Resolution No. 8450e � 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 RESOLUTION NO. 8450 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ADOPTING AN AMENDMENT TO THE CITY OF VERNON'S NONDISPOSAL FACILITY ELEMENT PURSUANT TO PUBLIC RESOURCES CODE SECTION 41730 ET SEQ. WHEREAS, the State of California enacted the California Integrated Waste Management Act of 1989 (the "Act") and its associated regulations that were developed by the California Integrated Waste Management Board (CIWMB") to change the focus of solid waste management and create recycling goals for cities; and WHEREAS, on January 7, 1992, the City Council of the City of Vernon approved Resolution No. 6033 adopting a Source Reduction and Recycling Element ("SRRE") and a Household Hazardous Waste Element ("HHWE") identifying the City's plan to achieve the mandated waste diversion goals to reduce, reuse, recycle, divert and market solid waste generated within Los Angeles County; and WHEREAS, on July 12, 1994, the City Council of the City of Vernon approved Resolution No. 6475 adopting a Nondisposal Facility Element ("NDFE") for all new and existing NDFE facilities needed to implement the SRRE pursuant to Public Resources Code Section 41730 et seq.; and WHEREAS, a nondisposal facility is any solid waste facility other than incinerators or landfills; and WHEREAS, the CIWMB approved the City's NDFE by Board Resolution No. 94-380 on November 16, 1994; and WHEREAS, Innovative Waste Control, Inc. ("Innovative Waste") 2811operates a solid waste transfer station at 4133 Bandini Boulevard in 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 the City of Vernon and was granted a conditional use permit by Resolution No. 7006 on September 2, 1997, as amended on February 3, 1998 by Resolution No. 7085, subject to certain terms and conditions; land WHEREAS, Innovative Waste has,operated its solid waste transfer facility in compliance with the conditions of its conditional use permit; and WHEREAS, Innovative Waste applied for an amended conditional use permit to allow for the expansion of its facility in terms of geography and operations; and WHEREAS, on March 20, 2002, the City Council of the City of Vernon adopted Resolution No. 7926 granting a conditional use permit to Innovative Waste subject to certain terms and conditions and adopting a Mitigated Negative Declaration in compliance with CEQA for the proposed project; and WHEREAS, the approved conditional use permit was incorporated into a new Solid Waste Facility Permit and submitted to the CIWMB for review and concurrence, and said review and concurrence was issued on August 20, 2002; and WHEREAS, due to the expansion of the Innovative Waste solid waste facility, the City's NDFE needs to be amended to meet the solid waste management needs of the City as well as the waste reduction mandates of the Act; and WHEREAS, the adoption of a NDFE is not subject to environmental review pursuant to Public Resources Code Section 41735;, and WHEREAS, the amended NDFE dated April 1, 2004, was forwarded to the Los Angeles County Solid Waste Management Committee/Integrated - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Waste Management Task Force (the "Task Force") for review and by letter dated May 3, 2004, the Task Force concurred with the proposed amendment subject to certain reporting requirements; and WHEREAS, a public hearing was held by the City Council on June 2, 2004, pursuant to a duly posted and published notice; and WHEREAS., the City Council has heard and considered all evidence, both written and oral, and based upon the evidence presented at the time of the public hearing, the City Council desires to amend the NDFE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1:� The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon further finds on the basis of the whole record.before it (including any comments received) that there is substantial evidence that the project has met the requirements and conditions as prescribed in the Public Resources Code to amend the NDFE, and on the basis of said findings determines that there is substantial evidence in the record to justify the amendment to the NDFE. SECTION 3: The City Council of the City of Vernon hereby approves and adopts the April 1, 2004 amended NDFE, a copy of which is attached hereto as Exhibit "A" and made a part hereof. The site fronts on the north side of Bandini Boulevard between Bonnie Beach Place and Indiana Street, approximately 0.75 miles west of the Long Beach (710) Freeway. The regional setting and local vicinity of the project site are shown in Figures 1 and 2 respectively. The property is legally described as: Los Angeles County Tax Assessor, Map Book 5243, Page 20, Parcel 23. The project site and adjacent area are classified as either "General Industrial' or "Heavy Industry" on the City of Vernon Comprehensive Zoning Map. The subject property is zoned M-2, and is situated within the Rendering