A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING NOTICE INVITING
REQUEST FOR PROPOSALS OR BIDS FOR INSTALLATION OF A
SECURITY SYSTEM AT VERNON BOOSTER PLANT 2 FOR THE
COMMUNITY SERVICES & WATER DEPARTMENT
WHEREAS, the Vernon Community Services & Water Department
has determined the need for the installation of a security system at
the Vernon Booster Plant 2 facility located at 4355 Downey Road (the
"Security Project") in order to safeguard the City's water supply; and
WHEREAS, the City of Vernon is interested in obtaining
proposals from qualified firms to perform the installation of the
security system; and
WHEREAS, on January 7, 2003, the Finance Committee approved
the recommendation of Bruce V. Malkenhorst, Director of Finance, dated
December 19, 2002, that the City issue/ratify the issuance of a
Request for Proposal for the installation of a security system at
Booster Plant 2 pursuant to Section 2.29-2 of the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
land correct.
SECTION 2: The City Council of the City of Vernon hereby
ratifies the issuance of a Request for Proposal for the installation
of a security system at Booster Plant 2, a copy of which is attached
hereto as Exhibit "A" and made a part hereof, and directs the City
Administrator/City Clerk, or his designee, to report to the City

Council on the proposals received with a recommendation for action.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

It is the intent of this Request for Proposal to provide for the installation of a Security System at
the City of Vernon Booster Plant 2 facility located at 4355 Downey Road in Vernon. The City
has evaluated different types of Security Systems and has determined that this configuration
specified is best suited for the City's needs.
In comparing proposals, consideration will not be confined to price only. The successful bidder
will be one whose product is judged to best serve the interests of the City of Vernon when price,
product, safety, quality and delivery are considered. The City of Vernon reserves the right to
reject any or all bids or any part thereof, and to waive any minor technicalities. A contract will
be awarded to the bidder submitting the lowest responsible bid meeting the requirements of this
specification.
The City requires the successful bidder to provide proof of insurance, including a standard
certificate of insurance, in at least the amounts and coverage indicated on the insurance schedule.
In addition to the standard certificate of insurance, proof of general and umbrella liability
coverage shall also be furnished in the form indicated on the attached insurance schedule
(Exhibit A).
EQUIVALENT PRODUCT
Bids will be accepted for consideration on any make or model that is equal or superior to the
Security System specified. Decisions of equivalency will be at the sole interpretation of the City.
A blanket statement that equipment proposed will meet all requirements will not be sufficient to
establish equivalence. Original manufacturer's brochures of the proposed unit are to be
submitted with the proposal.
All modifications made to the standard system or model described in the manufacturer's
brochures must be certified by the manufacturer and submitted with the bid, or the bid will be
deemed "non -responsive" and rejected without further review. Bidder must be prepared to
demonstrate a unit similar to the one proposed, if requested.
INTERPRETATIONS
In order to be fair to all bidders, no oral interpretations will be given to any bidder as to the
meaning of the specification documents or any part thereof. Every request for such a
consideration shall be made in writing to the City of Vernon. Based upon such inquiry, the City
may choose to issue an Addendum.
GENERAL
The specification herein states the minimum requirements of the City. All bids must be regular
in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection.
The City of Vernon will consider as "irregular" or "non -responsive" any bid not prepared and
submitted in accordance with the bid document and specification, or any bid lacking sufficient
technical literature to enable the Department to make a reasonable determination of compliance
to the specification.
It shall be the bidder's responsibility to carefully examine each item of the specification. Failure
to offer a completed bid or failure to respond to each section of the technical specification will
cause the proposal to be rejected without review as "non -responsive". All variances, exceptions
and/or deviations shall be fully described in the appropriate section. Deceit in responding to the
specification will be cause for rejection.
SCOPE OF WORK:
• Install seven (7) cameras at designated locations as directed by the City.
• Install digital recorder in the Ybarra Substation.
• Run approximately 3,500 feet of wire, through conduit provided by the City, from cameras to
the digital recorder.
• Connect digital recorder to panel enclosure provided by the City for off -site viewing.
• Program and adjust cameras view and focus.
• Train personnel on new system.

The Community Services and Water Department is requesting
authorization to submit Request for Proposal's (RFP) for the
installation of a security system at Booster Plant 2 to prevent
intruders from entering the premises to taint the water supply and
also to minimize any other potential risks. The department has
budgeted $50,000.00 for this purchase.
It is hereby recommended that the Community Services and Water
Department be authorized to submit Request for Proposal's for the
installation of a security system at Booster Plant 2.

SUBJECT: Security System — Request for Proposal (RFP)
The Department of Community Services would lice to request permission to seek Request for
Proposal's 01FP) for the installation of a security system at Booster Plant 2. This is a budgeted item
With the ever-increasing vulneility to terrorist attacks, it would be in the best interest of the
City to install a security system at the above -mentioned location in order to minimize potential risks.
Booster Plant 2 consists of three reservoirs, two wells and six booster pumps. As things
currently stand, it would be relatively easy for an intruder to enter the premises and potentially taint
the water supply.
Please advise when time permits.
