Resolution No. 81711 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8171 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING RESOLUTION NO. 8007 BY AMENDING PAGES 4 AND 5 OF SCHEDULE II (EXHIBIT "B") OF SAID RESOLUTION WHICH FIXED THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES WHEREAS, on July 3, 2002, Resolution No. 8007 was adopted by the City Council of the City of Vernon -to be effective on July 1, 2002; and WHEREAS, on March 19, 2003, the Finance Committee considered the recommendation of Bruce V. Malkenhorst, Director of Finance, dated March 12, 2003, that Resolution No. 8007 be amended to eliminate the position of Assistant Director of Resource Management in the Utilities Department and to create the position of Bulk Power Manager in the Utilities Department with the appropriate salary scale; and WHEREAS, the City Council of the City of Vernon wishes to amend Resolution No. 8007 by amending pages 4 and 5 of Schedule II (Exhibit "B") to establish the classification and salary scale for Bulk Power Manager in the Utilities Department and the elimination of the position of Assistant Director of Resource Management in the Utilities Department. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: Effective March 19, 2003, pages 4 and 5 of Schedule II, Exhibit "B" of Resolution No. 8007 are hereby amended to 1 2 3 4 5 6 7 8 9 10' 11 12 13 14, 15 16 17 18 19!, 20' 21 22 23 24 251 26 27 28 eliminate the position of Assistant Director of Resource Management in the Utilities Department and to create the position and salary scale for the position of Bulk Power Manager in the Utilities Department as indicated on the amended pages 4 and 5 which are attached hereto and made a part hereof as Exhibit "A." SECTION 3: The provisions of Resolution No. 8007, 8025, 8034, 8048 and 8102 not consistent with or in conflict with this resolution are hereby repealed; in all other respects, Resolution Nos. 8007, as amended by Resolution Nos. 8025, 8034, 8048 and 8102 shall remain in full force and effect. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. DeDario, Director of Utilities SUBJECT: Bulk Power Responsibilities Per our conversation following is a discussion concerning some changes I am recommending for the Utilities Department. Because of the difficulty in finding a qualified individual for the Assistant Director of Resource Management position and with the impending commercial operation of the Malburg Generating Station (MGS), I have considered various alternatives to cover all the responsibilities required. With that in mind, I offer the following proposal. Create a position called Bulk Power Manager (see attached job description) at the level of the Senior Civil Engineer (see attached salary scale) which would report to Jorge Somoano, Deputy Director of Utilities. This position would replace the Assistant Director of Resource Management position anwould be responsible for all the existing bulk power responsibilities such as: evaluation o a - resources, power purchases, California ISO operation coordination, public benefits programs, administration of contracts, forecasting, and the operation and maintenance of the MGS when it becomes commercial. To accomplish the above, I recommend the following effective immediately: Create a Bulk Power Manager position, • eliminate the Assistant Director of Resource Management Position, • advertise internally only and L-- • interview any qualified internal candidates and interested qualified candidates who have applied for the Assistant Director of Resource Management position. DISTINGUISHING CHARACTERISTICS — Management position which is responsible for the bulk power requirements including energy services programs. SUPERVISION RECEIVED AND EXERCISED — Reports to the Deputy Director of Utilities and supervises professional and technical staff. EXAMPLES OF DUTIES — Duties may include, but are not limited to, the following: manages the planning, development and contractual acquisition of electric power, natural gas and transmission resources; represents the City in joint action agencies, joint power projects and various other organizations; administers contracts; supervises and participates in the interpretation and evaluation of economic analyses, planning data and study results in the development of recommendations for electric power, natural gas and transmission resources and energy services programs; prepares and administers the bulk power budget; and performs other related duties as required. QUALIFICATIONS — Knowledge of: Accounting principles; methods used in the economical evaluation of bulk power; integrated resource planning theory; principles of management, supervision, training and performance evaluation. Education: A Bachelor's degree in engineering, business, economics, mathematics, or other related technical field is required. License or Certificate: Valid California Class C driver's license is required.
