A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE ISSUANCE OF REQUEST FOR
PROPOSAL FROM QUALIFIED FIRMS FOR HYDROGEOLOGICAL
EVALUATION OF CITY GROUNDWATER SUPPLIES
WHEREAS, the Vernon Community Services &Water Department of
the City of Vernon has determined that it needs the services of a
consultant to perform a hydrogeological study to (1) evaluate the
City's groundwater basin in order to identify and map sources of
contamination in the City; (2) provide recommendations for future well
installations; (3) provide recommendations of various remediation
methodologies to alleviate the contaminants identified;.and (4)
identify the costs associated with drilling new wells and provide
recommendations of various types of construction methods available to
facilitate the well installations (hereinafter referred to as the
"Groundwater Study"); and
WHEREAS, the City of Vernon is interested in obtaining
proposals from qualified firms to perform the Groundwater Study; and
WHEREAS, by letter dated April 26, 2004, Bruce V.
Malkenhorst, City Administrator/City Clerk, recommended that the City
issue a Request for Proposal ("RFP") to qualified firms to perform the
Groundwater Study pursuant to Section 2.29-2 of the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.

SECTION 2: The City Council of the City of Vernon hereby
directs the City Administrator/City Clerk, or his designee, to issue
the RFP, a copy of which is attach hereto as Exhibit "A" and made a
part hereof, to one or more qualified firms and to report to the City
Council on the proposals received with a recommendation for action.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

REQUEST FOR PROPOSAL
FOR AN HYDROGEOLOGICAL
EVALUATION OF CITY GROUNDWATER
SUPPLIES

The City of Vernon is seeking proposals from qualified firms to perform a
hydrogeological evaluation of the City of Vernon ground water basin to support the
drilling of new water production wells. A key constraint to drilling new wells is the
presence of known groundwater contamination in the area. The proposal shall detail flow
the consultant will provide the City with analytical data and analysis of the locations of
impaired groundwater and provide recommendations for future expansion of the City's
groundwater based water supply.
In comparing proposals, consideration will not be confined to fee only. The successful
consultant will be one who meets the City's criteria in terms of expertise, experience,
quality and delivery of product. The City reserves the right to reject any or all proposals
or any part thereof and to waive any minor technicalities. There is no obligation on the
Part of the City to award the contract to the lowest fee consultant submitting a responsive
Proposal.
The City requires the successful consultant to provide proof of insurance, including a
standard certificate of insurance, in at least the amounts and coverage indicated on the
Insurance Schedule (Consultant). In addition to the standard certificate of insurance,

Proof of general and professional liability coverage shall also be furnished in the form
indicated on the attached insurance schedule.
SCOPE OF WORK
Data Caltctiog;
The successful consultant shall compile and review available data on each of the City's
water producing wells from the Water Replenishment District, Central Basin Municipal
Water District, Department of Water Resburces, Department of Toxic Substances
Control, adjoining water agencies and any other agency having information relating to
aquifers underlying the City. Analytical data shall be compiled from lithological logs
(DWRI 88 drillers report form), borehole geophysical logs, aquifer test results, pumping
rates, water level measurements, water quality data, and other pertinent data.
Data Aeview a!Id ADalpsis•
The consultant shall identify the aquifers in the City and determine the Iong term quality
and viability of the aquifers. The collected data shall be categorized and evaluated to
determine the hydrogeological conditions contributing to the distrifttion of contaminants
in and near the City boundaries. The proposal shall focus on identifying and mappiug
known and potential sources of contamination in the study area and recommend the
potential locations to install wells. It sball also review the potential for the spread of
existing Down contaminants to existing City of Vernon wells.
Recommendations•
The consultant shall provide recommendations for the following:
Determine the locations for the well sites with estimates of capacity and life
expectancy. Estate of the costs of wells and recommend the vatious types
of construction to be used for the wells.
Methods to install wells and recommended materials for wells.
Methods to slow or stop the spread of the contamination. Methods to clear or
eliminate the contamination. binding for these types of work.
Report Preparation:
Tlle final report shall summarize the data collected for the project study area, as well as a
series of neaps depicting the distinbution of known wells, water flows, depth of aquifers,
both primary and secondary contaminants, and known and potential contaminant sources.
The geological and hydrogeological data shall be interpreted by au experienced geologist,
licensed in the State of California, and reviewed by a California Certified
Hydrogeologist. The collected data shall be evaluated with respect to known geological

