RESOLUTION NO. 8194
A RESOLUTION OF THE CITY -COUNCIL OF THE CITY OF
VERNON ACCEPTING THE QUOTE OF AARDVARK TACTICAL,
INC. FOR THE PURCHASE OF TACTICAL RESPONSE
EQUIPMENT FOR THE POLICE DEPARTMENT
WHEREAS, by minute order adopted on September 5, 2001, the
City Council of the City of Vernon authorized the Police Department to
procure equipment to deter juvenile crime utilizing the Citizens for
Public Safety (COPS) grant funds in order to improve frontline
municipal police services and enhance the effectiveness of its
officers; and
WHEREAS, on October 23, 2002, the City Council of the City of
Vernon adopted Resolution No. 8091 providing for the implementation of
the COPS Program; and
WHEREAS, the City's Police Department has requested that the
City purchase tactical response equipment to add to the Department's
weapons inventory utilizing COPS grant funds; and
WHEREAS, the City's staff has determined that thebestweapon
for the Department is the Colt AR-15 Commando Carbine with accessories
(hereinafter referred to as "Rifles") that will enhance usability and
improve officer safety during the deployment of the Rifles; and
WHEREAS, the City's staff has determined that the purchase of
the Rifles will improve frontline municipal police services and enhance
the effectiveness of its officers, thereby benefiting the health and
welfare of Vernon's citizens; and
WHEREAS, City staff sought informal quotes for the purchase
of the Rifles; and
1 WHEREAS, the City's Police Department believes that Aardvark
2 Tactical, Inc. ("Aardvark") is the only vendor that can provide the
3 Rifles meeting the Police Department's specifications and
4 requirements; and
5 WHEREAS, on April 22, 2003, the Finance Committee
6 recommended that the City Council approve the recommendation of Bruce
7 V. Malkenhorst, Director of Finance, dated April 16, 2003, that the
8 Rifles be purchased from Aardvark at an approximate cost of Twenty-
9 Seven Thousand Six Hundred Sixty -Seven Dollars and Seventy -Four Cents
10 ($27,667.74); and
11. WHEREAS, the City Council of the City of Vernon has
12 determined that, pursuant to the provisions of subsection (a) of
13 Section 2.27 of the Vernon City Code, it is in the public interest and
14 necessity to purchase the Rifles from Aardvark in order to enhance
15 municipal police services provided to the Vernon community.
16 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
17 CITY OF VERNON AS FOLLOWS:
18 SECTION 1: The City Council of the City of Vernon hereby
19 finds and determines that the recitals contained hereinabove are true
20 and correct.
21 SECTION 2: The City Council of the City of Vernon hereby
22 accepts the quote of Aardvark, a copy of which is attached hereto as
23 Exhibit "A" and made a part hereof.
24 SECTION 3: The City Council of the City of Vernon hereby
25 authorizes the issuance of a purchase order for the purchase of the
26 Rifles from Aardvark and hereby approves the expenditure of COPS grant
27 funds for the purchase.

1 SECTION 4: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution, and thereupon and
3 thereafter the same shall be in full force and effect.

Various quotes were received and Aardvark Tactical, Inc., providing
the lowest quote. It is hereby recommended that the tactical response
equipment be purchased from the selected vendor at an approximate cost
of $27,667.74.

to Police Chief Bruce Olson, Lt. Steve Towles advises that the department received
approval from the City Council to expend approximately $25,000.00 for the
purchase of tactical response equipment, from the department's COPS Grant fund.
ve Michael Docherty and some of his colleagues conducted tests on various
f rifles, and concluded that the Colt rifle and accessories previously
ned, was the best weapon system for the department.
Lt. Steve Towles consulted with different vendors, and found only one (Aardvark
Tactical, Inc.,) willing to deliver the rifles equipped with the accessories mentioned
above. Purchasing obtained additional pricing on most of the items requested, and
confirmed that the pricing shown is the lowest pricing quoted.
The suggested vendor is Aardvark Tactical, Inc., The approximate cost is
$27,667.74 (cost includes sales tax and freight charges). There are additional
funds available in the COPS Grant fund, to cover the shortage.
