RESOLUTION NO. 8362
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON ACCEPTING THE BID OF BEST ROOFING
AND WATERPROOFING, INC. FOR THE CITY HOUSING
ROOF REPLACEMENTS IN ACCORDANCE WITH CONTRACT
NO. 572 OF THE CITY OF VERNON AND APPROVING THE
EXECUTION OF SAID CONTRACT
WHEREAS, Contract No. 572 of the City of Vernon was
approved by the City Council of the City of Vernon pursuant to
Resolution No. 8312, and sealed bids were opened on January 7,
12004 and
WHEREAS, said bids were referred to Samuel Kevin
Wilson, Director of Community Services & Water, who has reported
to the City Council under the date of January 21, 2004,
recommending that Contract No. 572 for the City Housing Roof
Replacements be executed with Best Roofing and Waterproofing,
Inc. on the basis of its bid in the sum of Ninety Nine Thousand
Five Hundred Fifty -Five Dollars and no cents ($99,555.00), being
the lowest responsible bid meeting the contract requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: The City Council of the City of Vernon
does hereby award Contract No. 572 to Best Roofing and
Waterproofing, Inc. in accordance with the recommendation of
Samuel Kevin Wilson, Director of Community Services & Water, and
authorizes the Mayor and City Clerk to execute said Contract on
behalf of the City.

SECTION 3: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and thereupon
and thereafter the same shall be in full force and effect.

The bid for the City Housing Roof Replacements Project, Contract No. 572 was received and
opened on January 7, 2004. The result of the bid process provided one bid by Best Roofing and
Waterproofing, Inc. (Best Roofing) in the amount of $99,555.00.
The City of Vernon advertised in various construction publications to secure as many bidders as
possible. The four contractors answering the call for bids attended the pre -bid field walk and were
provided detailed information about the project. Best Roofing was the only contractor who submitted a
bid. The other bidders were contacted and they cited the costs of insurance, bonds, prevailing wages as
well as the complexity of the contracts as reasons they did not submit bids. However, Best Roofing has
worked for the City of Vernon before, performed well and their references recommend them as an
excellent contractor. The Engineer's estimate for the project was $97,500.00 and the City of Vernon has
budgeted $100,000.00 for the construction. The costs of the various items of construction such as asbestos
abatement, rain gutter replacement and the plywood underlayment added to bring the costs higher than a
simple re -roof project. The bid has been reviewed and checked by staff and it is recommended that this
contract be awarded to Best Roofing in the amount of their bid of $99,555.00. Best Roofing has been
found to be a licensed, financially capable company with verified experience in this type of construction.
