Describe what you plan to accomplish (state as a measurable target or goal).
(Example: 1) By implementing beverage container recycling at all city parks, we hope to divert 10 percent more recyclable material
from our landfill than last year.)
The City of Vernon is exclusively industrial. The City has a resident population of about one hundred, however the
daytime work force is over 40,000. The City will concentrate on providing beverage container recycling opportunities for
that daytime workforce. The City will install recycling containers at its Civic Center and other public buildings. In
addition, the City will work with local businesses and the Chamber of Commerce to expand recycling opportunities at
local businesses. The City will also develop a "cleanup day" event, which, using volunteers from the City and local
businesses will identify and cleanup an area of the City that is highly littered. The City will work with the local school to
bring recycling awareness assemblies to its students and to setup a can and bottling recycling program that will be used
as a school fund raiser.
Explain how effectiveness of the projectlactivities will be evaluated, including the data that will be collected
and analyzed.
(Example: We will track our volume monthly, by material type and measure our progress by comparing the totals to last year.)
The City will monitor and measure the amounts of recyclables recovered through its City facility and business recycling
programs. Additionally, as part of the proposed litter cleanup event, City staff will attempt to measure what percentage
of litter collected is made up of easily recycled cans, bottles and other materials. This data will be used to develop
strategies for further expanding recycling opportunities in the City.
2000/2001 Evaluation: Briefly describe the measurable outcomes achieved after implementing funded
activities in fiscal year 200012001.
(Examples: 1) Change in volume of beverage containers recycled as measured by pre/post tonnage reports, 2) Change in
beverage container recycling awareness as measured by prelpost consumer surveys.)
The city noted some reduction of litter around bus stop enclosures where recycling/litter posters were placed.
Did your city/county prohibit the siting of a supermarket site, cause a supermarket site to close its business and/or
adopt a land use policy that restricts or prohibits the siting of a supermarket site within its jurisdiction since 1/1/2000?
(Provide a copy of any cunrent policy or ordinance relating to beverage container recycling.)

The California Department of Conservation (CDC) has announced that,
pursuant to Section 14581(a)(4)(A) of the California Beverage
Container Recycling Litter Reduction Act, the City of Vernon is
eligible for $5,000.00 in grant funds for the years 2003-2004. Due to
an ongoing litter problem within the City and neighboring communities,
staff is requesting approval to apply for the grant funds and utilize
them to develop and distribute public information items to promote
recycling. If the grant is approved, the Environmental Health
Department is proposing to retain the services of KJ Services, their
current Used Oil Recycling consultant, using grant funds. It is
hereby recommended that authorization to submit the grant fund
application be granted and a Resolution adopted.
Very truly yours,
Bruce V. Malkenhorst

Reduction Act is being considered by the City Council of the City of Vernon on March
19, 2003.
The application requires a city representative to certify that the information contained in
the application is true and correct under penalty of perjury. We believe that the Director
of Environmental Health should execute the application certifying that the information
contained therein is true and correct.
I will modify the resolution approving and authorizing the execution of the application to

Re: Request for Approval to Apply for Beverage Container Recycling and Litter Cleanup
Grant Funds
In May 2000, the City Council adopted Resolution 7533, which was the City's 'first request for a
Beverage Container Grant. As a result of that application and subsequent applications, the California
Department of Conservation has annually approved $5,000 in grant monies to the City of Vernon.
We have used the grants to print and distribute recycling and litter reduction information to
businesses in the City and at the Vernon Elementary School.
The California Department of Conservation has announced that, pursuant to Section 14581(a)(4)(A)
of the California Beverage Container Recycling and Litter Reduction Act, the City of Vernon is eligible
again for $5,000 in grant funds for fiscal year 2003-2004. Bgcause litter is an ongoing problem in our
city as well as in neighboring .communities, we are proposing to apply for the grant funds and utilize
them to develop and distribute public information items as well as to purchase products to promote
recycling. The public information efforts would be similar to those used in the Used Oil Recycling
Program that have been successful for the past several years.
With your concurrence, I am recommending that the City Council authorize the application for the
Beverage Container Recycling and Litter Reduction grant funds. For your consideration, I am
attaching the completed application, which will need your signature, and a partially edited copy of the
previous resolution for reference.
Please note that the application with the City Council resolution must be received by the
Department of Conservation by Wednesday, April 30, 2003. Please have the documents
returned to our department for submission to the Department of Conservation.
If the Department of Conservation approves our grant, I propose to continue to utilize the consultant,
KJ Services, for the Beverage Container Program.
