3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON RATIFYING THE ISSUANCE OF BID NO. 1418,
4 REJECTING THE BID RECEIVED FOR SAID BID AND
5 APPROVING AND AUTHORIZING NOTICE INVITING SEALED
PROPOSALS OR BIDS FOR THE PURCHASE OF A BACKUP
6 GENERATION SYSTEM AT BOOSTER PLANT 2 FOR THE
COMMUNITY SERVICES & WATER DEPARTMENT

8 WHEREAS, on October 9, 2002, the City Council of the City of
9 Vernon approved Resolution No. 8085 authorizing the issuance of a
10 Request for Proposal for the purchase of a backup power generation
11 system at Booster Plant 2 Located at 4355 Downey Road; and
12 WHEREAS, subsequently, City staff issued Bid No. 1418 on
13 October 24, 2002; and
14 WHEREAS, only one bid was received in response to the
15 advertisement and City staff desires to solicit bids a second time to
16 obtain the best competitive price possible; and
17 WHEREAS, by letter dated December 9, 2002, Bruce V.
18 Malkenhorst, City Administrator/City Clerk, recommended that Bid No.
19 1418 be ratified, the bid of Duthie Power Services be rejected and
20 that authority be granted for the Purchasing Agent, or his designee,
21 to seek formal bids for the purchase of a backup power generation
22 system at Booster Plant 2; and
23 WHEREAS, the `City Council of the City of Vernon desires to
24 ratify the Purchasing Department's issuance of Bid No. 1418 and to
25 reject the bid by Duthie Power Services; and
26 WHEREAS, the bid specification for the backup power
27 generation system at Booster Plant 2 with a new bid number is
28 submitted herewith for reconsideration; and

WHEREAS, pursuant to Section 2.27 of the Code of the City of
Vernon, the City Council of the City of Vernon finds and determines
that it is in the public interest and necessity that the bid received
for Bid No. 1418 be rejected and new bids or proposals be solicited in
accordance with applicable State law and the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
land correct.
SECTION 2: The City Council of the City of Vernon hereby
ratifies the Purchasing Department's issuance of Bid No. 1418.
SECTION 3: The City Council of the City of Vernon hereby
rejects the bid received for Bid No. 1418.
SECTION 4: The bid specification, which is attached hereto
as Exhibit "A" and made a part hereof, is hereby approved by the City
Council of the City of Vernon.
SECTION 5: The City Clerk of the City of Vernon is hereby
directed to give notice, in writing, inviting sealed proposals or bids
for the purchase of the backup power generation system at Booster
Plant 2, in accordance with the bid specification, and in accordance
with this resolution.
SECTION 6': There being no newspaper of general circulation
printed, published or circulated in the City of Vernon, the City Clerk
is hereby directed to post said notice, or cause the same to be
posted, in three of the most public places in the City of Vernon, to
wit: the northwest corner of 38th Street and Santa Fe Avenue, the
northeast corner of Leonis Boulevard and Pacific Boulevard, and on the

bulletin board in the lobby of the City Hall of the City of Vernon,
located at 4305 Santa Fe Avenue, in said City.
SECTION 7: The City Clerk of the City of Vernon is hereby
directed to post said notice forthwith and the first posting of said
notice shall be at least ten (10) days before the opening of the bids
for the proposed contract. Said notice shall provide that sealed
proposals or bids will be received by the City of Vernon at the office
of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
Avenue, Vernon, CA 90058-0805.
SECTION 8: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The City of Vernon Water Department hereby solicits quotations for the installation of a
backup power generation system. This system will serve Booster Plant 2 located at 4355
Downey Road. The generator unit will be used to run two wells and three booster motors
in addition to auxiliary related equipment.
The City has calculated the approximate required capacity of the generator to meet the
load from the pump motor. If your calculations indicate that a different size is needed,
please indicate as such on the bid and provide details on how the sizing was performed.
In addition, provide complete details on installation requirements, such as access
clearance, and height restrictions.
Before the contract is awarded, the City of Vernon requires the contractor to provide
proof of insurance, including a standard certificate of insurance, in at least the amounts
and coverage indicated on the insurance schedule. In addition to the standard certificate
of insurance, proof of general and umbrella liability coverage shall also be furnished in
the form indicated on the attached insurance schedule (Exhibit A).

tank per attached specifications.

1. Factory test shall be witnessed by a City of Vernon representative during City of
Vernon normal business hours (Mon — Thurs. 7.00 - 5:30 p.m.). Test shall consist of
manufactures normal factory test, which should simulate all shutdowns. Also a
demonstration of the 0 to full load pickup test of voltage and frequency regulation
using a resistive load bank and recorded by a strip chart recorder. A City of Vernon
representative shall witness the calibration of the strip chart recorder before the test._
The test shall also consist of a 1-hour full load run.
2. Field test to be performed by manufacturer and witnessed by a City of Vernon
representative during City of Vernon normal working hours (Mon — Thurs. 7:00 a.m.
to 5:30 p.m.).

I Permits: Engine is to be pre -approved by the South Coast Air Quality Management
District (SCAQMD) for operation within the area of jurisdiction. The City will
secure all permits and licenses pertaining to SCAQMD and local ruling agency for
the installation of the equipment. Provide information on the compliance of the
equipment with SCAQMD standards.
