Resolution No. 8193N 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 No RESOLUTION NO. 8193 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON PROVIDING FOR THE IMPLEMENTATION OF THE CITIZENS OPTION FOR PUBLIC SAFETY (COPS) PROGRAM WHEREAS, Assembly bill 1913 (AB 1913)(Cardenas) was chaptered into law on September 7, 2000 for supplemental local law enforcement funding pursuant to the bill; and WHEREAS, AB 1913 provides $100,000,000 statewide for the Citizens for Public Safety (COPS) Program; and WHEREAS, the County of Los Angeles has established a Supplemental Law Enforcement Service Fund (SLESF) in accordance with Section 30061 of the Government Code to receive AB 1913 funds which have been allocated for use in Los Angeles County; and WHEREAS, the City of Vernon participates in the COPS Program and receives its share of any funds available for the purpose of ensuring public safety; and WHEREAS, the City has established its own Supplemental Law Enforcement Service Fund (SLESF) in accordance with Section 30061 of the Government Code; and WHEREAS, by minute order on September 5, 2001, the City Council of the City of Vernon authorized the Police Department to procure equipment to deter juvenile crime utilizing the COPS grant funds in order to improve frontline municipal police services and enhance the effectiveness of its officers; and WHEREAS, Assembly Bill 823 (AB 823)(Poochigian) was chaptered into law on April 8, 2002 amending Sections 30061 and 30063 of the Government Code relating to law enforcement funding; and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, AB 823 provides that funds received be .expended no later than June 30 of the following fiscal year; and WHEREAS, by letter dated April 28, 2003, Bruce V. Malkenhorst, City Administrator/City Clerk, recommended that the Police Department be authorized to proceed with the acquisition of mobile data terminals and cameras utilizing the COPS grant funds; and WHEREAS, the City Council has conducted a public hearing to consider funding requests from the Chief of Police to use COPS grant funds by June 30, 2004 to improve frontline municipal police services and to implement a comprehensive multi -agency juvenile justice plan and shall determine each submitted request as required by AB 823 in order to enhance the effectiveness of its officers. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby directs that the City maintain its own Supplemental Law Enforcement Service Fund (SLESF) as required by AB 823 and State law pursuant to Government Code Sections 30061 and 30063. Towles Date: April 3, 2003 Re: Use of COPS Grant Funds In October 2001, the City of Vernon received $100,000.00 through the State's Citizen Options for Public Safety fund, provided by Senate Bill 823. The intent of the legislature is allocating these funds was to provide for, among other things, frontline law enforcementservices and the implementation of a comprehensive multi -agency juvenile justice plan. These funds must be expended by June 30, 2003. At the City of Vernon Council Meeting on August 27, 2002, the City Council approved the use of the funds for the purchase of a new command vehicle, tactical response equipment and wireless video equipment. Since that time, we have submitted for the purchase of the tactical response equipment and other equipment used by the officers in our briefing room. Remaining funds set aside for the purchase of the new command vehicle and the wireless video equipment have not yet been dedicated or expended. In October 2002, the City of Vernon received another $100,000.00 through the State's Citizen Options for Public Safety fund. Again, these funds have been allocated to provide support for frontline law enforcement services. These funds must be expended by June 30, 2004. The Police Department is requesting that the unspent Citizens Options for Public Safety (COPS) funds received on October 2001 and a portion of the COPS funds received in October, 2002, be used to purchase Mobil Data Terminals as outlined in the attached memorandum dated March 26, 2003. The balance of the COPS funds received in October 2001 is estimated to be $45,822.52. Combined with the $100,000.00 received in October 2002, we have approximately $145,822.52 available for the proposed purchase of the new Mobile Data Terminals. The estimated purchase price for the Mobile Data Terminals is $110, 942.00. This would leave a balance of $34, 880.52 in COPS funds. J The Police Department is recommending that these remaining funds be used to purchase additional Mobile Vision cameras for the patrol units that do not currently have the cameras installed. The City of Vernon, through the Supplemental Law Enforcement Services Fund, received COPS funds in the amount of $100,000.00 in October 2002. These funds must be spent before June 30, 2004. Before spending the funds, a public hearing is required. According to information received from the Supplemental Law Enforcement Oversite Committee, a public hearing, for the purposes of this grant, can mean a staff report to City Councitautlining what the funding wW be spent on and then put on the Council agenda under Public Hearings. It can go as a consent item and if no one pulls it off the agenda, we have complied with the legislative intent. James Rodino Date: 3/26/2003 Re: Request for Grant Funds Introduction This report requests the purchase of 17 Mobile Data Terminals from Insight Technologies for the Police Department in the amount of $110,942.00. I respectfully request to use COPS 0002 f and 0003 grant money for this purchase. Background In 1999, we purchased ,Motorola MW-520 mobile data terminals for our police units. Exhaustive research was done at the time and we found that the MW-520's were the best available computer at the time. Over the course of time the programs we use for paperless reporting and for running queries, receiving calls and accessing our intranet site have become more sophisticated. Unfortunately, though, the MW-520 has not been able keep up with these enhancements, For example, we recently went through a software upgrade of our Visionair Mobile and Paperless software. Upon installing the software on our