Overlay Zone in which a solid waste facility is a conforming use. All properties within 1,000 feet of the site are zoned either M or M-2. There are no residences or any other type of sensitive receptor within 3,200 feet of the project site. The relationship of the facility to surrounding land use is shown in Figure 3. Primary routes of delivery to the site will be via Bandini Boulevard from either the east or west. After off-loading, these vehicles will exit the facility by proceeding south to Bandini Boulevard. To prevent queuing of incoming vehicles on Bandini Boulevard„a traffic loop has been included in the facility's design. Delivery vehicles that may arrive at times when space is not available on the tipping floor will proceed in a counter clockwise direction around the traffic loop, queuing until such time as they may -cross the scale. The traffic loop can accommodate six vehicles. Additional space is available in the transfer, trailer staging area should it be necessary. Incoming transfer vehicles will use the same entrance, proceed west and back down the ramp into position in the transfer loading pit. After being loaded, these vehicles exit the loading pit and briefly stop in the inspection area, where any loose material is removed and the trailer's covers are closed. Transfer vehicles then exit the facility. Transfer trailer weight is determined by.scales set in floor of the loading pit. During peak hours, two additional top loading stations are available. These are located within the processing as shown on Figure 6. Outgoing vehicles containing. recyclables may cross the scale to determine weights of materials. The site is of adequate.size and shape to accommodate large trucks and has been designed to minimize traffic crossovers. Traffic control personnel direct outgoing transfer vehicles during hours of high traffic volume. The facility has an attendant present during all operating hours. Tipping Floor Truck access to the tipping floor is on the east side of the building. The floor area designated for tipping is about 11,000 square feet, and is of sufficient size to accommodate the simultaneous tipping of three delivery trucks. All waste will be pushed by front-end loaders to the loading pit and into transfer trailers. Temporary Waste Storage Area In the area designated as temporary waste storage; sufficient floor space is available to temporarily hold 750 cubic yards of waste. Loading Pit An axle truck scale will be located in the transfer trailer pit. The purpose of the scales is to maximize the loads per truck (which reduces the number of truck trips to the disposal site), and prevent overloading of trucks. - Recycling Area Trucks with recoverable material will be identified and unloaded near the designated recycling area. Recycling will consist primarily of recovering metals, high grade paper, and cardboard via a floor sort. Other materials, such as aluminum cans, may also be recovered and stored here. Inert materials will also be separated from the waste when feasible. Processing of weigh tickets is computerized. Unloadinq Incoming waste is off-loaded on the tipping floor of the processing building. Some waste may be crushed and compacted by making one or more passes over it with a tracked dozer. This waste is lifted by wheeled loaders into transfer trailers parked in the loading pit. Incoming material is processed on a first-in/first-out basis. Although not specifically designed as a material recovery facility, trucks carrying certain types of recoverable material are identified and unloaded in specific areas. Cardboard, high-grade paper, metals, and wood pallets are manually separated from the refuse by sorters on the tipping floor. 'Recovered materials are stored in the processing building_ adjacent to the southern bay door (shown on Figure 6 as Top Loading Station A) until sufficient material is present for transportation to an appropriate outlet. Removal of Residual (non -recyclable) Waste Transfer trucks positioned in the loading pit are loaded over the top by bucket or shovel - blade loader. Using this method, a trailer can be fully loaded in about ten minutes. All wastes destined for disposal will be transported in standard aluminum -body transfer vans. Each transfer vehicle is capable of carrying 24 tons of waste. Up to 12 transfer tracks may be utilized. Residual wastes destined for landfilling are removed from the facility not less than once every 48 hours. Removal of Recyclable Materials Recyclables will be forklifted into roll -off trucks, trailers or sea/land containers at the southern bay door of the processing building. Each outgoing vehicle will be fully tarped or otherwise enclosed. Outlets will vary according to economic factors. Section 5 DAYS AND HOURS OF OPERATION The facility will be open 24 hrs per day, seven days per week. for the receipt and processing of waste, maintenance operations, and the loading of transfer vehicles. Section 6 FACILITY