IMPACT TO ALSO TARGET, INVESTIGATE AND,PROSECUTE INDIVIDUALS WHO ENGAGE IN TERRORISM WHEREAS, on September 3, 1991, the City Council of the City of Vernon adopted Resolution No. 5982 approving a Memorandum of Understanding ("MOU") to participate with other cities.within Los Angeles County in the Interagency Metropolitan Police Apprehension Crime Task Force ("L.A. Impact") in coordinated drug enforcement efforts directed by the Los Angeles County Police Chiefs Association; land WHEREAS, on December 3, 1996,.the City Council of the City �of Vernon adopted Resolution No. 6885 approving revisions to the MOU; and WHEREAS, L.A. Impact has been very successful in accomplishing its original mission; and WHEREAS, the original mission of L.A. Impact is stated in the MOU as: The Mission of the Los Angeles Interagency Metropolitan Police Apprehension Crime Task Force is to promote coordinated law enforcement efforts, and to address emerging criminal justice issues throughout the Los Angeles County area, encouraging maximum cooperation between all law enforcement and prosecutorial agencies, and insuring the safety of both police personnel and the public, accomplished in an efficient manner within constitutional guidelines. Initially L.A. Impact will target, investigate and prosecute individuals who organize, direct, finance, or otherwise engage in medium -to -high level drug 1 trafficking enterprises or money laundering, placing 2 a high priority on those subjects engaged in* the importation of drugs into Los Angeles County, and to 3 interdict such illicit supply lines and seize their drugs. 4 L.A. Impact is also established to identify and 5 ultimately convict medium -to -high level drug 6 traffickers and to seize assets derived through drug trafficking through the effective methods of a task 7 force approach; and 8 WHEREAS, recent horrific events of historical proportions 9. demand that law enforcement agencies respond collectively to terrorist 10 threats; and 11 WHEREAS, L.A. Impact has become a model of interagency 12 cooperation and effectiveness in Los Angeles County accomplishing its 13 mission to target, investigate and prosecute drug traffickers who 14 threaten our society and our youth; and 15 WHEREAS, L.A. Impact is uniquely situated to undertake a 16 joint and cooperative effort to confront terrorist threats to our 17 society on a local level; and 18 WHEREAS, an amendment to the mission statement of L.A. 19 Impact previously adopted by city councils is an appropriate method to 20 create a mechanism to confront terrorism in Los Angeles County in a 21 unified and organized manner; and 22 WHEREAS, the Chief of Police of each city in Los Angeles 23 County are uniquely suited to develop and execute the programs and 24 plans that*are necessary to confront the significant threats to our 25 society; and 26 WHEREAS, state law authorizes cities to approve agreements 27 by which they can jointly exercise powers common to cities. 28 2 - 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 S - � NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 11CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby Ifinds and determines that the recitals contained hereinabove are true Hand correct. SECTION 2: The City Council of the City of Vernon hereby adopts the amended and restated L.A. Impact MOU which shall include the following provisions: "The Mission of the Los Angeles Interagency Metropolitan Police Apprehension Crime Task Force is to promote coordinated law enforcement efforts, and to address emerging criminal justice issues throughout the Los Angeles County area, encouraging maximum cooperation between all law enforcement and prosecutorial agencies, and insuring the safety of both police personnel and the public, accomplished in an efficient manner within constitutional guidelines. Initially L.A. Impact will target, investigate and prosecute -individuals who organize, direct, finance, or otherwise engage in medium -to -high level drug trafficking enterprises or money laundering, placing a high priority on those subjects engaged in the importation of drugs into Los Angeles County, and to interdict such illicit supply lines and seize their drugs. L.A. Impact is also established to identify and ultimately convict medium -to -high level drug traffickers and to seize assets derived through drug trafficking through the effective methods ofa task force approach.. Additionally L.A. Impact, as a separate and distinct mission, separately funded or as may be authorized by participating member agencies, shall cooperatively and jointly target, investigate and prosecute individuals who engage in any activity relating to terrorism and criminal activity which threatens the public health, safety and welfare of citizens. This Amendment shall - 3 - a � 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 be effective when fifty percent (50%) plus one (1) of the cities with eligible police departments adopt by council action, the MOU as amended restated herein, but only as to those cities who do so. SECTION 2: The City Council of the City of Vernon hereby authorizes the Chief of Police of the City to act as the exclusive agent and representative of the City to the City to the Task Force and, further authorizes the Chief, with respect to drug trafficking, to allocate personnel and financial resources in accordance with the MOU and applicable provisions of law concerning asset seizures and forfeitures; and further, with respect to terrorist and criminal activity, to allocate personnel and financial resources in accordance with the MOU and as may be funded separately or authorized by the City Council. SECTION 3: The City Council of the City of Vernon hereby directs the City Clerk, or his designee, to send this Resolution to: SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in -full force and effect.
