RESOLUTION NO. 8235
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON ACCEPTING THE BID OF
VALVERDE CONSTRUCTION, INC. FOR THE
RECYCLED WATER PIPELINE EXTENSION IN
ACCORDANCE WITH CONTRACT NO. 580 OF THE
CITY OF VERNON AND APPROVING THE EXECUTION
OF SAID CONTRACT
WHEREAS, Contract No. 580 of the City of Vernon was
approved by the City Council of the City of Vernon pursuant to
(Resolution No. 8191, and sealed bids were opened on June 18,
12003; and
WHEREAS, said bids were referred to Samuel Kevin
Wilson, Director of Community Services & Water, who has reported
Ito the City Council under the date of June 23, 2003,
recommending that Contract No. 580 for the Recycled Water
Pipeline Extension be executed with Valverde Construction, Inc.
on the basis of its bid in the sum of One Million Four Hundred
Ninety One Thousand and One Hundred Dollars and no cents
($1,491,100.00), being the lowest responsible bid meeting the
contract requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
(hereby finds and determines that the recitals contained
hereinabovetrue and correct.
SECTION 2: The City Council of the City of Vernon
does hereby award Contract No. 580 to Valverde Construction,
Inc. in accordance with the recommendation of Samuel Kevin
Wilson, Director of Community Services & Water, and authorizes

the Mayor and City Clerk to execute said Contract on behalf of
the City.
SECTION 3: All other bids are rejected subject to
execution of the contract and the City Treasurer is hereby
directed to return unsuccessful bidders any cashier or certified
checks deposited with said bids upon the receipt of an executed
contract from Valverde Construction, Inc. accompanied by all
required bonds and certificates.
SECTION 4: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and thereupon
and thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 2nd day of July 2003.

The City of Vernon received bids on June 18, 2003 for Contract No. 580, Recycled Water
Pipeline Extension and the results are as follows:
Valverde Construction, Inc. $ 1,491,100.00
J. Fletcher Creamer & Son, Inc. $ 1,615,830.00
So. Calif. Underground Contractors, Inc $ 1,636,390.00
Cedro Construction, Inc. $ 1,797,164.00
Tomovich & Associates $ 2,278,230.00
ARB, Inc. $ 2,413,126.00
T.A. Rivard, Inc. $ 2,808,470.00
The low bidder, Valverde Construction, Inc. has met the requirements for experience,
capability, financial capacity, and licensing. Valverde Construction, Inc. has also satisfied the
Disadvantaged Business Enterprise goals required by the U. S. Bureau of Reclamation. City Staff
recommends that this contract be awarded to Valverde Construction, Inc., on the basis of their low
bid of $1,491,100.00. The U.S. Bureau of Reclamation will reimburse twenty five percent (25%) of
the costs, upon completion of this project, to the City of Vernon.