ACREAGE The site is a roughly square parcel of land containing 2.24 acres. . -11- Section 7 FACILITY DESIGN CAPACITY This facility will process a maximum of 1,250 tons of waste per day. Of this amount, approximately 1.5% -may be recovered as recyclable material. Design assumptions are as follows: • Waste delivery and tipping At peak 1,250 TPD, all of the incoming waste could be delivered by 173 collection vehicles, averaging 7.2 tons capacity. These would arrive at the facility in a distribution curve like those experienced at other transfer stations. • Waste removal It will require 52 transfer truck loads (24 ton capacity) to remove each day's residual (i.e., for landfill disposal) wastes from the facility. Transfer vehicles can be positioned in loading wells and loaded in ten minutes. All of the above information, plus trips by employees and contract drivers, is summarized in Table 1. -12- TABLE 1 Project Related Traffic Refuse Recyclable Delivery m�om�Materials mmmmm� ' Assumes two-hour turnaround to Puente Hills or Bowerman Landfills.. -.13- Design calculations are as follows: Weigh-in time at the scale -house is estimated at no more than 2 minutes. The scale -house can, therefore, process up to 30 trucks per hour, thus assuring that there will be no waiting in line since no more than 24 are likely to arrive in any one hour. Each delivery truck will requite 7 minutes tipping time. Assuming 3 tipping bays and 8-9 trucks per bay per hour, 24 delivery trucks can tip per hour without the necessity to stage incoming vehicles. This is roughly equal to the maximum number of delivery trucks predicted. Transfer vehicles can be positioned and loaded in less than 15 minutes, or 4 per hour. Thus, operating at peak efficiency, the station can load all -of the trucks that would be necessary in thirteen hours. Some trucks will be loaded in the evening hours, after the closure of local landfills, and will depart from the site the following morning. Procedures that are followed in the event of an unusually high number of deliveries are presented in section 11. Section 8 TYPES AND DAILY QUANTITIES OF SOLID WASTE RECEIVED Waste Types This facility accepts non -hazardous municipal solid waste, including residential, commercial, and industrial waste materials from licensed waste haulers only. No high liquid content wastes, no designated wastes, no hazardous wastes, and no wastes requiring special handling are accepted by this facility. Waste Quantities The average amount of waste that this facility expects to process over the next five years is presented in Table 2. The average annual loading for the five year period is 400,000 tons. -14- TABLE 2. Section 10 ANTICIPATED VOLUME OF QUENCH WATER There will be no quench water produced at this facility. Section 11 UNUSUAL PEAK LOADING The facility's equipment and manpower needs are scaled to process 1,250-tons/day without exceeding processing or storage limits. On the main tipping floor there is space available for the temporary storage of 750 cubic yards of waste material. Should vehicles arrive simultaneously in numbers exceeding the station's processing capabilities, the following procedures will be implemented: • Initially, vehicles will be placed on a standby basis, and not allowed to unload. Space is available south of the processing building to stage six incoming vehicles on a standby basis. • Secondly, spare transfer units and drivers can be brought in to reduce the peak waste inventories. • Finally, during prolonged emergency, loads will be turned away at the gate and routed directly to a landfill. -15- Section 12 DESCRIPTION OF EQUIPMENT Equipment in use at this facility is shown in Table 3. All vehicle maintenance is performed off -site.. A limited amount of maintenance occurs on -site. This consists of, generally, minor repairs to facility equipment. All used fluids and spent absorbent materials are legally labeled, stored properly, and disposed of at a licensed facility. Standby Equipment/Equipment Breakdown Essential replacement parts, i.e., those deemed most likely to fail, are stored on the premises. In the event of a major equipment failure, no additional wastes will be off-loaded until repairs have been carried out. In the event of a breakdown which will not preclude the receipt of wastes, no material of any type will be off-loaded outside of the processing building. Siting On Landfills. Not Applicable § 17406.2. General Design Requirements. This facility has been in operation for four years. It was designed originally by competent professionals. § 17407.1. Burning Wastes and Open Burning. Fire extinguishers are located on or near all pieces of stationery equipment (i.e., balers, compactors). All mobile equipment such as loaders and forklifts are maintained with fire extinguishers on board.' The facility is equipped with fire hoses. Fire sprinklers are installed in the processing building. § 17407.2. Cleaning Processing Building and