RESOLUTION NO. 8383
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ACCEPTING THE BID OF WESCO DISTRIBUTION,
INC., CENTRAL MOLONEY, INC. AND SOUTHWEST POWER
INC. ON BID NO. 1432 FOR THE PURCHASE OF OVERHEAD
DISTRIBUTION TRANSFORMERS FOR THE LIGHT AND POWER
DEPARTMENT AND APPROVING AND AUTHORIZING THE
EXECUTION OF EQUIPMENT PURCHASE CONTRACT AND THE
ISSUANCE OF A PURCHASE ORDER RESPECTING SAID BIDS
WHEREAS, the Light & Power Department is in need of various
one -phase, 60 Hz, mineral oil filled, overhead type distribution
transformers (the "Transformers") to replenish the stock for projected
service requirements for fiscal year 2003-2004; and
WHEREAS, pursuant to Resolution No. 8324 adopted by the City
Council of the City of Vernon on December 3, 2003, the City Clerk was
directed to give notice inviting sealed proposals or bids for the
purchase of the Transformers in accordance with a bid specification
provided by the Light and Power Department; and
WHEREAS, based upon the bid specification, the Purchasing
Department prepared Bid No. 1432 dated December 11, 2003, and sealed
bids were opened on January 8, 2004; and
WHEREAS, the Light & Power Department reviewed the bids
received and approved the bids based upon their analysis of the total
ownership cost of each bid in accordance with the bid specification;
and
WHEREAS, by letter dated February 9, 2004, Bruce V.
Malkenhorst, the City Administrator/City Clerk, recommended that Bid
No. 1432 be awarded based on a total ownership cost analysis to the

Central Moloney, Inc. for the sum of $6,303.00 (3
Transformers); and
Southwest Power Inc. (General Electric Co.) for the sum of
$20,595.00 (31 Transformers).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
awards Bid No. 1432 to WESCO Distribution, Inc., Central Moloney, Inc.
and Southwest Power Inc. and accepts and approves the Equipment
Purchase Contract with WESCO Distribution, Inc., a copy of which is
attached hereto as Exhibit "A" and made a part hereof.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the issuance of a purchase order for the purchase of the
Transformers pursuant to Bid No. 1432.
SECTION 4: All other bids in connection with Bid No. 1432
are rejected.
SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

THIS AGREEMENT is made, entered into and executed in
duplicate originals, either copy of which may be considered and used
as the original hereof for all purposes, as of this day of
February, 2004, in the City of Vernon, County of Los Angeles,

"WESCO")

WHEREAS, on December 11, 2003, the City requested proposals
or bids for 115 various one -phase, 60 Hz, mineral oil filled, overhead
type distribution transformers (the "Transformers") (Bid No. 1432)
needed by the City's Light and Power Department; and
WHEREAS, the City is permitted to accept or reject any or
all quotations received on the bid items; and
WHEREAS, on or about January 8, 2004, the City received
various proposals for the sale of the Transformers identified in Bid
No. 1432, with each of the 115 bid items quoted separately; and
WHEREAS, on January 5, 2004, WESCO, submitted a bid; and
WHEREAS, on January 8, 2004, the City opened the bid
submitted by WESCO, as well as other bids for the items identified in
Bid No. 1432; and
WHEREAS, the City desires to purchase the following bid
1 items from WESCO: three (3) 25 KVA, 7.2 KV 120/240V Transformers; five
2 (5) 37.5 KVA, 7.2 KV 120/240V Transformers; six (6) 50 KVA, 7.2 KV
3 120/240 V Transformers; six (6) 75 KVA, 7.2 KV 120/240V Transformers;
4 eight (8) 25 KVA, 7.2 KV 277/480 Transformers; six (6) 50 KVA, 7.2 KV
5 277/480 Transformers; and three (3) 250 KVA, 7.2 KV 277/480
6 Transformers for a total of thirty-seven (37) Transformers per City of
7 Vernon Specification No. TR1-2003.
8 NOW, THEREFORE, THE PARTIES HERETO DO MUTUALLY AGREE AS SET
9 FORTH HEREIN:
10 1. Purchase. WESCO agrees to sell and deliver to the
11 City a total of thirty-seven (37) Transformers referenced above
12 pursuant to City of Vernon Specification No. TR1-2003, as identified
13 in WESCO's January 5, 2004 bid and which meet the specifications
14 contained in City of Vernon Bid No. 1432, dated December 11, 2003
15 (collectively referred to as the "Bid Documents"). A copy of the Bid
16 Documents are attached hereto as Exhibit "A" and incorporated herein
17 by reference.
18 2. Time of Performance. WESCO's performance shall
19 commence upon the full execution of this Contract and delivery of the
20 transformers and shall be completed by WESCO within 16 weeks after
21 receipt of order.
22 3. Price. The City agrees to purchase thirty-seven (37)
23 Transformers from WESCO for the total sum of Thirty -One Thousand Seven
24 Hundred Forty -Six Dollars and No Cents ($31,746.00). This price
25 includes freight and excludes sales tax.
26 4. Delivery. Consistent with the Bid Documents, WESCO
27 agrees to deliver the thirty-seven (37) Transformers on a flatbed
28 truck for side unloading by forklift at ground level to the City.

