3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING NOTICE INVITING
4 SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF A NEW
FORD RANGER XL SUPER CAB PICKUP TRUCK FOR THE
5 COMMUNITY SERVICES & WATER DEPARTMENT

7 WHEREAS, the Community Services & Water Department is in
8 need of a new vehicle to be used as a replacement truck by staff of
9 the water section when their normally assigned trucks are in the
10 garage for service; and
11 WHEREAS, on October 22, 2002, the Finance Committee approved
12 the recommendation of Bruce V. Malkenhorst, Director of Finance, dated
13 October 8, 2002, that authority be granted for the Purchasing Agent,
14 or his designee, to seek formal bids for the purchase of a new 2003
15 Ford Ranger XL Super Cap Pickup Truck; and
16 WHEREAS, a bid specification for the purchase of the 2003
17 Ford Ranger XL Super Cab Pickup Truck has been presented to the
18 Finance Committee of the City of Vernon; and
19 WHEREAS, the City Council of the City of Vernon has
20 determined that it is in the best interests of the City of Vernon that
21 bids be solicited in accordance with applicable State law and the
22 Vernon City Code.
23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
24 CITY OF VERNON AS FOLLOWS:
25 SECTION 1: The City Council of the City of Vernon hereby
26 finds and determines that the recitals contained hereinabove are true
27 and correct.
28 SECTION 2: The bid specification, which is attached hereto
1 as Exhibit "A" and made a part hereof, is hereby approved by the City
2 Council of the City of'Vernon.
3 SECTION 3: The City Clerk of the City of Vernon is hereby
4 directed to give notice, in writing, inviting sealed proposals or bids
5 for the purchase of one 2003 Ford Ranger vehicle, in accordance with
6 the bid specification, and in accordance with this resolution.
7 SECTION 4: There being no newspaper of general circulation
8 printed, published or circulated in the City of Vernon, the City Clerk
9 is hereby directed to post said notice, or cause the same to be
10 posted, in three of the most public places in the City of Vernon, to
11 wit: the northwest corner of 38th Street and Santa Fe Avenue, the
12 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
13 bulletin board in the lobby of the City Hall of the City of Vernon,
14 located at 4305 Santa Fe Avenue, in said City.
15 SECTION 5: The City Clerk of the City of Vernon is hereby
16 directed to post said notice forthwith and the first posting of said
17 notice shall be at least ten (10) days before the opening of the bids
18 for the proposed contract. Said notice shall provide that sealed
19 proposals or bids will be received by the City of Vernon at the office
20 of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
21 Avenue, Vernon, CA 90058-0805.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

FOR A FORD RANGER XL SUPER CAS PICKC)'P TRUCK
INTENT
It is the intent of this specification to provide for the purchase of one (1) new and unused
Ford Ranger )M Super Cab Pickup Truck with a 4.OL SOHC V-6 and automatic 5-speed
transmission.
The City of Vernon has evaluated different types of trucks and has determined that this product
is best suited for the department's needs in safety, quality, performance, and standardization -
In comparing proposals, consideration will not be confined to price only. The successful bidder
will be one whose product is judged shall best serve the interests of the City of Vernon when
price, product, safety, quality and delivery are considered. The City of Vernon reserves the right
to reject any or all bids or any part thereof, and to waive any minor technicalities. A contract
will be awarded to the bidder'submitting the lowest responsible bid meeting the requirements of
this specification.
The City requires the successful bidder to provide proof of insurance, including a standard
certificate of insurance, in at least the amounts and coverage indicated on the insurance schedule.
In addition to the standard certificate of insurance, proof of general and umbrella liability
coverage shall also be furnished in the form indicated on the attacbed insurance schedule
(Exhibit "A-).
EQUIVALENT )PRODUCT
Bids will be accepted for consideration on any make or model that is equal or superior to the
truck specified. Decisions of equivalency will be at the sole interpretation of the City. A blanket
statement that equipment proposed will meet all requirements will not be sufficient to establish

equivalence. Original manufacturer's brochures of the proposed unit are to be submitted with
the proposal.
All modifications made to the standard production unit described in the manufacturer's
brochures must be certified by the manufacturer and submitted with the bid, or the bid will be
deemed "non -responsive" and rejected without further review. Bidder must be prepared to
demonstrate a unit similar to the one proposed, if requested.
INTERPRETATIONS -
In order to be fair to all bidders, no oral interpretations will be given to any bidder as to the
meaning of the specification documents or any part thereof Every request for such a
consideration shall be made in writing to the City of V'ernou. Based upon such inquiry, the City
may choose to issue as Addendum.
GEN RAL
The specification herein states the minimum requirements of the City. All bids must be regular
in every respect. 'Unauthorized conditions, limitations, or provisions shall be cause for rejection.
The City of Vernon will consider as "irregular" or "non -responsive" any bid not prepared and
submitted in accordance with the bid document and specification, or any bid lacking sufficient
technical literature to enable the Department to bake a reasonable determination of compliance
to the specification..
It shall be the bidder's responsibility to carefully examine each item of the specification. Failure
to offer a completed bid or failure to respond to each section of the technical specification will
cause the proposal to be rejected without review as "nonresponsive". All variances, exceptions
and/or deviations shall be fully described in the appropriate section Deceit in responding to the
specification will be cause for rejection.

The Community Services and Water Department is requesting
authorization to seek bids from qualified dealers to provide a Ford
Ranger XL Super Cap Pickup truck to be used by staff of the Water
Section. The new unit will replace Unit No. 284, which is
approximately fifteen (15) years old, has 112,520 miles, does not have
the towing capacity required to pull existing City equipment or has
the necessary space to transport water related equipment, and that
will be used as a replacement truck when normally assigned trucks are
in the garage for service or repairs. The department has budgeted
$25,000.00 for this purchase and it is hereby recommended that the
Community Services and Water Department be authorized to seek bids for
this purchase.

from qualified dealers to provide a new unused Ford Ranger XL Super Cab Pickup Truck. The new
truck will replace truck # 284. Truck # 284 is a 1987 model with 112,520 miles on it. It will be used as
a replacement truck for crewmembers when their normally assigned trucks are in the Garage for
service or repairs.
As things currently stand, truck # 284 does not have the towing capacity required to pull
existing City equipment. In addition, the truck does not have the required room to transport water -