Loading Pit. Every 48 hours, all refuse will be completely removed and the entire floor of the processing building dry -swept with an industrial vacumn machine. The loading pit will be cleaned of all refuse and any liquids on a daily basis. Container Cleaning Roll -off boxes used for storage of recyclable materials, which may become contaminated by organic material, oil, or other liquids, will be thoroughly cleaned before re -use. Exterior Items which may not be in active use, such as inoperable equipment or vehicle parts, will be kept in the maintenance/storage building shown on the site plan. This area is located in the northern part of the site. Any litter which may escape from transfer trailers or the processing building will be cleaned -up immediately. A thorough inspection of the perimeter walls for overlooked litter will take place before sunset of each day. The exterior grounds will be swept with vacuum once per week. The operator will monitor Bandini Boulevard at the entrance to the facility for off -site tracking or residue. Any material will be removed, by steam cleaning if necessary. § 17407.3. Drainage Control. A concrete -block wall prevents any run-off from flowing onto the adjacent property to the west. The exterior wall of the building to the east is located on the property line. Thus, all storm water runoff leaving the site enters the existing catch basin located on the north side of Bandini Boulevard, about 75 feet east of the entrance to the facility. This catch basin feeds the main trunk which runs beneath Bandini Boulevard. The main trunk. diameter measures 36 inches. Historically, runoff from this site has been discharged to the existing storm drain system without impact. The 1972 Federal Water Pollution Control Act, also referred to as the Clean Water Act (CWA), as amended in 1987, prohibits the discharge of pollutants in storm water to waters of the United States by certain industrial (in this case SIC code 4953) unless the discharge is in compliance with a National Pollutant Discharge Elimination System (NPDES) Permit. This permit will require industrial dischargers to: • Eliminate the discharge of pollutants to storm water systems. • Develop and implement a storm water pollution prevention plan • Monitor the quality of runoff discharged to storm water systems. The permit will be issued and enforced by the RWQCB. A Storm Water Pollution Prevention Plan, utilizing best available technology economically achievable (BAT) and best conventional pollutant control technology (BCT) has been prepared. § 17407.4. Dust Control. Dust/air quality control procedures will include each of the following: • A light sprinkling, with a hand hose, of any incoming loads which may contain fine material, prior to off-loading. Subsequent to off-loading, certain loads may be sprinkled again. • Drivers reporting'particularly dusty loads will be instructed to proceed directly to a landfill. • In the event three or more trucks are queued on -site, all trucks will turn off their engines. • Equipping all workers in the tipping and processing areas with dust masks. • The exterior grounds will be swept with vacuum once per week to remove fine dusts and other particulate material. 2 § 17407.5. Hazardous, Liquid, and Special Wastes It is illegal to deliver hazardous waste to this facility. To the greatest extent possible IWC reduces, and in some cases interdicts, the illegal delivery of hazardous, wastes through the following program: All customers are given notice regarding the illegal disposal of hazardous wastes. Drivers of collection vehicles are expected to be attentive to the presence of hazardous waste in refuse containers and instructions on how to recognize common hazardous wastes, including medical wastes, pesticides, and chemical wastes and to refuse to accept any containers recognized or suspected of containing hazardous materials. Procedures for handling hazardous wastes • Questionable wastes are inspected by supervisory personnel, identified if possible, and verified as hazardous. Any questionable wastes which can not be identified are assumed to be hazardous. • If the waste can be identified and it can safely be moved, it is transported to the Hazardous Waste Storage Area (HWSA, see Number 5 below) and placed in drums in the appropriate storage compartment. • If the waste can not be identified and it can safely be moved, it is transported to the. HWSA and segregated to await identification by trained agency personnel (see below). • The driver of the vehicle delivering the waste will report to station management or supervision the collection route number, or customer if the load was from a single. generator. Every effort will be made to identify the generator of hazardous waste. Any information regarding the generator of hazardous waste will be forwarded to the Los Angeles County District Attorney and the Highway Patrol. • Spills of hazardous waste will be contained as rapidly