1 WESCO shall notify the City 48-hours prior to delivery at (323) 589-
2 9498 to make arrangements for gates to be opened. Delivery shall be
3 scheduled for Monday through Friday between the hours of 7:30 a.m. and
4 3 p.m. Prior to shipment, WESCO shall furnish certified test results
5 of the switch and three (3) sets of Operations/Instruction Manuals.
6 5. Warranties. WESCO warrants title to the Transformers
7 purchased hereunder and any part thereof to be free of any claim or
8 any security interest, lien or encumbrance. WESCO also warrants that
9 the Transformers will be delivered new and shall be free from defects.
10 WESCO shall provide, at a minimum, a one (1) year labor and material
11 warranty to begin upon acceptance of the Transformers by the City.
121 All manufacturers' warranties, any warranties typically provided by
13 WESCO and any other warranties made applicable by law shall apply to
14 the City's purchase of the Transformers.
15 6• Governing Law. The validity, interpretation and
161 Performance of this Contract shall be controlled and construed under
17 the laws of the State of California.
18 7. Forum Selection. Any action brought relating to this
19 Contract shall be brought and held exclusively in a State Court in the
20 County of Los Angeles, California.
21 8. Notices. Notices to the parties, unless otherwise
22 requested in writing, shall be sent to:

9. Risk of Loss. Title and risk of loss or damage shall
pass to the City and delivery shall be deemed to be complete upon
delivery FOB jobsite or upon moving into storage at the City's
request, whichever occurs first.
10. Attorneys' Fees. In the event that it becomes
necessary for either party to this Agreement to enforce any of the
provisions of this Agreement, the parties agree that a court of
competent jurisdiction may determine and fix reasonable attorney's
fees to be paid to the successful litigant.
IN WITNESS WHEREOF, the parties have caused this Agreement
to be executed by and through their authorized officers on the date,
month and year first written above.

OVERHEAD TRANSFORMER
TECHNICAL REQUIREMENTS
1.0 SCOPE
Supplier shall furnish all work for providing one -phase, 60 Hz, mineral oil filled,
overhead type distribution transformers rated 500 kVA and below for use on the
City of Vernon's overhead distribution system. The transformer sizes that the
City requires are listed in Attachment A. This list does not preclude the
possibility of ordering voltage and KVA ratings not listed under this specification.
In comparing proposals or bids, consideration will not be confined to lowest
ownership cost only. The successful bidder will be one whose product is judged
to best serve the interests of the City of Vernon when first cost, lowest ownership
cost, product, safety, quality, and delivery are considered. The City of Vernon
reserves the right to reject any or all proposals or bids or any part thereof, and to
waive any minor technicalities from the specifications. A contract will be awarded
to the bidder submitting the lowest responsible bid meeting the requirements of
this specification.

3.0 SERVICE CONDITIONS
3. 1. Environment
A. The transformers shall perform in accordance with all provisions of
the Specification while subject to the service conditions specified in y
ANSI/IEEE C57.12.00.
B. The transformer shall be suitable for 30 years of use on the City of
Vernon's electric system when installed in accordance with the
service conditions set forth in the latest edition of the ANSI/IEEE
C57.12.00, Section 4.0, in its entirety.
3. 2. Seismic and Impact Loading
A. Before and during installation, the transformers shall withstand,
without damage, rough handling such as bouncing on a truck when
filled with insulating medium and impacting against or upon rigid
structures at speeds up to five feet per second, and being lifted by
two bosses or lifting second, and being lifted by two bosses or
lifting bolts at any angle. Following these conditions, the
transformers shall be capable to being energized without a pre-
operational test.
B. After installation and during the 30-year life of transformer,
transformer will be subject to occasional earthquake motions (0.2g
horizontal and 0.13g vertical) along with significant vibrations from
traffic and from adjacent equipment.
3.3 Pre -installation Inspection
The City of Vernon will, at its discretion, provide a pre -installation
inspection of each transformer.
3.4 O erating Duty
A. For its 30-year life, each transformer shall be suitable for operation under
short circuit conditions as stated in the latest editions of ANSI/IEEE
C57.12.00 and C5712.90. Supplier shall supply verification that the design
has passed the required short circuit criteria.

4.0 RATINGS
4.1 Sizes
The transformers shall be sized as shown in Attachment A.
4.2 High Voltage Ratings

4.4. Impedances
Transformer impedance shall not be less than those shown in the table
below. All transformer testing to determine transformer impedance shall be
based on the base kVA rating of the transformers 65 degree Celsuis
temperature rise. The transformer impedances shall be shown on the
transformer nameplate.

5.0 CONSTRUCTION FEATURES
5.1 Coil and Core Construction
A. The transformer core shall be of high efficiency rectangular wound core. .
The core shall be made from one of two processes: single -turn
laminations of high quality, grain oriented silicon core steel. Amorphous
core (i.e metallic glasses metal) transformers are not acceptable.
B. The transformer coils shall be designed to maintain their nameplate KVA
rating throughout the normal temperature range of operation which shall
be 65*C (80°C hot spot). All materials used shall be of the 65°C, 800C hot
spot class. All materials shall be thoroughly tested for compatibility with all
transformer components before being assembled.
C. The primary coil shall be manufactured from heavy varnish or paper
insulated aluminum or copper wire. The secondary coil shall be
manufactured from full width aluminum strip whose edges are finished to
prevent burrs and insulated with epoxy -diamond paper between layers of
the conductor.
D. All insulating paper used as layer insulation in transformer coil shall be
bonded type, coated on both sides with a thermosetting adhesive and
properly cured prior to impregnating with oil or the coils shall be wound
with primary conductor containing a thermosetting adhesive that when
properly cured will form an effective bond, both turn to turn and layer to
layer.

