Resolution No. 83771 2 3 4 5 6 ri M. 10 11 12 13 it's 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8377 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON SUPPORTING RENEWAL OF THE LOS ANGELES COUNTY RECYCLING MARKET DEVELOPMENT ZONE WHEREAS, the California Public Resources Code Section 42010 provides for the establishment of the Recycling Market Development Zone (RMDZ) program throughout the State to provide incentives to stimulate development of post -consumer and secondary materials markets for recyclables; and WHEREAS, the Los Angeles County RMDZ includes the cities of Burbank, Carson, Compton, El Monte, Glendale, Montebello, Pasadena, South El Monte, South Gate, Vernon and all unincorporated areas of Los Angeles County; and WHEREAS, cities and counties meet and maintain a 50 percent reduction in landfill waste disposal as mandated in the California Integrated Waste Management Act; and WHEREAS, the Los Angeles County RMDZ is dedicated to establishing, sustaining and expanding recycling -based manufacturing businesses, which is essential for market development and in assisting local jurisdictions to meet the established landfill reduction goals; and WHEREAS, the Los Angeles County RMDZ designation will expire on June 30, 2004, unless re -designated by the California Integrated Waste Management Board (Board); and WHEREAS, the City of Vernon still desires existing and new recycling -based manufacturing businesses locating within the region to be eligible for the technical and financial incentives associated with the RMDZ program; and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the renewal of the Los Angeles County RMDZ is necessary to facilitate local and regional planning, coordination, support of existing recycling -based manufacturing businesses, as well as attract private sector recycling business investments to the region; Iand WHEREAS, the Los Angeles County Community Development Commission (CDC) acts as the Zone Administrator for the Los Angeles County RMDZ and is applying to the Board for renewal of the designation of the Los Angeles County RMDZ; and WHEREAS, as part of the application process the CDC is requesting resolutions from RMDZ members supporting renewal of the Los Angeles RMDZ; and WHEREAS, by letter dated February 10, 2004, Bruce V. Malkenhorst, City Administrator/City Clerk, has recommended that the City of Vernon support the renewal of the Los Angeles County Recycling Market Development Zone. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby supports the renewal of Los Angeles County RMDZ and requests the Los Angeles County Community Development Commission submit this resolution to the California Integrated Waste Management Board as part of the renewal application.