as possible with absorbent material and the area cordoned off. If this interferes with normal operations, all incoming vehicles will be directed away from the site. • If the spilled material is recognizable and is judged to be relatively non -toxic (e.g.,.motor oil) the absorbent material will be containerized and transported to the HWSA. Any employee engaged in clean-up operations will wear appropriate safety equipment. • If the spilled material can not be immediately identified, the area will remain cordoned off until positive identification is made, thus ensuring safe handling and disposal. The containment structure consists of a molded, industrial grade, plastic unit manufactured by Ultra Corporation. The unit can accommodate two fifty-five gallon steel drums and various smaller containers. The storage unit meets secondary containment requirements. Prior to transport off -site, hazardous waste will be placed in lab -packed 55 gallon drums. Each drum will be clearly marked with the words "Hazardous Waste" and the class of waste it contains, and with the date on which the waste was initially placed in that container. Containers will be continually monitored to detect any general deterioration or leaks, and will be kept closed at all times except when being filled. The hazardous Waste storage is marked with the following signs: • Identification as a hazardous waste storage area. • Name and phone number of a designated Emergency Coordinator. • Contact Agencies as listed above. • Location of emergency equipment. Stored adjacent to this area is a supply of inert absorbent (vermiculite), gloves, safety goggles, boots, respirators, and fire extinguishers for use by station personnel. Storage of hazardous wastes on site will not exceed 90 days. All wastes shipped off -site will comply with State manifesting requirements. Removal of hazardous materials will be by the operator of the facility, who is a licensed hazardous waste hauler. 2 § 17408.1. Litter Control. All loads entering the facility must be tarped, unless the load is fully enclosed within trailers or vehicles. This prevents waste from blowing off incoming vehicles. Indoor tipping and processing areas serve to further control wind blown litter. The 10-foot high chainlink fence and the concrete block wall on the north and south will capture blowing waste which escapes the facility building. The exterior area is routinely inspected by personnel who will clean litter off the fences and sweep the yard. Particular attention will be given to the site entrance. IWC assumes responsibility for controlling loose materials and ensuring that litter does not escape the site. In the event litter resulting from the operation of the site escapes the facility IWC will dispatch litter crews to retrieve these materials. § 17408.2. Medical Wastes. Medical waste, i.e., wastes regulated pursuant to the Medical Waste Management Act of'the Health and Safety Code, is not accepted at this facility. If approved by the enforcement agency medical waste which is treated and deemed to be solid waste, may be accepted under specific contract with the generator. Enforcement Agency approval will be obtained in writing and will be a part of the facility's operating record. All employees are educated in the recognition of medical waste. Suspicious material is always inspected by a supervisor prior to handling. Specific containers for the disposal of home -use needles (sharps) that may be found are kept on the premises. If medical waste is illegally disposed of, every effort will be made to trace the material to its source, and the appropriate agencies will be notified. Specific Procedures: First, an attempt is made to determine if the medical waste has, been treated. Medical wastes can be effectively neutralized by heat, or chemicals such as bleach or formaldehyde. If it is apparent that the waste has been treated, it is considered solid waste and disposed of normally. Second, fresh appearing blood, unbagged needles or other laboratory samples, or any medical waste that is not known to have been treated, is handled with the utmost caution. Any medical waste that requires special handling, treated or otherwise, requires the donning of personnel protective equipment, commensurate with the perceived level of hazard. At.a minimum this means gloves and eye protection. Third; untreated medical waste is immediately segregated. This material is stored in polyethylene -lined drums, 35 or 55 gallon capacity, and is not co -mingled with any other type of waste. Drums containing medical waste. are sealed and labeled as a biohazard. 