5.2. Insul,ating Fluid
A. The transformer insulating fluid shall be standard electrical grade mineral
insulating oil. The insulating oil shall be tested and degassed to assure a
chemically inert oil. The transformers shall be furnished with oil which
meets the requirements specified in ASTM Standard D 3487 for mineral
insulating oil, except that the DBPC content (% by weight) shall not be
less than 0.15. The insulating oil in the equipment shall conform with
ANSI C57.106.
B. All transformer oil shall be tested for polychlorinated biphenyl's (PCBs) per
ASTM D4059 and certified as having no detectable levels of PCB. All oil
furnished by supplier shall not contain any detectable traces of
Polychlorinated biphenyls.
C. A sealed tank shall be provided on all transformers
5.3 Taps rind Changers
A. The transformers shall be furnished with full capacity high -voltage taps.
The tap changer shall be externally operated and clearly labeled to reflect
that the transformer must be de -energized before operating the tap
changer as required in Section 3.3 of ANSI C57.12.26. Padlocking
provisions shall be available for lever or hotstick operable handles. Tap
changer operating mechanisms shall be permanently identified to show
"De -energized Operation Only". Decals and stencils are not acceptable.
The unit shall have one of the following tap configurations:

B. The tap changer position indicating nameplate shall have numerals or
letters that are clearly legible and of permanent quality. Decals and
stencils are not acceptable.

5.4 Pressure Withstand and Pressure Relief
A. An assembly shall be provided that is designed for pressure relief. The
assembly shall remain effectively sealed for overloads and external
secondary short circuits of the duration and magnitude allowed by industry
standards, but shall relieve pressure at a minimum of 8 PSIG. Design
should meet the requirement of the latest edition of the ANSI C57.12.20
paragraph 6.27 for relief of excessive pressure.
B. The valve shall be of the indicating type with weatherproof cover, and
equipped with a pull -ring for hook -stick operation. It shall have 1/4 inch
NPT threads and be located on the tank wall above the oil level in either
segment 2 or 4 as designed in ANSI C57.12.20, Table S2. The valve shall
meet the following minimum operating characteristics:
1. Cracking Pressure: 10 PSIG
2. Re -seal: 5 PSIG
3. Flow Rates: 50 SCFM at 15 PSIG
100 SCFM at 50 PSIG
C. The valve body and various parts of the device shall be corrosion resistant.
Only the following pressure relief devices are acceptable:
1. Circle Seal Model No. P60-383
2. Qualitrol Model No. 202-032-01 or 202-33-01
3. Beta Model Nos. 1712K-1, -5, -6, or Model No 1750K-5.
D. The required electrical clearances between pressure relief valve and live
parts shall be maintained.
5.5 Tank Pressure Withstand
A. Tank withstand should meet the latest edition of NEMA TR1, Part 2.
B. Tank (bottom shall have a rolled edge and tank wall base which is three
layers thick.
5.6 Tank Finish
A. Tank covers shall have a slope of 15 degrees for moisture run-off and
100 kVA and below, shall have an insulated coating on the cover
capable of withstanding 15kV at a 2000 volt/sec rate of rise, or equal,
tested per ASTM D149 using 1/4" diameter electrodes, or equal. The
results of design test to confirm this capability shall be submitted for
approval.

B. The tank coat will be a finish which can withstand a direct blow of 160
inch -pounds per ASTM D-2794-69 for units 100 kVA and below and
meets or exceeds the following as set forth in ANSI C57.12.28:
1. Salt spray for 1000 hours
2. Humidity Test,
3. Abrasion resistance
4. Crosshatch adhesion
5.Oil resistance.
C. The paint on all transformer tanks shall be grayish in color and conform
to Munsell 5BG 7.0/04 with the following tolerances:
1. Hue:

+/-0.2
3. Chroms:
+/-0.2
5.7 Tank and Covers
A. Transformers shall have bolted covers for all size transformers. One
spare bolt per each transformer shall be provided and included in the bid.
5.7 Internal Lead Identification
A. Internal secondary leads shall be identified with appropriate markings
permanently embossed in the lead that correspond with lead markings on
the nameplate.
5.8 Extemal Features
A. Transformers shall be provided with cover mounted high voltage
porcelain bushings with eyebolt terminals, low voltage porcelain bushings
with eyebolt terminals and ANSI single position support lugs (hanger
brackets) with nameplate on lower bracket. For all transformers rated
above 167 kVA, no support brackets are required.
5.9 Weight and Dimensions
A. The maximum weight for transformers 100 kVA and below shall be
1,400 lbs.
B. All 250, 333, and 500 kVA single phase transformers shall be 'light
weight' transformers. The weights and dimensions of the "lightweight"
transformers shall not exceed the weights and dimensions specified
below.

