RESOLUTION NO. 8446
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
AN APPLICATION FOR A 2004/2005 USED OIL RECYCLING
BLOCK GRANT
WHEREAS, the people of the State of California have enacted
the California Oil Recycling Enhancement Act that provides funds to
cities and counties for establishing and maintaining local used oil
1collection programs that encourage recycling or appropriate disposal ofl
fused oil; and
WHEREAS, the California Integrated Waste Management Board
("Waste Board") has been delegated the responsibility for the
administration of the program within the State, setting up necessary
procedures governing application by cities and counties under the
program; and
WHEREAS, on May 7, 2003, the City Council of the City of
Vernon adopted Resolution No. 8196 approving and authorizing the
submittal to the Waste Board of an Application for a 2003/2004 Used
Oil Block Grant (Ninth Cycle) under the California Oil Recycling
Enhancement Act; and
WHEREAS, in accordance with the Waste Board's approval of
previous applications, the City of Vernon received grant funds of
approximately Five Thousand Dollars ($5,000) on a yearly basis from
1997 through 2003 and used the funds to improve the public's awareness
of used oil recycling opportunities and the damage to the environment
caused from releases of used oil; and
WHEREAS, the Waste Board is offering an opportunity for
cities to apply for the Tenth Cycle of Used Oil Grant Funds for the

fiscal year 2004/2005 and the expected grant fund level for Vernon is
expected to be at Five Thousand Three Hundred Dollars ($5,300); and
WHEREAS, the Director of Environmental Health will continue
to administer the used oil grant program on behalf of the City of
Vernon and has recommended that the City apply for the Used Oil Grant
Funds; and
WHEREAS, by letter dated May 10, 2004, Bruce V. Malkenhorst,
City Administrator/City Clerk, has recommended that the 2004/2005 Used
Oil Recycling Block Grant Application be approved and executed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves and authorizes the submittal to the Waste Board of a
2004/2005 Used Oil Recycling Block Grant Application, a copy of which
is attached hereto as Exhibit "A" and made a part hereof, for all
available grants under the California Oil Recycling Enhancement Act.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the execution of the Application by the Director of
Environmental Health on behalf of the City of Vernon and hereby
authorizes the Director of Environmental Health to execute any and all
documents necessary for the purposes of securing grant funds and to
implement and carry out the purposes specified in the grant
application for, and on behalf of, the City of Vernon.

SECTION 4: The City Council of the City of Vernon hereby
directs the Director of Environmental Health, or his designee, to send
prior to May 27, 2004, the executed Application together with a copy
of this Resolution to:
California Integrated Waste Management Board

SECTION 5: The City Clerk of the City of Vernon shall

Grant funds are used to improve public awareness of the used oil recycling opportunities and the damage to the environment caused
from releases of used oil. Funded activities include: printing of Used Oil Recycling Calendar; purchase of educational material (pens,
pencils, pamphlets, etc.); the distribution of free used oil -recycling containers to Vernon business employees, and the public; services
of a consultant to conduct education outreach efforts.