5 Traces of medical waste that remain on the tipping floor are disinfected with bleach. Specific containers for the disposal of home -use needles (sharps) are kept on the premises. Medical wastes are picked up by Environmental Transloading, or an equivalent contractor. In the event that it is deemed prudent not to handle the waste .at all, it is segregated from all other wastes and areas of activity to await identification by trained agency personnel. If untreated medical waste is delivered to this facility, every effort will be made to trace the material to its source, and the appropriate agencies notified. If known, the driver of the vehicle delivering the waste will report to supervisory -level personnel the collection route number, or account name if known. Noise Control The facility will be open for the acceptance of waste and transfer vehicle loading operations 24 hours per day. 1) noise generated by fixed equipment and on -site vehicular operations The proposed indoor equipment will likely produce noise levels in the range of 60 to 65 dB at the property line. This estimate is based on studies conducted for other, similar, facilities. For industrial uses, the generation of noise at levels of up to 70 dB is normally acceptable. The processing building and loading pit share a common roof, and all loading and unloading of wastes will take place only within this structure. The building is constructed of corrugated steel, and will therefore mitigate noise impacts due to the processing of waste. A concrete block wall and landscaping will further mitigate the impact of noise to the south and west. The properties adjacent to the west and east are occupied by a rendeFing plant and a fertilizer manufacturer, respectively. The northern boundary abuts a thirty foot wide railroad easement. Ear protection equipment will be available for all personnel whose duties require them to be in areas of high noise levels. This will be defined to mean any area where noise on a sustained basis (greater than twenty-five percent of the time) exceeds 70 dBA. 2) noise generated by project traffic. Traffic generated by the project will consist of diesel or gasoline powered collector trucks, transfer trucks, and private vehicles. The actual number will depend on the amount of waste received. The causes and cures for vehicle noise are well known, and the operator will assure that trucks accessing this facility are maintained to high standards. Over 90% of waste deliveries to this station occur between the hours of 4:00 am and 4:00 pm. Transfer vehicles will leave and enter the facility on a schedule that is controllable by the operator, and reasonable. efforts will be made to avoid putting trucks on the road during peak hours. Noise from employee vehicles is limited to early morning and late afternoon hours. Employees will be encouraged to car-pool to and from work. V► § 17408.4. Non -Salvageable Items Drugs, cosmetics, foods, beverages, hazardous wastes, poisons, medical wastes, syringes, needles, pesticides and other materials capable of causing public health or safety problems are not salvaged at this facility. § 17408.6. Nuisance control Since its inception, this facility has not been the recipient of a single nuisance complaint. § 17408.6. Maintenance Program Depending upon mileage or hours of operation, each vehicle owned by Innovative Waste Control is lubricated, greased, and various other inspections and adjustments are carried out. A limited amount of operating equipment maintenance occurs on -site. This consists of, generally, lubrication and minor repairs. All vehicle maintenance is performed off -site. Used fluids and spent absorbent materials are legally labeled, stored properly, and disposed of at a licensed facility. Essential replacement parts, i.e., those deemed most likely to fail, are stored on the premises. In the event of a major equipment failure, no additional wastes will be off-loaded until repairs have been carried out. In the event of a breakdown which will not preclude the receipt of wastes, no material of any type will be off-loaded outside of the processing building. Personnel Health and Safety Health and safety measures will be implemented at this facility to provide maximum protection of employees and visitors. 0 Clear aisle ways are maintained between all equipment and adjoining walls. • Ear plugs, hard-hats, goggles, gloves, steel toe shoes or boots, and reflective vests are required for all employees working in waste handling areas. Dust masks are available but are not required equipment. • Lighting is maintained at a minimum of 30 foot candles in the processing building. • Emergency showers and eyewash basins are located adjacent to the restroom in the processing building. • All loaders, trucks and forklifts are equipped with back-up alarms. § 17408.8. Protection of Users No person shall be admitted to the processing building except employees and agency personnel. Drivers of collection vehicles are not permitted to exit their vehicle while inside the processing building. Traffic spotters are on duty at all times when waste is being received. § 17409.1. Roads The operator will monitor Bandini Boulevard at the entrance to the facility for off -site tracking or residue. Any such material will be removed, by steam