Resolution No. 84001 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8400 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING PARTICIPATION IN THE 2003 URBAN AREAS SECURITY INITIATIVE GRANT PROGRAM -PART II, BY THE VERNON POLICE DEPARTMENT AND AUTHORIZING THE EXECUTION OF DOCUMENTS NECESSARY TO OBTAIN FEDERAL, FINANCIAL ASSISTANCE UNDER SAID GRANT WHEREAS, the City of Los Angeles submitted an Urban Areas Security Initiative grant application to the federal government on June 13, 2003, which was approved for $18.5 million as. an LA Urban Area 11grant; and WHEREAS, the City of Los Angeles, through the Office of Homeland Security, Office for Domestic Preparedness, is offering the Vernon Police Department $12,500 for equipment used to respond to events that could be terrorist or weapons of mass destruction related; and WHEREAS, the purchase of equipment for the Vernon Police Department would enhance the capability to respond to threats and incidents of domestic terrorism, thereby enhancing the services provided to citizens, residents, businesses and employees in Vernon andl neighboring communities; and WHEREAS, in order to receive funding under the 2003 Urban Areas Security Initiative -Part II, the Police Department must be authorized to apply for the grant on behalf of the City; and WHEREAS, by letter dated March 11, 2004, Bruce V. Malkenhorst, City Administrator/City Clerk, recommended that the Police) Department be authorized to participate in the 2003 Urban Areas Security Initiative Grant Program -Part II, and authorization be granted to execute the necessary participation/application documents, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 contingent upon full review of the grant requirements by the necessary agencies. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby approves and authorizes the City Administrator, or his designee, on behalf of the City of Vernon to submit an application for the 2003 Urban Area Security Initiative II Grant Program to the necessary agencies, contingent upon full review of the grant requirements and the City's compliance therewith. The City Administrator, or his designee, is hereby authorized to execute any and all documents necessary for the purpose of securing grant funds, obtaining federal financial assistance under Catalog of Federal Domestic Assistance number 16.011 and to implement and carry out the purposes specified in the grant application', for, and on behalf of, the City of Vernon.