current Motorola MW-520 Mobile Data Terminals we found that the software requires more resources than these computers can accommodate. Both pieces of software require a minimum800x600 resolution, however, the Motorola MW-520 only offers a resolution of 640x480, which results in a distorted viewing area when either of these applications are run. The MW-520 cannot be upgraded with a video card with a higher resolution. In addition, the Visionair Mobile software and Paperless software requires more RAM in order for it to run efficiently. Since the Motorola MW-520 only has 128MB RAM, it has a difficult time running either pieces of software efficiently, not to mention how sluggish it becomes when programs run simultaneously. As with the video card, the MW-520 cannot be upgraded to a higher RAM. All of the officers I have spoken with have voiced their irritation with how slow the computers have become and wanting to know if we plan to upgrade them. 1_ Discussion To replace the existing Motorola MW-520 with a more robust mobile data terminal, I recommend the purchase of three UltraSlim Tablet PC's (VTR-7300). The UltraSlim Tablet PC's is an all -in -one Intel Pentium -based, computer system with a flat -panel, monitor. The color, 1000 NIT touch -screen display offers superb readability in full sunlight and can be adjusted for nighttime viewing. Moreover, because the UltraSlim Tablet PC's is an all -in -one system, it can be detached from the unit's mounting bracket and worked on at a convenient location. The UltraSlim Tablet PC comes with a self- contained backlit keyboard with touch -pad. The keys on the keypad are illuminated from under the keys to allow for ease of use during nighttime hours. The computer comes with a 20 GB hard -drive and 256 MB expandable memory. < The UltraSlim Tablet PC also allows for future add-ons such as an Automatic Vehicle Location (AVL) system and a Wireless Local Area network (LAN) connection. Each UltraSlim Tablet PC includes a 500 MHZ Intel Processor, 256 MB RAM, 20 GB hard drive, Microsoft Windows 2000 software, color touch -screen, and a backlit keyboard with touch -pad. Each unit costs approximately $5,580.00. Vendors The vendor for this mobile data terminal is Insight Video, 10134 Oh Street, Suite M, Rancho Cucamonga, CA. 91730. Their phone number is (909) 373-1800. ` As mentioned earlier, each unit costs $5,580.00 bringing the total expenditure cost for 17 terminals to $94,860. There is a reoccurring annual cost for 8-hour support and repair in the amount of 486.00: The first year support will be requested using the grant money, each subsequent year, thereafter, will be submitted for on the annual City bude The mounting of each mobile data terminal will take place at Southbay Regional Communications (310) 352-5966. The cost of the bracket will be $200.00 per MDT and installation will be $188.00 per unit bringing the total mounting cost to $388.00 per unit. References I spoke to the in-house computer technician for Fresno Police Department, Jim Lutter. He , told me that the Fire Department has finished testing the UltraSlim Tablet PC and they have been very pleased with the computer. Mr. Lutter told me that the unit they tested was very fast and robust. The screen is very bright and is easily viewable during daylight hours. The city council approved the purchase of the itemized equipment and authorized the department to pursue the acquisition of said equipment. at this time the police department will continue working w/the IT department to finalize this matter & select an appropriate vendor. As soon as this is completed (prior to 5/19) the appropriate staff (PD?) will pursue equipment purchase agreements & support maintenance agreements & work closely w/the city attorney's secretary Judy Lehr in finalizing them. The Police Department is requesting authorization to utilize approximately $45,822.52 of the remaining COPS funds received in 2001 and the $100,000.00 received in 2002 to purchase the following: Regular City Council Meeting Agenda May 7, 2003 0 Seventeen (17) mobile data terminals at approximately 1 $94,860.00 from Insight Video. • First year's hardware support from Insight Video at approximately $9,486.00; subsequent years will be appropriated on the City's budget. • Brackets and installation of the units at an approximately $6,596.00 from Southbay Regional Communications. • Six (6) cameras and installation for patrol units at approximately $5,250.00 each from Mobile Vision. This has been reviewed by the City Attorney and it is hereby recommended that the Police Department be authorized to proceed with the acquisition of the requested equipment at the stated amounts from the requested vendors utilizing COPS Grant Funds. RESOLUTION NO. 8193 - A Resolution of the City Council of the City of Vernon Providing for the Implementation of the Citizens Option for Public Safety (COPS) Program. Public Hearing - to consider adoption of an ordinance amending the Comprehensive Zoning Ordinance establishing regulations for adult or sexually oriented businesses or similar businesses with the City of Vernon and Notice of Intent to adopt the Negative Declaration. Communication from Bruce V. Malkenhorst, City Administrator/City Clerk, dated April 30, 2003, advising that the City of Vernon is proposing to adopt an ordinance amending the City Code of the City of Vernon to establish zoning regulations for adult or sexually oriented businesses or similar businesses within the City. Submitted herewith are the following supporting documents: 1. Staff Report. 2. Notice of Public Hearing; copies of notification letters to owners and tenants in the area; affidavits of posting and mailing; Declaration of Publication; and Notice of Intent. 3. Environmental Checklist Form and Initial Study. 4. Proposed Negative Declaration. The project is consistent with the City of Vernon Comprehensive Zoning Ordinance and the City of Vernon General Plan as adopted by the City of Vernon. It is hereby recommended that the City Council determine: 1. That the project is consistent with the General Plan as adopted by the City of Vernon. 2.That the project will not have a significant effect on the environment. 3.