5.11 Ground Provisions
A. All transformers shall have a tank grounding provision.
5.12 High Voltage Bushings
A. Transformer rated 15 kVA through 167 kVA shall be furnished with two
cover -mounted bushings. High Voltage bushing terminals shall be in
accordance with the latest edition of the ANSI Standard C57.12.20,
paragraph 6.1.2.2.
B. The cover -mounted bushings shall be of the 15kV insulation class for
7kV transformers and 17kV insulation class for 16kV transformers. The
creepage distance of the bushings shall not be less than 15 inches.
C. When the distance between live parts of cover -mounted bushings is
less than 12 inches, the bushings shall be equipped with approved bird
guards. Bird guards that are approved for use on overhead transformers
are:

5.13 Internal High -Voltage Connections
A. Each internal high -voltage lead shall be equipped with either a ring -
tongue or a hook -type connector. Each connector shall be terminated on
a fixed threaded stud, a fixed threaded bolt, or a non -removable threaded
bolt, each having two nuts for holding and locking purposes.
1. Ring -tongued type: The ring -tongue terminals shall have
mechanical and electrical properties so as to contain the high -
voltage leads, without breaking, even under short-circuit conditions.
Bumdy type YAV are typical of the type desired.
2. Hook type: Hook terminals shall meet the same physical
requirements as specified above for ring -tongue terminals. In
addition to the above, both changing and locking nuts shall be held
captive to prevent their complete removal. AMP, Inc. Style No. 3
"Hook" terminals are typical of the type desired.
5.14 Name fates
A. A stainless steel nameplate shall be attached with non -corrosive
hardware to the inside of the low voltage compartment door. The
nameplate shall not be installed on the rear of the low voltage
compartment area. Diagrams and numbers shall be of the size and
quality such that they can be read from outside the compartment. In
addition to the nameplate requirements shown in ANSI/IEE C57.12.00-
1987, for nameplate A with total weight including oil shall be indicated.
5.15 MSDS
A. The supplier shall be required to provide all applicable Material Safety
Data Sheets with all transformer orders.
6.0 TESTS
6.1 General
A. Transformer tests shall be performed as specified in ANSI Standard
C57.12.00. These test reports shall be provided to the City prior to
shipping. The City will not receive any transformers without the
required test reports.
B. Units shall comply with routine test requirements of ANSI and certified
test reports shall be furnished. The vendor shall provide with returned
bids all applicable documentation of compliance with ANSI design

tests.
C. The following data shall be submitted with each transformer order.
a. Guaranteed maximum no load (excitation) loss at rated voltage and
110% voltage in Watts. p
b. Guaranteed maximum load loss in Watts at rated voltage and
110% voltage.
c. Guaranteed maximum total loss in Watts at rated voltage and
'I 10% voltage.
d. Exciting Current in percent at rated voltage and 110% rated
voltage.
e. Percent impedance on base voltage and at the maximum
temperature rise.
f. Efficiencies shall be provided at loading levels of 100%, 75%,
50%, and 25%.
g. Regulation at rated load @ 80% and 100% Power Factor.
h�. Two sets of outline drawings showing dimensions, weight, gallons
of oil, gauge of steel in tank walls, cover, bottom, and cooling
radiators and description of accessories. After order is awarded,
the vendor shall submit FINAL drawings.
i. Verification that the transformer design has passed the required
short circuit criteria per Section 3.4 of these specifications.
7.0 OPERATING PERFORMANCE
7.1 General
The Apparatus shall perform in accordance with the conditions set forth in
this Specification.

8.0 BID EVALUATION
8.1 Total Ownership Cost
The purchase price of transformers shall be evaluated by lowest total
ownership cost. The formula to evaluate Total Owning Cost (TOC):
TOC = C + $4.53/W (PNL in Watts) + $1.11W (PLL in Watts)
Where TOC is the total ownership cost in dollars, C is the initial cost in
dollars, PNL is the guaranteed maximum no-load loss in watts, and Pu is
the guaranteed maximum load loss in watts
For the determination of the award for the transformer order(s), City will
consider all bids within 5% of the lowest Present Value Cost of
Transformer to be economically equivalent. The City of Vernon realizes it
is impossible to accurately predict economic conditions over the
evaluation period of 30 year s. Reference Section 1, SCOPE, second
paragraph of these specifications.
8.2 Deliver
A delivery date of 16 weeks ARO or less is required. Failure to quote a
delivery schedule within this period may disqualify the bid.
9.0 DOCUMENTATION
9.1 For Bid Evaluation

10. CONTRACT
A. The vendor may be required to execute a purchase contract with City of
Vernon, and may be required to furnish proof of insurance pursuant'to
Attachment B, Insurance Schedule. If required, the vendor shall provide a letter
from its insurance company that certifies the amounts of the insurance policy.
The letter from the insurance company will be in substantially the same form as
the SAMPLE INSURANCE FORM LETTER, which is also included in Attachment
B.
11. SHIPMENT
A. Supplier's quote shall be F.O.B. City of Vernon, Soto Yard located at 2800
Soto ,Avenue, Vernon Ca 90058.
B. Transformers will be delivered on a flatbed track for side unloading by
forklift at ground level.
C. Supplier shall notify City 48 hours prior to delivery. All delivery shall be
Monday -Friday, 7:30 AM to 3:00 PM. Contact telephone is (323) 589-

D. 15 days prior to shipment, supplier shall furnish certified test reports of the
switch.
E. 15 days prior to shipment, supplier shall fumish three (3) sets of
Operations/Instruction Manuals.

