RESOLUTION NO. 8469
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
MASTER AGREEMENT FOR PRODUCTS AND SERVICES BY AND
BETWEEN THE CITY OF VERNON AND NORSTAN
COMMUNICATIONS. INC.
WHEREAS, the City is in the process of building a business
and technology development center at 3375 E. Slauson (the "Business
Center") to assist businesses to locate in the City and provide fiber
optic service to existing businesses within the City; and
WHEREAS, the Business Center is expected to open by the end
of June 2004 and the Information Technology Division of the City
Administrator/City Clerk Department (hereinafter "IT") sought informal
quotes for the purchase, installation, training and support for a new
telephone system at the Business Center; and
WHEREAS, IT has reviewed and evaluated proposals from
different vendors and deemed Norstan Communications, Inc. ("Norstan")
to be the lowest responsible qualified vendor submitting a proposal for
a new telephone system and turn -key implementation service; and
WHEREAS, on June 8, 2004, the Finance Committee considered
the recommendation of Bruce V. Malkenhorst, Director of Finance, dated
June 3, 2004, that an agreement with Norstan be approved for the
purchase, installation, training and support services for a telephone
system at the Business Center; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to enter into an agreement with Norstan.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves the Master Agreement for Products and Services with Norstan
Communications, Inc., a copy of which is attached hereto as Exhibit A
and incorporated herein by reference.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor and the City Clerk to execute said Agreement for,
and on behalf of, the City of Vernon.
SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or his designee, to send one fully executed
Agreement to:

Norstan Communications, Inc. (referred to as 'Sae" or "us") is pleased to offer this Agreement to you. The parties intend that this Agreement, upon acceptance by us,
shall constitute a master agreement for the sale and/or installation of our Products and Services in the United States within our established service territory, or upon
mutually agreed terms when installation is available outside our established service territory.
1. DEFINITIONS
"Corrective Maintenance" means repair or replacement services provided to
remedy defects to a Product pursuant to manufacturer specifications and any
applicable Service Plan, including labor and parts.
"Custom Software" means any Software or portion thereof written by us in
whole or in part to your specifications.
"ICO" means an installation change order signed by you and us.
"Installation Date" or "Cut over Date" means the date on which: a) a Product,
or if a phased installation is intended, any portion of a Product, is installed by us
and substantially performing according to all manufacturer's specifications as
verified by our standard test procedures; or b) we deliver a Product to you, if not
to be installed by us; or c) performance of a MAC or Project Service is completed
by us.
"MAC" means any moves, adds or changes to an installed Product
(excluding Product Upgrades).
"Periodic Services" means renewable and ongoing services, for which there
Is a specified periodic charge, as described on a Schedule A and/or the
applicable Service Plan (exclusive of Warranty Service).
"Premises" means your installation or service locatibn as referenced on a
Schedule A.
"Price" shall have the meaning set forth to Section 2 hereof.
"Product" or "Products" means equipment, Product Upgrades, or MAC
purchased and/or Software or Custom Software licensed by you from us.
"Product Upgrade" includes, but is not limited to a new release, new
functionality, of a Product or Product enhancement, as noted on a Schedule A. to
an installed Product.
"Project Services" means supplemental services, provided by us on a time
and materials or project basis, as described on a Schedule A and/or the
applicable Statement of Work.
"Schedule A" means the ordering document for Products or Services.
"Service Plan" means the features and specifications of Warranty Services or
Periodic Services offered by us, which are described in an exhibit referenced on a
Schedule A.
"Services" means Periodic Services and Project Services.
"Software" means any computer program supplied under this Agreement, or
which constitutes part of any Product, on magnetic tape, disk, semiconductor
device or other memory device, or Product memory including hardwired logic
instructions, microcode and documentation, used to describe, maintain and use
the programs.
"Software Owner" means any party other than us, which may own the
Software.
"T&M" means labor and/or parts provided by us on a time and materials
basis.
"Warranty Services" means the services described in Section 10 of this
Agreement and the Corrective Maintenance as described in our Warranty
Services Policy.
2. PRICE
The Price for the Products and Services, except MAC and T&M, shall be
specified on a Schedule A and on any ICO's. The Price for MAC and T&M orders
shall be noted in our invoice to you.
Any additions, deletions or changes to the Products after acceptance of a
Schedule A may only be made prior to the Installation Date by an ICO as
mutually agreed by the parties. The amount of credit for any deletions shall be
equal to the Price at which each deleted item was ordered originally less any
applicable manufacturer restocking charge and any direct costs incurred.
