RESOLUTION NO. 8196
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
AN APPLICATION FOR A 2003/2004 USED OIL RECYCLING
BLOCK GRANT
WHEREAS, the people of the State of California have enacted
the California Oil Recycling Enhancement Act that provides funds to
cities and counties for establishing and maintaining local used oil
collection programs that encourage recycling or appropriate disposal of
fused oil; and
WHEREAS, the California Integrated Waste Management Board
("Waste Board") has been delegated the responsibility for the
administration of the program within the State, setting up necessary
procedures governing application by cities and counties under the
program; and
WHEREAS, on March 20, 2002, the City Council of the City of
Vernon adopted Resolution No. 7930 approving and authorizing the
submittal to the Waste Board of an Application for a 2002/2003 Used
Oil Block Grant (Eighth Cycle) under the California Oil Recycling
Enhancement Act; and
WHEREAS, in accordance with the Waste Board's approval of
previous applications, the City of Vernon received grant funds of
approximately Five Thousand Dollars ($5,000) on a yearly basis from
1997 through 2002 and used the funds to improve the public's awareness
of used oil recycling opportunities and the damage to the environment
caused from releases of used oil; and
WHEREAS, the Waste Board is offering an opportunity for
cities to apply for the Ninth Cycle of Used Oil Grant Funds for the

fiscal year 2003/2004 and the expected grant fund level for Vernon is
expected to be at Five Thousand Three Hundred Dollars ($5,300); and
WHEREAS, the Director of Environmental Health will continue
to administer the used oil grant program on behalf of the City of
Vernon and has recommended that the City apply for the Used Oil Grant
Funds; and
WHEREAS, by letter dated April 23, 2003, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that the
2003/2004 Used Oil Recycling Block Grant Application be approved and
Ilexecuted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves and authorizes the submittal to the Waste Board of a
2003/2004 Used Oil Recycling Block Grant Application, a copy of which
is attached hereto as Exhibit "A" and made a part hereof, for all
available grants under the California Oil Recycling Enhancement Act.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the execution of the Application by the Director of
Environmental Health on behalf of the City of Vernon and hereby
authorizes the Director of Environmental Health to execute any and all
documents necessary for the purposes of securing grant funds and to
implement and carry out the purposes specified in the grant -
application for, and on behalf of, the City of Vernon.

SECTION 4: The City Council of the City of Vernon hereby
directs the Director of Environmental Health, or his designee, to send
prior to May 30, 2003, the executed Application together with a copy
of this Resolution to:

The California Integrated Waste Management Board (CIWMB) annually
issues enforcement assistance grants to local enforcement agencies to
procure necessary equipment, supplies, and training to improve the
capability and performance of the agencies. At this time it is
necessary to apply for the 9th Cycle of the Used Oil Grant Funds for
fiscal year 2003/2004.
This has been reviewed by the Director of Environmental Health and the
City Attorney and it is hereby recommended that the application for a
CIWMB Grant in the approximate amount of $5,300.00 be approved and
executed.

Re: Request for Approval to Apply for Used Oil Grant Funds 9t' Cycle
Since 1997 the City Council has authorized the preparation of applications to the California
Integrated Waste Management Board (Waste Board) for Used Oil Grant Funds. The Waste Board
has approved the applications and the City has received aproximat $5,000 on a yearly basis
(1997, 1998, 1999, 2000, 2001, & 2002). The grant funds have been used to improve the public's
awareness of the used oil recycling opportunities and the damage to the environment caused from
releases of used oil. Funded activities have included:
• The printing of the Used Oil Recycling Calendar.
• The purchase of educational materials (pens, pencils, pamphlets, etc.)
• The distribution of free used oil -recycling containers to Vernon business employees and the
public.
• The services of a consultant to conduct education outreach efforts.
Recently the Waste Board announced the opportunity for cities to apply for the next cycle (Ninth
Cycle) of Used Oil Grant Funds, Fiscal Year 2003/2004. Grant fund levels for Vernon are expected
to be the same (approximately $5,300).
With your concurrence, I am requesting that the City Council authorize me to submit the application
for Used Oil Grant Funds on behalf of the City. I am attaching the application, which will need to be
returned for my signature, and a copy of a draft resolution for reference.
Please note that the application with the City Council Resolution must be postmarked by
Friday May 30, 2003 at 5:00 P.M. Following City Council approval, our department will
submit the required documents to the Waste Board.