cleaning if necessary. § 17409.2. Sanitary Facilities The station office and processing building are provided with sewer lines to service sanitary facilities. Sanitary facilities in the processing building consist of both men's and women's restrooms at the southern end. The men's restroom contains 1 urinal, 1 stall, and 1 hand -washing sink. The women's restroom contains 1 stall, and 1 hand -washing sink. An additional restroom containing a sink and toilet is located on the loading dock. The processing building is currently provided with one eye -wash basin. Sanitary facilities in the office building include: Men's restroom with 1 shower, 1 toilet, and 1 sink. Women's restroom with 1 toilet, and 1 sink. § 17409.3.. Scavenging and Salvaging As an integral part of the operation of this facility, up to 5% of the incoming material may be recovered for re -use. Cardboard, certain grades of paper, metals, and wood waste (primarily pallets and dimensional lumber) are manually separated from the waste by laborers on the tipping floor. Salvaging activities will not interfere with the 6 entry and exit of vehicles delivering waste to the facility. Recovered material is stored in the southern part of the processing building as shown on Figure 3. If recovered materials are stored outside of the processing building, this will be in covered roll -off bins, away from other activity areas. Except for paper products, none of the material that might be recovered is flammable. Vector harborages will be minimized by regular removal of recyclables. Storage of recyclable material will not exceed 200 cubic yards at any time. Storage will not exceed 90 days. Recyclables are forklifted into roll -off trucks or trailers at the southern bay door of the processing building. Each outgoing vehicle is fully tarped or otherwise enclosed. Inert material is recovered when feasible. § 17409.4. Signs A sign posted at the entrance on Bandini Boulevard will include the name of the operator, the operator's telephone number, schedule of charges, hours of operation, and a listing of the general types of materials which either (1) WILL be accepted, or (2) WILL NOT be accepted. A sign posted at the entrance will also specify that all incoming vehicles must be completely tarped. § 17409.5. Loadchecking. A random load screening program will implemented. One truck per day will be selected at random for a thorough inspection. This inspection will take place in a prominent location marked by pylons or some other designation. In this way it is hoped that awareness of the program will act as a deterrent to customers who might deliver wastes known to be hazardous. The scale -house will display a sign stating that no -hazardous wastes are accepted and all vehicles are subject to random search. All tipping floor personnel will be trained in the recognition of hazardous waste and procedures to be taken in case it is detected. The facility will install a radiation detector at the scalehouse to detect any radioactive material. § 17409.6. Parking Overnight parking for eleven transfer trucks is located on the western portion of the site. § 17410.1. Solid Waste Removal All solid waste will be removed from this facility within 48 hours of its receipt. 10 § 17410.2. Training Prior to assignment, personnel employed at this facility will undergo a two -fold training program. Prior to assignment, employees will be trained by supervisory personnel in aspects of station operation and maintenance specific to their job duties. Included among these are: • Proper use of operating equipment. • Mandatory personal protective equipment. • Company policy when working in the vicinity of heavy equipment. • Detection and safe handling of hazardous materials. • Housekeeping standards. • Stormwater pollution prevention. This training is supplemented: • Whenever an employee is given anew job assignment for which training has not been previously provided. • Whenever new substances, processes, procedures, or equipment which represent a new hazard are introduced into the workplace. • Whenever the Company is made aware of a new or previously unrecognized hazard. • Whenever the Company, the Site Manager, or the Supervisor believes additional training is necessary. Personnel will also receive training (including written material when appropriate) in non -routine, or emergency response, procedures. These include: 11 • Emergency shutdown systems controlling sorting line, conveyors and baler. • Proper use of personal protective equipment. • Emergency notification procedures including appropriate contact persons and agencies, 911 and location of telephones. • Spill containment. • Fire escape routes and location and operation of fire extinguishers. • Evacuation procedures. • Location of first aid supplies. Supervisory personnel will be responsible for compliance with IWC health and safety policies. Infractions of company policy will result in verbal and written warnings, suspension