Resolution No. 81271 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8127 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING NOTICE INVITING REQUEST FOR PROPOSALS OR BIDS FOR GARAGE WORKSTATION INSTALLATION PROJECT FOR THE COMMUNITY SERVICES & WATER DEPARTMENT WHEREAS, the Vernon Community Services & Water Department is currently evaluating issues relating to flooring and abatement in the remodeling of the Public Works Building (the "Remodeling") which would involve incorporating workstations in various portions of the Public Works Building; and WHEREAS, the Vernon Community Services & Water Department desires to commence the Remodeling in the Automotive Garage Office (the "Garage") by installing a two -person workstation (the "Project") since the flooring in the Garage is not scheduled to be removed and no abatement issues need to be resolved; and WHEREAS, the City of Vernon is interested in obtaining proposals from qualified vendors to perform the Garage Project; and WHEREAS, on January 7, 2003, the Finance Committee approved the recommendation of Bruce V. Malkenhorst, Director of Finance, dated December 19, 2002, that the City issue/ratify the issuance of a Request for Proposal for the Garage Project pursuant to Section 2.29-2 of the Vernon City Code; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 2: The City Council of the City of Vernon hereby ratifies the issuance of a Request for Proposal for the Garage Project, a copy of which is attached hereto as Exhibit "A" and made a part hereof, and directs the City Administrator/City Clerk, or his designee, to report to the City Council on the proposals received with a recommendation for action. SECTION 3: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. OLSON Police Chief FAX: (323) 826-1481 REQUEST FOR PROPOSAL (RFP) GARAGE WORKSTATION INSTALLATION PROJECT INTENT It is the intent of this specification to have the Contractor submit a Request for Proposal (RFP) to supply and install a two -person workstation at the City's Automotive Garage Office. In comparing proposals, consideration will not be confined to price only. The successful bidder will be one whose product is judged shall best serve the interests of the City of Vernon when price, product, safety, quality and delivery are considered. The City of Vernon reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities. A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements of this specification. The City requires the successful bidder to provide proof of insurance, including a standard certificate of insurance, in at least the amounts and coverage indicated on the insurance schedule. In addition to the standard certificate of insurance, proof of general and umbrella liability coverage shall also be furnished in the form indicated on the attached insurance schedule (Exhibit "A"). EQUIVALENT PRODUCT Bids will be accepted for consideration on any make that is equal or superior to the workstation specified. Decisions of equivalency will be at the sole interpretation of the City. A blanket statement that equipment proposed will meet all requirements will not be sufficient to establish equivalence. INTERPRETATIONS In order to be fair to all bidders, no oral interpretations will be given to any bidder as to the meaning of the specification documents or any part thereof Every request for such a consideration shall be made in writing to the City of Vernon. Based upon such inquiry, the City may choose to issue an Addendum. GENERAL The specification herein states the minimum requirements of the City. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The City of Vernon will consider as "irregular" or "non -responsive" any bid not prepared and submitted in accordance with the bid document and specification, or any bid lacking sufficient technical literature to enable the Department to make a reasonable determination of compliance to the specification. It shall be the bidder's responsibility to carefully examine each item of the specification. Failure to offer a completed bid or failure to respond to each section of the technical specification will cause the proposal to be rejected without review as "non -responsive". All variances, exceptions and/or deviations shall be fully described in the appropriate section. Deceit in responding to the specification will be cause for rejection. This is part of the remodeling of the Public Works Building. Since the Garage is the only section that does not need flooring, the department would like to begin the project. The department has budgeted $100,000.00 for this project and it is hereby recommended that the Community Services and Water Department be authorized to submit Request for Proposals for the installation of workstations in the Public Works Building. Part of this project will entail incorporating workstations in various portions of the Public Works building. Obviously, the workstations cannot be installed until the flooring and abatement issues are addressed. However, the flooring in the Garage office is not scheduled to be removed thus there are no abatement issues to deal with. It might be a good idea to have the workstations installed at this location in order to begin the project. With your permission, I would like to request permission to seek Request for Proposal's (RFP) for the installation of the workstation at the above -mentioned location.