12. WARRANTY

The general liability policy shall contain the following special endorsements which shall
be noted on or attached to the standard certificate of insurance:
An endorsement naming City, its officers, and employees as insureds under the policy.
An endorsement providing City thirty (30) days notice of cancellation or material
reduction of coverage.
An endorsement providing coverage for all operations under City permit and specifying
the activities covered.
Such other endorsement as may be required by addendum hereto.
In addition to the standard certificate of insurance, proof of general and umbrella liability
coverage shall be furnished in the form checked below. Certification of the following
proofs by the insurance agent or broker will not be accepted:

WHEREAS, on December 11, 2003, the City requested proposals
or bids for 115 various one -phase, 60 Hz, mineral oil filled, overhead
type distribution transformers (the "Transformers") (Bid No. 1432)
needed by the City's Light and Power Department; and
WHEREAS, the City is permitted to accept or reject any or
all quotations received on the bid items; and
WHEREAS, on or about January 8, 2004, the City received
various proposals for the sale of the Transformers identified in Bid
No. 1432, with each of the 115 bid items quoted separately; and
WHEREAS, on January 5, 2004, WESCO, submitted a bid; and
WHEREAS, on January 8, 2004, the City opened the bid
submitted by WESCO, as well as other bids for the items identified in
Bid No. 1432; and
WHEREAS, the City desires to purchase the following bid

1 items from WESCO: three (3) 25 KVA, 7.2 KV 120/240V Transformers; five
2 (5) 37.5 KVA, 7.2 KV 120/240V Transformers; six (6) 50 KVA, 7.2 KV
3 120/240 V Transformers; six (6) 75 KVA, 7.2 KV 120/240V Transformers;
4 eight (8) 25 KVA, 7.2 KV 277/480 Transformers; six (6) 50 KVA, 7.2 KV
5 277/480 Transformers; and three (3) 250 KVA, 7.2 KV 277/480
6 Transformers for a total of thirty-seven (37) Transformers per City of
7 Vernon Specification No. TR1-2003.
8 NOW, THEREFORE, THE PARTIES HERETO DO MUTUALLY AGREE AS SET
9 FORTH HEREIN:
10 1. Purchase. WESCO agrees to sell and deliver to the
11 City a total of thirty-seven (37) Transformers referenced above
12 pursuant to City of Vernon Specification No. TR1-2003, as identified
13 in WESCO's January 5, 2004 bid and which meet the specifications
14 contained in City of Vernon Bid No. 1432, dated December 11, 2003
15 (collectively referred to as the "Bid Documents"). A copy of the Bid
16 Documents are attached hereto as Exhibit "A" and incorporated herein
17 by reference.
18 2. Time of Performance. WESCO's performance shall
19 commence upon the full execution of this Contract and delivery of the
20 transformers and shall be completed by WESCO within 16 weeks after
21 receipt of order.
22 3. Price. The City agrees to purchase thirty-seven (37)
23 Transformers from WESCO for the total sum of Thirty -One Thousand Seven
24 Hundred Forty -Six Dollars and No Cents ($31,746.00). This price
25 includes freight and excludes sales tax.
26 4. Delivery. Consistent with the Bid Documents, WESCO
27 agrees to deliver the thirty-seven (37) Transformers on a flatbed
28 truck for side unloading by forklift at ground level to the City.

r1 WESCO shall notify the City 48-hours prior to delivery at (323) 589-

2 9498 to make arrangements for gates to be opened. Delivery shall be
3 scheduled for Monday through Friday between the hours of 7:30 a.m. and
4 3 p.m. Prior to shipment, WESCO shall furnish certified test results
5 of the switch and three (3) seas of Operations/Instruction Manuals.
6 5. Warranties. WESCO warrants title to the Transformers
7 purchased hereunder and any part thereof to be free of any claim or
8 any security interest, lien or encumbrance. WESCO also warrants that
9 the Transformers will be delivered new and shall be free from defects.
10 WESCO shall provide, at a minimum, a one (1) year labor and material
11 warranty to begin upon acceptance of the Transformers by the City.
12 All manufacturers'' warranties, any warranties typically provided by
13 WESCO and any other warranties made applicable by law shall apply to
14 the City's purchase of the Transformers.
15 6. Governing Law. The validity, interpretation and
16 Performance of this Contract shall be controlled and construed under
17 the laws of the State of California.
18 7. Forum Selection. Any action brought relating to this
19 Contract shall be brought and held exclusively in a State Court in the
20 County of Los Angeles, California.
21 8. Notices. Notices to the parties, unless otherwise
22 requested in writing, shall be sent to:

1 9. Risk of Loss. Title and risk of loss or damage shall
2 pass to the City and delivery shall be deemed to be complete upon
3 delivery FOB jobsite or upon moving into storage at the City's
4 request, whichever occurs first.
5 10. Attorneys' Fees. In the event that it becomes
6 necessary for either party to this Agreement to enforce any of the
7 provisions of this Agreement, the parties agree that a court of
8 competent jurisdiction may determine and fix reasonable attorney's
9 fees to be paid to the successful litigant.
10 IN WITNESS WHEREOF, the parties have caused this Agreement
11 to be executed by and through their authorized officers on the date,
12 month and year first written above.

