Resolution No. 81231 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8123 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF A NEW FORD RANGER XLT SUPER CAB PICKUP TRUCK FOR THE COMMUNITY SERVICES & WATER DEPARTMENT WHEREAS, the Community Services & Water Department is in need of a new vehicle to be used as a replacement truck by staff of the water section when their normally assigned trucks are in the garage for service and WHEREAS, pursuant to Resolution No. 8087 adopted on October 23, 2002, formal bids were issue for a 2003 Ford Ranger XL Super Cab Pickup Truck for the Community Services & Water Department but no bids were received because the XL model is no longer available; and WHEREAS, by letter dated December 9, 2002, Bruce V. Malkenhorst, City Administrator/City Clerk, recommended that authority be granted for the Purchasing Agent, or his designee, to seek formal bids for the purchase of a new 2003 Ford Ranger XLT Super Cap Pickup Truck; and WHEREAS, a bid specification for the purchase of the 2003 Ford Ranger XLT Super Cab Pickup Truck has been presented to the City Council of the City of Vernon; and WHEREAS, the City Council of the City of Vernon has determined that it is in the best interests of the City of Vernon that bids be solicited in accordance with applicable State law and the Vernon City Code. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The bid specification, which is attached hereto as Exhibit "A" and made a part hereof, is hereby approved by the City Council of the City of Vernon. SECTION 3: The City Clerk of the City of Vernon is hereby directed to give notice, in writing, inviting sealed proposals or bids for the purchase of one 2003 Ford Ranger XLT vehicle, in accordance with the bid specification, and in accordance with this resolution. SECTION 4: There being no new,spaper of general circulation printed, published or circulated in the City of Vernon, the City Clerk is hereby directed to post said notice, or cause the same to be posted, in three of the most public places in the City of Vernon, to wit: the northwest corner of 38tn Street and Santa Fe Avenue, the northeast corner of Leonis Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue, in said City. SECTION 5: The City Clerk of the City of Vernon is hereby directed to post said notice forthwith and the first posting of said notice shall be at least ten (10) days before the opening of the bids for the proposed contract. The City of Vernon has evaluated different types of trucks and has determined that this product is best suited for the department's needs in safety, quality, performance, and standardization. In comparing proposals, consideration will not be confined to price only. The successful bidder will be one whose product is judged shall best serve the interests of the City of Vernon when price, product, safety, quality and delivery are considered. The City of Vernon reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities. A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements of this specification. The City requires the successful bidder to provide proof of insurance, including a standard certificate of insurance, in at least the amounts and coverage indicated on the insurance schedule. In addition to the standard certificate of insurance, proof of general and umbrella liability coverage shall also be furnished in the form indicated on the attached insurance schedule (Exhibit "A') EQUIVALENT PRODUCT Bids will be accepted for consideration on any make or model that is equal or superior to the truck. specified. All modifications made to the standard production unit described in the manufacturer's brochures must be certified by the manufacturer and submitted with the bid, or the bid will be deemed "non -responsive" and rejected without further review. Bidder must be prepared to demonstrate a unit similar to the one proposed, if requested. INTERPRETATIONS In order to be fair to all bidders, no oral interpretations will be given to any bidder as to the meaning of the specification documents or any part thereof. Every request far such a consideration shall be made in writing to the City of Vernon. Based upon such inquiry, the City may choose to issue an Addendtun.
