A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
AN AMENDMENT NO. TWO TO AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES BY AND BETWEEN THE CITY OF
VERNON AND RAYMUNDO ENGINEERING CO., INC. REGARDING
GAS DISTRIBUTION SYSTEM
WHEREAS, on June 20, 2001, the City Council of the City of
Vernon adopted Resolution No. 7792 approving and authorizing the
execution of an Agreement for Professional Consulting Services (the
"Agreement") with Raymundo Engineering Company, Inc. ("Raymundo") for
engineering technical support for the gas distribution system; and
WHEREAS, on July 3, 2002, the City Council of the City of
Vernon adopted Resolution No. 7996 approving and authorizing the
execution of Amendment No. One to the Agreement with Raymundo to extend
the Agreement to June 30, 2003; and
WHEREAS, in accordance with Section ll.G of the Agreement,
the City of Vernon and Raymundo desire to extend the Agreement through
and including June 30, 2004 and to increase the annual compensation
under the Agreement to a sum not to exceed $50,000.00; and
WHEREAS, on June 16, 2003, the Finance Committee considered
Ithe recommendation of Bruce V. Malkenhorst, Director of Finance, dated
(June 12, 2003, that an amendment to the Agreement be approved and
lexecuted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
1 and correct.
2 SECTION 2: The City Council of the City of Vernon hereby
3 approves the Amendment No. Two to the Agreement for Professional
4 Consulting Services with Raymundo, a copy of which is attached hereto
5 as Exhibit "A" and made a part hereof.
6 SECTION 3: The City Council of the City of Vernon hereby
7 authorizes the Mayor and the City Clerk to execute said Amendment for,
8 and on behalf of, the City of Vernon.
9 SECTION 4: The City Council of the City of Vernon hereby
10 directs the City Clerk, or his designee, to send one fully executed
11 Amendment to:

12 PERFORMANCE is hereby amended to read as follows:
13 Consultant's services shall be extended from June 30,
14 2003. The extension period will commence on July 1,
15 2003 and shall continue until June 30, 2004, unless the
16 Agreement is terminated or extended.
17 SECTION 2: Section 4.A of the Agreement entitled Consulting
18 Costs is hereby amended to read as follows:
19 The City will compensate Consultant for gas engineering
20 technical consulting services pursuant to Consultant's
21 Proposal. The total amount to be paid to Consultant
22 under this Agreement during the time period July 1,
23 2003 through June 30, 2004 shall not exceed an annual
24 total amount of Fifty Thousand Dollars and No Cents
25 ($501 000.00) .
26 SECTION 3: In all other respects, the terms and conditions
27 of the Agreement shall be renewed in its entirety.

The Community Services and Water Department obtained a video log from
Layne Christensen due to the recent discharge of sand and gravel from
Well 14 during its flush cycle. Layne Christensen determined that a
small hole exists and that the louvers are damaged. Three
alternatives were presented with the least costly and most expeditious
having an approximate cost of $15,130.00. It is hereby recommended
that Well 14 be repaired as described on the third alternative of the
Director of Community Services' memo (attached) dated June 16, 2003.
Funds from account no. 020-1084-55962 will be used for this expense.

SUBJECT: Well 14 Repair Options
Well 14 recently began discharging sand and gravel during its flush cycle. This is often associated with
some type of break in the well casing. Layne Christensen was called to perform a video log to determine where
the problem exists. Upon review of the video log, Layne determined that a small hole exists at approximately
402'8" and the louvers appear damaged from 606' to 608'. Layne has provided the City with three alternatives
that should remedy the problem:
1) Full Length Liner ($241,411.00): The installation of the full-length liner basically gives the well a
life expectancy of a newly drilled well. The liner will extend approximately 1,312 feet into the
well -shaft thereby encompassing the entire length of the well. The only possible draw -back could
be a minimal reduction in the pumping capacity of the well;
2) Drill a New Well ($580,370.00): If the City chooses not to go with alternative one, then drilling a
new well would be the City's next best alternative in terns of a long term water source; and
3) Patch Liner & Long Suction ($15,130.00): This process consists of lowering a patch liner to the
above mentioned locations and swage each section in place. There is a risk of splitting the casing
with the swage. If this occurs, the City would most likely have to go with option 1.
In a meeting held on Tuesday, May 20, 2003, with Don Leith of Layne Christensen, who we believe to
be an expert in the field, said that if this was his own personal well he would go with option 3 due to the high
costs of options 1 and 2. If option 3 splits the casing, the installed liner will not block the installation of a full-
length liner as proposed in option 1. Option 3 has additional merits when compared to options 1 and 2 including
reduced down time and a significantly lower cost.
In conclusion, there is some risk that some small undetectable holes may exist along the well -shaft
allowing for the potential of pumping sand and gravel with the completion of the patch liner as discussed in
alternative three. In addition and as discussed in alternative three, there is a distinct possibility that the casing
could split thus requiring the City to go with alternative one. However, due to the cost differential among the
three alternatives, it is my recommendation to go with option 3 to facilitate the repair of Well 14. Funds are
available in 020-1084-55962.
Please advise when time permits.

Set up and cage the well to determine the sizes of
the existing casing and depth of the reduction. $ 2,180.00
Bail well to bottom using two- (2) men, rig and
service truck. Estimating 20 hours. 4,740.00
Welding labor, shop labor and material to make two
(2) mandrels to check the straightness of the well.
This process will also confirm the size of the liner. 2,120,00
Using two- (2) men, rig and service truck run the
mandrels down the well casing. The first will be
18" run to approximately 600'. The second will be
12" run to a total depth of 1312'. 2,300.00
Furnish a 1312' Roscoe Moss fu11-length liner. The
Liner will consist of 0-360' of 14" mild steel blank
casing and 14" x 260' of Ful-Flo louver. A 14" x
10" reducer will be furnished. The bottom 712' will
be pre -packed Roscoe Moss 10" x 8" casing. 192,263.00
Labor to install the liner consisting using three- (3)

Upon reinstalling the permanent pump add an 80'
louvered suction to make the well work across a
broader zone, Weld a plate in the bottom with a
weep hole. This suction pipe should help to lessen

Scott as you know with the age and condition of this well we are at some risk of splitting
the casing with the swage. We will take all precautions but a risk is present. If the casing;
splits we can look into a full-length liner to keep this well in production.