OVERHEAD TRANSFORMER
TECHNICAL REQUIREMENTS
1.0 SCOPE
Supplier shall furnish all work for providing one -phase, 60 Hz, mineral oil filled,
overhead type distribution transformers rated 500 kVA and below for use on the
City of Vernon's overhead distribution system. The transformer sizes that the
City requires are listed in Attachment A. This list does not preclude the
possibility of ordering voltage and KVA ratings not listed under this specification.
In comparing proposals or bids, consideration will not be confined to lowest
ownership cost only. The successful bidder will be one whose product is judged
to best serve the interests of the City of Vernon when first cost, lowest ownership
cost, product, safety, quality, and delivery are considered. The City of Vernon
reserves the right to reject any or all proposals or bids or any part thereof, and to
waive any minor technicalities from the specifications. A contract will be awarded
to the bidder submitting the lowest responsible bid meeting the requirements of
this specification.
2.0 APPLICABLE STANDARDS
A. The transformers shall conform to the applicable sections of the following
standards to the extent referenced in this Specification, and as amended to
the date of this Specification which, by reference, are included as part of this
Specification.

3.0 SERVICE CONDITIONS
3. 1. Environment
A. The transformers shall perform in accordance with all provisions of
the Specification while subject to the service conditions specified in
ANSUIEEE C57.12.00.
B. The transformer shall be suitable for 30 years of use on the City of
Vernon's electric system when installed in accordance with the
service conditions set forth in the latest edition of the ANSUIEEE
C57.12.00, Section 4.0, in its entirety.
3. 2. Seismic and Impact Loading
A. Before and during installation, the transformers shall withstand,
without damage, rough handling such as bouncing on a truck when
filled with insulating medium and impacting against or upon rigid
structures at speeds up to five feet per second, and being lifted by
two bosses or lifting second, and being lifted by two bosses or
lifting bolts at any angle. Following these conditions, the
transformers shall be capable to being energized without a pre-
operational test.
B. After installation and during the 30-year life of transformer,
transformer will be subject to occasional earthquake motions (0.2g
horizontal and 0.13g vertical) along with significant vibrations from
traffic and from adjacent equipment.
3.3 Pre -installation Inspection
The City of Vernon will, at its discretion, provide a pre -installation
inspection of each transformer.
3.4 Operating Duty
A. For its 30-year life, each transformer shall be suitable for operation under
short circuit conditions as stated in the latest editions of ANSUIEEE
C57.12.00 and C5712.90. Supplier shall supply verification that the design
has passed the required short circuit criteria.

4.4. Impedances
Transformer impedance shall not be less than those shown in the table
below. All transformer testing to determine transformer impedance shall be
based on the base kVA rating of the transformers 65 degree Celsuis
temperature rise. The transformer impedances shall be shown on the
transformer nameplate.

5.0 CONSTRUCTION FEATURES
5.1 Coil and Core Construction
A. The transformer core shall be of high efficiency rectangular wound core. .
The core shall be made from one of two processes: single -turn
laminations of high quality, grain oriented silicon core steel. Amorphous
core (Le metallic glasses metal) transformers are not acceptable.
B. The transformer coils shall be designed to maintain their nameplate KVA
rating throughout the normal temperature range of operation which shall
be 650C (80°C hot spot). All materials used shall be of the 65°C, 800C hot
spot class. All materials shall be thoroughly tested for compatibility with all
transformer components before being assembled.
C. The primary coil shall be manufactured from heavy varnish or paper
insulated aluminum or copper wire. The secondary coil shall be
manufactured from full width aluminum strip whose edges are finished to
prevent burrs and insulated with epoxy -diamond paper between layers of
the conductor.
D. All insulating paper used as layer insulation in transformer coil shall be
bonded type, coated on both sides with a thermosetting adhesive and
properly cured prior to impregnating with oil or the coils shall be wound
with primary conductor containing a thermosetting adhesive that when
properly cured will form an effective bond, both turn to turn and layer to
layer.

5.2. Insulatina Fluid
A. The transformer insulating fluid shall be standard electrical grade mineral
insulating oil. The insulating oil shall be tested and degassed to assure a
chemically inert oil. The transformers shall be furnished with oil which
meets the requirements specified in ASTM Standard D 3487 for mineral
insulating oil, except that the DBPC content (% by weight) shall not be
less than 0.15. The insulating oil in the equipment shall conform with
ANSI C57.106.
B. All transformer oil shall be tested for polychlorinated biphenyl's (PCBs) per
ASTM D4059 and certified as having no detectable levels of PCB. All oil
furnished by supplier shall not contain any detectable traces of
polychlorinated biphenyls.
C. A sealed tank shall be provided on all transformers
5.3 Taps and Changers
A. The transformers shall be furnished with full capacity high -voltage taps.
The tap changer shall be externally operated and clearly labeled to reflect
that the transformer must be de -energized before operating the tap
changer as required in Section 3.3 of ANSI C57.12.26. Padlocking
provisions shall be available for lever or hotstick operable handles. Tap
changer operating mechanisms shall be permanently identified to show
"De -energized Operation Only". Decals and stencils are not acceptable.
The unit shall have one of the following tap configurations:

B. The tap changer position indicating nameplate shall have numerals or
letters that are clearly legible and of permanent quality. Decals and
stencils are not acceptable.

