 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AUTHORIZING THE ISSUANCE OF A REQUEST FOR PROPOSAL FOR BOOSTER PLANT 2 BACKUP GENERATION SYSTEM WHEREAS, the Vernon Community Services & Water Department has determined there is a need for the installation of a backup power generation system to serve Booster Plant 2 located at 4355 Downey Road; and WHEREAS, the generation unit will be used to run two wells (Wells 12 and 17) and three booster motors in addition to auxiliary related equipment, hereinafter collectively referred to as "Booster System 2;" and WHEREAS, the City of Vernon is interested in obtaining proposals from qualified firms to perform the installation of Booster System 2; and WHEREAS, on October 8, 2002, the Finance Committee recommended that the City Council approve the recommendation of Bruce V. Malkenhorst, Director of Finance, dated October 1, 2002, that the City issue Request for Proposal for Booster Plant 2 Backup Generation System pursuant to Section 2.29-2 of the Vernon City Code. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 3: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. OLSON Police Chief FAX: (323) 826-1481 The City of Vernon Water Department hereby solicits quotations for the installation of a backup power generation system This system will serve Booster Plant 2 located at 4355 Downey Road. The generator unit will be used to run two wells and three booster motors in addition to auxiliary related equipment. The City has calculated the approximate required capacity of the generator to meet the load from the pump motor. If your calculations indicate that a different size is needed, please indicate as such on the bid and provide details on how the sizing was performed. In addition, provide complete details on installation requirements, such as access clearance, and height restrictions. Before the contract is awarded, the City of Vernon requires the contractor to provide proof of insurance, including a standard certificate of insurance, in at least the amounts and coverage indicated on the insurance schedule. In addition to the standard certificate of insurance, proof of general and umbrella liability coverage shall also be furnished in the form indicated on the attached insurance schedule (Exhibit A). BID ITEMS ITEM 1: Provide and install a new Generic 354KW diesel generator and 1,850 fuel tank per attached specifications. Cost: ITEM 2: Provide and install a new Generac 1200A Automatic Transfer Switch. Cost: ITEM 3: Provide and install new concrete pad approximately 22' x 12' x 6" in size. Cost: ITEM 4: Provide and install a 42" block wall around perimeter of generator. Cost: ITEM 5: Provide and install approximately 25' of underground conduit for power and control from generator to the Automatic Transfer Switch. Factory test shall be witnessed by a City of Vernon representative during City of Vernon normal business hours (Mon — Thurs. 7.00 — 5:30 p.m.). Test shall consist of manufactures normal factory test, which should simulate all shutdowns. Also a demonstration of the 0 to full load pickup test of voltage and frequency regulation using a resistive load bank and recorded by a strip chart recorder. A City of Vernon representative shall witness the calibration of the strip chart recorder before the test. The test shall also consist of a I -hour full load run. 2. Field test to be performed by manufacturer and witnessed by a City of Vernon representative during City of Vernon normal working hours (Mon — Thurs. 7:00 a.m. to 5:30 p.m.). 3. Permits: Engine is to be pre -approved by the South Coast Air Quality Management District (SCAQMD) for operation within the area of jurisdiction. The City will secure all permits and licenses pertaining to SCAQMD and local ruling agency for the installation of the equipment. Provide information on the compliance of the equipment with SCAQMD standards. 4. The department budgeted 150,000.00 for this expense. It is hereby recommended that the Community Services and Water Department be authorized to seek formal bids from qualified firms to provide and install a Backup Power Generation System at Booster Plant 2.
