A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF ONE
2004 CHEVROLET BLAZER FOR THE POLICE DEPARTMENT
WHEREAS, the Police Department is in need of a new vehicle
11to replace a vehicle that was considered "totaled" in a recent traffic
11collision; and
WHEREAS, the new vehicle will be used (a) by Industrial
Relations as its public information vehicle, (b) by the Labor
Relations Officer as a command post vehicle on labor dispute calls,
and (c) as transportation for multi -media equipment; and
WHEREAS, on May 4, 2004, the Finance Committee considered the
recommendation of Bruce V. Malkenhorst, Director of Finance, dated
April 22, 2004, that authority be granted for the Purchasing Agent, or
his designee, to seek formal bids for the purchase of a 2004 Chevrolet
Blazer, 4-Door, LS; and
WHEREAS, a bid specification for the purchase of the 2004
Chevrolet Blazer, 4-Door, LS has been presented to the City Council of
the City of Vernon; and
WHEREAS, the City Council of the City of Vernon has
determined that it is in the best interests of the City of Vernon that
bids be solicited in accordance with the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
land correct.

SECTION 2: The bid specification, which is attached hereto
as Exhibit "A" and made a part hereof, is hereby approved by the City
Council of the City of Vernon.
SECTION 3: The City Clerk of the City of Vernon is hereby
directed to give notice, in writing, inviting sealed proposals or bids
for the purchase of one 2004 Chevrolet Blazer, 4-Door, LS vehicle, in
accordance with the bid specification, and in accordance with this
resolution.
SECTION 4: There being no newspaper of general circulation
printed, published or circulated in the City of Vernon, the City Clerk
is hereby directed to post said notice, or cause the same to be
posted, in three of the most public places in the City of Vernon, to
wit: the northwest corner of 38th Street and Santa Fe Avenue, the
northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
bulletin board in the lobby of the City Hall of the City of Vernon,
located at 4305 Santa Fe Avenue, in said City.
SECTION 5: The City Clerk of the City of Vernon is hereby
directed to post said notice forthwith and the first posting of said
notice shall be at least ten (10) days before the opening of the bids
for the proposed contract. Said notice shall provide that sealed
proposals or bids will be received by the City of Vernon at the office
of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
Avenue, Vernon, CA 90058-0805.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

REPLACEMENT VEHICLE SPECIFICATIONS
I. GENERAL
The vehicle requested would be a replacement vehicle for Shop 55, which was involved in a traffic collision on
April 1, 2004. After obtaining a quotation from Dens

requested is a 2004 Chevrolet Blazer. This vehicle will be used by the Industrial Relations Division as its public
information vehicle, used to transport multi -media equipment. The Blazer will also be used for labor disputes as
a command post vehicle by the labor relation's officer.
The vehicle covered by this specification is for the purchase of a Chevrolet Blazer, 2004, 4 door, LS, option
Package t SC, and shall be supplied as specified from the manufacturers new, unused and latest model
complete with all necessary equipment and accessories.
The vehicle shall be delivered completely assembled and ready to operate. All equipment normally fumished,
as a standard shall be included. All separate units or components shall be new, unused, installed connected
and delivered in good operating order.

documentation. The invoice, any necessary vehicle registration documentation, warranty information, and
manuals must accompany delivery. Delivery shall be Monday — Thursday from 0800 —1400 and a forty-eight
hour notice must be given to Captain Benudiz.
This vehicle request is not a special order and should be the same type of vehicle that is readily available to the
general public.

NOTICE IS HEREBY GIVEN that the City of Vernon,
(hereinafter "City") invites and will receive sealed proposals (bids) up to
the hour of two o'clock p.m., on June 29, 2004 for the purchase of (1)
2004 Chevrolet Trailblazer, 4-Dr LT as listed on Bid No.1435 from the
City of Vernon.
At said time, proposals will be publicly opened and