5.4 Pressure Withstand and Pressure Relief
A. An assembly shall be provided that is designed for pressure relief. The
assembly shall remain effectively sealed for overloads and external
secondary short circuits of the duration and magnitude allowed by industry
standards, but shall relieve pressure at a minimum of 8 PSIG. Design
should meet the requirement of the latest edition of the ANSI C57.12.20
paragraph 6.27 for relief of excessive pressure.
B. The valve shall be of the indicating type with weatherproof cover, and
equipped with a pull -ring for hook -stick operation. It shall have 1/4 inch
NPT threads and be located on the tank wall above the oil level in either
segment 2 or 4 as designed in ANSI C57.12.20, Table S2. The valve shall
meet the following minimum operating characteristics:
1. Cracking Pressure: 10 PSIG
2. Re -seal: 5 PSIG
3. Flow Rates: 50 SCFM at 15 PSIG
100 SCFM at 50 PSIG
C. The valve body and various parts of the device shall be corrosion resistant.
Only the following pressure relief devices are acceptable:
I. Circle Seal Model No. P60-383
2. Qualitrol Model No. 202-032-01 or 202-33-01
3. Beta Model Nos. 1712K-1, -5, -6, or Model No 1750K-5.
D. The required electrical clearances between pressure relief valve and live
parts shall be maintained.
5.5 Tank Pressure Withstand
A. Tank withstand should meet the latest edition of NEMA TR1, Part 2.
B. Tank bottom shall have a rolled edge and tank wall base which is three
layers thick.
5.6 Tank Finish
A. Tank covers shall have a slope of 15 degrees for moisture run-off and
100 kVA and below, shall have an insulated coating on the cover
capable of withstanding 15kV at a 2000 volt/sec rate of rise, or equal,
tested per ASTM D149 using 1/4" diameter electrodes, or equal. The
results of design test to confirm this capability shall be submitted for
approval.

B. The tank coat will be a finish which can withstand a direct blow of 160
inch -pounds per ASTM D-2794-69 for units 100 kVA and below and
meets or exceeds the following as set forth in ANSI C57.12.28:
1. Salt spray for 1000 hours
2. Humidity Test,
3. Abrasion resistance
4. Crosshatch adhesion
5. Oil resistance.
C. The paint on all transformer tanks shall be grayish in color and conform
to Munsell 5BG 7.0/04 with the following tolerances:
1. Hue:
+/-12 (3G and 713)
2. Value:
+/-0.2
3. Chroms:
+/-0.2
5.7 Tank and Covers
A. Transformers shall have bolted covers for all size transformers. One
spare bolt per each transformer shall be provided and included in the bid.
5.7 Internal Lead Identification
A. Internal secondary leads shall be identified with appropriate markings
permanently embossed in the lead that correspond with lead markings on
the nameplate.
5.8 External Features
A. Transformers shall be provided with cover mounted high voltage
porcelain bushings with eyebolt terminals, low voltage porcelain bushings
with eyebolt terminals and ANSI single position support lugs (hanger
brackets) with nameplate on lower bracket. For all transformers rated
above 167 kVA, no support brackets are required.
5.9 Weight and Dimensions
A. The maximum weight for transformers 100 kVA and below shall be
1,400 lbs.
B. All 250, 333, and 500 kVA single phase transformers shall be 'light
weight" transformers. The weights and dimensions of the 'lightweight'
transformers shall not exceed the weights and dimensions specified
below.

5.11 Ground Provisions
A. All transformers shall have a tank grounding provision.
5.12 High Voltage Bushings
A. Transformer rated 15 kVA through 167 kVA shall be furnished with two
cover -mounted bushings. High Voltage bushing terminals shall be in
accordance with the latest edition of the ANSI Standard C57.12.20,
paragraph 6.1.2.2.
B. The cover -mounted bushings shall be of the 15kV insulation class for
7kV transformers and 17kV insulation class for 16kV transformers. The
creepage distance of the bushings shall not be less than 15 inches.
C. When the distance between live parts of cover -mounted bushings is
less than 12 inches, the bushings shall be equipped with approved bird
guards. Bird guards that are approved for use on overhead transformers
are:

5.13 Internal High -Voltage Connections
A. Each internal high -voltage lead shall be equipped with either a ring -
tongue or a hook -type connector. Each connector shall be terminated on
a fixed threaded stud, a fixed threaded bolt, or a non -removable threaded
bolt, each having two nuts for holding and locking purposes.
1. Ring -tongued type: The ring -tongue terminals shall have
mechanical and electrical properties so as to contain the high -
voltage leads, without breaking, even under short-circuit conditions.
Bumdy type YAV are typical of the type desired.
2. Hook type: Hook terminals shall meet the same physical
requirements as specified above for ring -tongue terminals. In
addition to the above, both changing and locking nuts shall be held
captive to prevent their complete removal. AMP, Inc. Style No. 3
"Hook" terminals are typical of the type desired.
5.14 Nameplates
A. A stainless steel nameplate shall be attached with non -corrosive
hardware to the inside of the low voltage compartment door. The
nameplate shall not be installed on the rear of the low voltage
compartment area. Diagrams and numbers shall be of the size and
quality such that they can be read from outside the compartment. In
addition to the nameplate requirements shown in ANSI/IEE C57.12.00-
1987, for nameplate A with total weight including oil shall be indicated.
5.15 MSDS
A. The supplier shall be required to provide all applicable Material Safety
Data Sheets with all transformer orders.
6.0 TESTS
6.1 General
A. Transformer tests shall be performed as specified in ANSI Standard
C57.12.00. These test reports shall be provided to the City prior to
shipping. The City will not receive any transformers without the
required test reports.
B. Units shall comply with routine test requirements of ANSI and certified
test reports shall be furnished. The vendor shall provide with returned
bids all applicable documentation of compliance with ANSI design