and hydrological conditions in the area and then used to speculate on areas with the least
potential for being impacted by contamination.
Proposal Furwat:
The Proposal must be concise, well organized and demonstrate the Cod's and the
individual team members' qualifications and experience related to the proposed project.
Tice Proposal shall include, as a minimum, the following information_
1. Executive Summary: A concise exmutive summary of the proposal, identifying
the entity and/or the team being presented for evaluation. The summary should
include a brief history of the organization, its organizational structure, and
background and relevant experience.
2. Identity of Fir= Form of business (corporation, partnership, or other), location
and address, telephone, fax number, e-mail address and contact person for
response.
3. A stateunent as to the f rm's history as an established entity:
4. A statement demonstrating understanding of the project. Include ideutificatYon of
key issues and potential obstacles. Describe applied methodology to overcome
those obstacles.
S. Previous experience of the firm and/or team in performing work similar to that
proposed.
6_ Office from which the project will be.administered.
7. A list of proposed sub -consultants and their role in the design effort.
S. A project -specific organizational chart identifying key project personnel by name
and title.
9. Names, telephone numbers and addresses of a minimum of three (3) existing or
former clients on similar projects, who may be contacted as references.
10. Project Cost: Provide a list of complete project costs including working hours for
each team member, by task, along with the proposed hourly rates and costs
extended and suYnnnarized.

The work task items described in the Request for Proposal are only a guide to the
anticipated minimum scope of work In addition, the proposal shall include all elezhents
of design and support services, which can reasonably be anticipated to complete this
project.
There is no limit to the total numbed ofpages included in your proposal. However,
proposals should be as concise as possible while still conveying all required information_
Submit one original and two copies of the proposal and one original of the Professional
Fees per the Proposal Schedule below. The proposal shall be addressed to:

Proposal Scheduk.-
Competitive sealed proposals will be accepted until June 24, 2004 at 3:00 p.m. local time.
Any proposal received after that time will not be considered.
'The following items address gencral Proposal preparations issues:
• The consultant is solely responsible for any costs incurred by responding to this
Request for Proposal;
• The proposal shall be signed by an official authorized to bind the consultant to the
proposal and. contract;
• The proposal shall be valid for 180 days;
• The contents of the proposal and the Request for Proposal may become a
contractual obligation;
• All work shall be performed in accordance with usual and customary standards of
care for similar work performed in this area;
• The consultant shall provide and pay for all printing and reproduction of all
drawings and specifications until design drawings and specifications are approved
by the City; and

• City action on proposals normally will taken within. 45 days of opening; however,
no guarantee or representation is Made herein as to the time between the proposal
opening and subsequent action.
Criteria for Selection•
A committee of City staff members will evaluate and rank the qualified proposals in
response to the Request for Proposal. If deemed necessary by the staff committee, the top
ranked consultants will be invited to an oral interview before the committee. The
professional fee envelopes will be opened only after the consultants are ranked based
upon their qualifications.
Please be advised that if the City Attorney detemines there is a conflict of interest that
would prevent the City from contracting with a design team, then that proposal shall be
disqualified.
Evaluation of proposals and interviews will include the following criteria;
• Experience, credentials and blue commitment of the Project manager and other
key personnel assigned to the project;
• Experience of the consultant in completing projects of a similar nature;
• Responsiveness to the project objectives and preparation of an all-inchisive scope
of work;
• Ability to meet the project schedule; and
• Professional fees.
The most qualified lam, based on submitted fi fermation and the interview, will be
selected to enter into the Agreement with the City. The City reserves the right, in them
sole discretion, to reject any and all proposals if such action is determined to be in the
best interest of the City.
