RESOLUTION NO. 8309
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
LETTER AGREEMENT BY AND BETWEEN THE CITY OF VERNON
AND THE LAW FIRM OF ALBRIGHT, YEE & SCHMIT, LLP FOR
MANAGEMENT EMPLOYMENT TRAINING
WHEREAS, the law firm of Albright, Yee & Schmit, LLP ("Law
Firm") specializes in personnel and labor issues; and
WHEREAS, the Law Firm is willing to provide on -site
management employment training seminars during a twelve (12) month
period for a fee of Twenty -Four Thousand Dollars and No Cents
($24,000.00); and
WHEREAS, on November 4, 2003, the Finance Committee
considered the recommendation of Bruce V. Malkenhorst, the Director of
Finance, dated October 30, 2003, that the City of Vernon approve and
execute a letter agreement with the Law Firm to provide management
employment training seminars.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of. Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves the Letter Agreement with Albright, Yee & Schmit, LLP, a copy
of which is attached hereto as Exhibit "A" and made a part hereof.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor and the City Clerk to execute said Letter
Agreement for, and on behalf of, the City of Vernon.
1 SECTION 4: The City Council of the City of Vernon hereby
2 directs the City Clerk, or his designee, to send one fully executed

7 SECTION 5: The City Clerk of the City of Vernon shall

RE: Proposal for Seminars
Dear Bruce:
This letter sets forth Albright, Yee & Schmit, LLP's proposal to provide Management
Employment Training to the City of Vernon. This firm will provide the City of Vernon twelve
(12) seminars, to be conducted one per month. Each seminar will run approximately one half day
and will be presented by a licensed attorney or attorneys from Albright, Yee & Schmit, LLP
and/or experts in the subject matter. Each seminar will provide training on a subject that has been
pre -approved by the City of Vernon. We will provide attendance sheets for verification purposes.
At no additional charge to the City, we will take telephone follow up questions from
Department Directors, and, with advance notice, we will answer questions relating to previous
seminars at an upcoming seminar. In addition, within the twelve month period, we will provide an
additional seminar on a subject previously presented if the City feels the need for any particular
subject to be reexamined.
The twelve (12) seminars will be conducted at the City of Vernon's facility. Precise
scheduling of the seminars will be determined at a later date. The cost to the City of Vernon for
the above -described training will be $24,000.00.
If the foregoing meets with your approval, please acknowledge the City of Vernon's
acceptance of this proposal by executing the enclosed copy where indicated below.
