A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE PURCHASE OF ONE FORD RANGER
PICKUP TRUCK BY JOINING ON THE STATE OF CALIFORNIA,
DEPARTMENT OF GENERAL SERVICES, PROCUREMENT
DIVISION, CONTRACT NO. 1-04-23-20 AWARDED TO FOLSOM
LAKE FORD AND AUTHORIZING THE TERMINATION OF THE
LEASE AGREEMENT WITH FORD MOTOR CREDIT COMPANY
WHEREAS, the State of California, Department of General
Services, Procurement Division, has entered into Contract No. 1-04-23-
20 with Folsom Lake Ford for the provision of special service vehicles
to local agencies; and
WHEREAS, on October 9, 2002, the City Council of the City of
Vernon adopted Resolution No. 8071 approving a lease with Ford Motor
Credit Company for three electric pickup trucks (1999 EV Ranger
vehicles); and
WHEREAS, the leasing of the three electric vehicles is for a
period of three (3) years with an option for early termination based
upon 10 days written notice to terminate; and
WHEREAS, there is no longer a State mandate requiring
municipalities to provide a percentage of clean air fuel vehicles in
their fleet, there are no incentives or other funding available from
State agencies for zero emission vehicles, Ford is no longer
manufacturing zero emission vehicles, and there is a concern about the
future availability of parts as the City's electric vehicles are over
five (5) years old; and
WHEREAS, the Light & Power Department is requesting that the
City terminate the lease of one of the Ford Ranger electric vehicles
and purchase one (1) two -wheel drive Ford Ranger Mini Pickup Truck

11for use by one of its meter readers; and
WHEREAS, the City of Vernon has been given the opportunity
to purchase one (1) Ford Ranger Mini Pickup Truck from Folsom Lake
Ford under Contract No. 1-04-23-20; and
WHEREAS, on March 23, 2004, the Finance Committee considered
the recommendation of Bruce V. Malkenhorst, Director of Finance, dated
March 18, 2004, that one (1) Ford Ranger Mini Pickup Truck be
purchased from Folsom Lake Ford at an approximate cost of Twelve
Thousand Four Hundred Forty Dollars and Nine Cents ($12,440.09)
(includes sales tax and delivery charges) and the lease with Ford
Motor Credit Company be terminated respecting one of the electric
Ivehicles.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes the Purchasing Agent, or his designee, to purchase one (1)
Ford Ranger Mini Pickup Truck from Folsom Lake Ford by issuance of a
purchase order and authorizes the Purchasing Agent, or his designee,
to sign and deliver any and all documents necessary in connection
therewith for, and on behalf of, the City of Vernon.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Purchasing Agent, or his designee, to provide written
notice to Ford Motor Credit Company of the City's intent to terminate
the lease respecting one (1) electric vehicle.

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