tests.
C. The following data shall be submitted with each transformer order:
a. Guaranteed maximum no load (excitation) loss at rated voltage and
110% voltage in Watts. Y
b. Guaranteed maximum load loss in Watts at rated voltage and
110% voltage.
c. Guaranteed maximum total loss in Watts at rated voltage and
110% voltage.
d. Exciting Current in percent at rated voltage and 110% rated
voltage.
e. Percent impedance on base voltage and at the maximum
temperature rise.
f. Efficiencies shall be provided at loading levels of 100%, 75%,
50%, and 25%.
g. Regulation at rated load @ 80% and 100% Power Factor.
h. Two sets of outline drawings showing dimensions, weight, gallons
of oil, gauge of steel in tank walls, cover, bottom, and cooling
radiators and description of accessories. After order is awarded,
the vendor shall submit FINAL drawings.
i. Verification that the transformer design has passed the required
short circuit criteria per Section 3.4 of these specifications.
7.0 OPERATING PERFORMANCE
7.1 General
The Apparatus shall perform in accordance with the conditions set forth in
this Specification.

8.0 BID EVALUATION
8.1 Total Ownership Cost
The purchase price of transformers shall be evaluated by lowest total
ownership cost. The formula to evaluate Total Owning Cost (TOC):
TOC = C + $4.53/W (PNL in Watts) + $1.1/W (PLL in Watts)
Where TOC is the total ownership cost in dollars, C is the initial cost in
dollars, PNL is the guaranteed maximum no-load loss in watts, and PLL is
the guaranteed maximum load loss in watts
For the determination of the award for the transformer order(s), City will
consider all bids within 5% of the lowest Present Value Cost of
Transformer to be economically equivalent. The City of Vernon realizes it
is impossible to accurately predict economic conditions over the
evaluation period of 30 year s. Reference Section 1, SCOPE, second
paragraph of these specifications.
8.2 Delivery
A delivery date of 16 weeks ARO or less is required. Failure to quote a
delivery schedule within this period may disqualify the bid.
9.0 DOCUMENTATION
9.1 For Bid Evaluation
Bidders shall furnish the following in their bid proposals:
1. Transformer unit price, F.O. B. Soto Yard.
2. Guaranteed maximum no-load loss at rated voltage in watts.
3. Guaranteed maximum load loss in watts at rated voltage and kVA.
4. Percent impedance on rated voltage tap.
5. Two sets of dimension and outline drawings.

10. CONTRACT
A. The vendor may be required to execute a purchase contract with City of
Vernon, and may be required to furnish proof of insurance pursuant'to
Attachment B, Insurance Schedule. If required, the vendor shall provide a letter
from its insurance company that certifies the amounts of the insurance policy.
The letter from the insurance company will be in substantially the same form as
the SAMPLE INSURANCE FORM LETTER, which is also included in Attachment
B.
11. SHIPMENT
A. Supplier's quote shall be F.O.B. City of Vernon, Soto Yard located at 2800
Soto Avenue, Vernon Ca 90058.
B. Transformers will be delivered on a flatbed truck for side unloading by
forklift at ground level.
C. Supplier shall notify City 48 hours prior to delivery. All delivery shall be
Monday -Friday, 7:30 AM to 3:00 PM. Contact telephone is (323) 589-

D. 15 days prior to shipment, supplier shall furnish certified test reports of the
switch.
E. 15 days prior to shipment, supplier shall furnish three (3) sets of
Operations/Instruction Manuals.

INSURANCE SCHEDULE (Vendor)
The Contractor shall provide proof of insurance, including a standard certificate of
insurance, in at least the following amounts and coverage (combined single limit
permitted):
The general liability policy shall contain the following special endorsements which shall
be noted on or attached to the standard certificate of insurance:
An endorsement naming City, its officers, and employees as insureds under the policy.
An endorsement providing City thirty (30) days notice of cancellation or material
reduction of coverage.
An endorsement providing coverage for all operations under City permit and specifying
the activities covered.
Such other endorsement as may be required by addendum hereto.
In addition to the standard certificate of insurance, proof of general and umbrella liability
coverage shall be furnished in the form checked below. Certification of the following
proofs by the insurance agent or broker will not be accepted:
For each policy, a notarized letter from the underwriter or carrier certifying that the
coverage and statements in the standard certificate of insurance (attached thereto) are true
and correct and that the signator is an officer authorized to so certify.
A copy of each policy certified by an officer of the underwriter or carrier and notarized.