from work or dismissal. § 17410.4. Vector, Bird and Animal Control Incoming wastes will not be off-loaded outside of, and all handling of waste will take place within, the processing building. As is true of all waste handling facilities, two problems are encountered: Rodents, mainly rats, and birds, mainly gulls. So far, the facility has not been plagued with rodents. The heavy equipment and constant movement do not provide a advantageous harborage, and the facility receives mostly commercial wastes containing little organic material, and therefore does not provide a good source of food. Whenever unexpected vermin infestation occurs, in addition to increased housekeeping practices, the services of a professional pest control operator are utilized. Birds are controlled with monofilament wire strung from poles across the main entrance to the tipping floor. § 17414. Record Keeping Requirements IWC retains records in the administration building of incoming waste loads, outgoing transfer vehicles, recyclable shipments, and the percent of the waste stream diverted by salvage operations. Maintenance records for each piece of equipment are retained onsite as part of the site's preventative maintenance program. Special Occurrences, such as fires, injuries, property damage accidents, hazardous waste incidents, flooding, and other unusual occurrences are entered into the Special Occurrence Log, which is maintained at the Site Administration Office. As part of the monthly facility report to the LEA, IWC will forward copies of written complaints, which are relevant to or regard conditions of the Solid Waste Facility Permit 12 or Title 14 CCR regulations. Upon receipt of any such complaint, IWC will verbally notify the LEA. Records of facility activities are maintained in a filing system located in the administration office. Records will be available for review from 8 am to 5 pm Monday through Friday. § 17414.1. EA Approvals As required § 17415.1. Communications Equipment The scale house, office and processing buildings will each be supplied with telephone service. Additionally, these areas will be interconnected through an intercom system allowing direct communication. § 17415.2. Fire Fighting Equipment Station fire suppression equipment is as follows: • Fire extinguishers are located in several areas of the processing building. • The processing building is provided with automatic sprinklers and an alarm system. The facility is deemed to be in compliance with applicable fire ordinances by the City of Vernon Fire Department. § 17416.1. Housekeeping Items ancillary to the operation of this facility which are not in active use, e.g., spare equipment or vehicle parts, will be kept either in the storage/maintenance building shown on the site plan, or in the utility room in the processing building shown on the building floor plan. Fuel drums, inoperable equipment, tires, scrap and similar items will not be kept on the premises § 17416.2. Lighting Overhead lights rated at 4,000 watts each are installed in the processing building. This will provide a minimum of 30 foot candles throughout the processing building. 13 t•— § 17416.3. Equipment Facility equipment receives preventative maintenance at the manufacturer's recommended service intervals. A sufficient supply of spare parts and supplies is maintained either onsite or secured from a reliable off -site supplier. Routine maintenance and minor repairs to facility equipment is conducted on site by facility personnel. All used fluids and spent absorbent materials are legally labeled, stored properly, and disposed of at a licensed facility. An outside contractor is retained for major service. § 17418.1. Site Security The site is fully enclosed as follows: North: Eight foot chain -link fence. East: Exterior wall of Pursell Fertilizer Company building. South: Brick wall. The entrance to the facility is controlled by a lockable sliding gate. West: Concrete block wall and exterior wall of West Coast Rendering plant. No gate to adjacent property. § 17418.2. Site Attendant An attendant is present at this facility during public operating hours. § 17418.3. Traffic Control The site is of adequate size and shape to accommodate large trucks in so far as required turning ratios is concerned. The facility has been designed to minimize traffic crossovers to facilitate a smooth flow of incoming and outgoing vehicles and prevent queuing of vehicles on any public street. Traffic control personnel will direct outgoing transfer vehicles during hours of high traffic volume. § 17419.1. Visual Screening A decorative brick wall effectively screens most of the operations of this facility from public view. Additional landscaping will be installed if required by the City of Vernon Planning Department. § 17419.2. Water Supply The office and processing buildings are each provided with water lines to serve drinking water, fire prevention devices (sprinklers) and dust control.