You may order Periodic Services under one or more of our Service Plans or
Project Services as described on a Schedule A and related Exhibit. For Periodic
Services, there may be annual rate increases during the term, and we will provide
you sixty (60) days prior written notice of such increase.
3. TAXES
The Price does not include applicable taxes unless otherwise indicated, and
you shall be responsible to pay when due or levied any sales, excise or other
similar taxes with respect to any Products and/or Services, exclusive of taxes
based on our net income.
4. PAYMENT TERMS
You agree to pay the Price in such amounts and at such times as described
in the applicable Schedule A or on the invoice for MAC and T&M.
For amounts remaining unpaid after thirty (30) days from invoice date, an
interest charge may be assessed equal to 1.5% per month or the highest amount
allowed by law, whichever is lower.
6. FINANCING OPTION
You may assign this Agreement to a financing company for the sole purpose
of financing the Price, provided you agree that any such assignment shall not
delay or relieve you of your duty to perform any of your obligations under this
Agreement. All payments made shall be promptly refunded to you upon our
receipt of the same from the financing company.
6. SECURITY INTEREST; TITLE TO EQUIPMENT
Tide to each Product purchased, except for Software, passes to you on its
shipment date. We shalt retain a purchase money security interest in the
Products to secure payment of the Price. You agree to execute any document
reasonably necessary to permit us to perfect our security interest.
This Agreement incorporates all provisions of the schedules, exhibits and other documents that are referenced herein. All of these documents taken together, including
those effective in the future, shall constitute the entire agreement between you and us and replace any prior oral and/or written communications, negotiations and
agreements relating to the subject matter hereof. Each party represents that the individual signing on its behalf has the power and authority to enter into this
Agreement. This Agreement shall become valid and binding upon execration by you and us.

7. RISK OF LOSS
We will bear the risk of loss of the Products while they are in transit to your
Premises. After delivery of the Products to your Premises, you shall bear such
risk of loss unless the loss is caused by our negligence or that of our agents or
subcontractors.
8. INSTALLATION RESPONSIBILITIES
Site preparation and Product installation responsibilities of each of us shall
be described on the Installation Responsibilities Policy, if applicable.
We will make all reasonable efforts to complete the installation by the
intended Installation Date specified on a Schedule A. We will notify you of the
actual Installation Date and you agree, on request, to sign our cut over or
installation certificate. Minor omissions or variances in the installation or
performance of any Product that do not materially affect the operation of the
Product as a whole shall not affect or postpone the Installation Date and shall be
noted by you.
9. ACCEPTANCE OF PRODUCTS
Except as rioted below, a Product will be deemed accepted by you thirty (30)
days after its Installation Date, unless you notify us in writing within such period of
any non conformities. Upon such notice, we will promptly correct any such non -
conformities to your reasonable satisfaction. The Product will then be deemed
accepted by you. MAC, T&M and Products not installed by us will be deemed
accepted on their Installation Date.
10. PRODUCT WARRANTY
We agree to provide Warranty Service as set forth in this Section and in our
Warranty Service Policy for the Product(s) indicated on a Schedule A.
We warrant that, commencing on the Installation Date, any Product shall be
free from defects in material and workmanship and will substantially conform to
manufacturer specifications under normal use for the warranty period indicated
on a Schedule A. Upon notification of a defect during the warranty period, we
shall have the option to repair or replace the defective part(s) of the Product If,
after reasonable efforts, we are unable to repair or replace the defective part(s) of
the Product so that it operates as warranted, we may, at our option, issue a
refund for the actual dollar amounts paid for the defective part(s) upon receipt of
the defective part(s) by us.
We do not warrant that the operation of the Product will be uninterrupted or
error -free. You acknowledge that the Products are by no means invulnerable to
network interference or to fraudulent or unauthorized calls or access and
consequently, no express or implied warranty is made by us against such
occurrences. THE WARRANTIES SET FORTH HEREIN REPLACE ALL
OTHER WARRANTIES, EXPRESS, STATUTORY, OR IMPLIED, INCLUDING
BUT NOT LIMITED TO, THE IMPLIED WARRANTIES OF MERCHANTABILITY
AND FITNESS FOR A PARTICULAR PURPOSE.
11. SOFTWARE LICENSE
We grant to you a non-exclusive, fully paid, perpetual license to use the
Software, but only in conjunction with the equipment or Product with which it is
licensed and installed. You acknowledge and agree that you shall have no title or
ownership rights to such Software.
You agree to abide by and/or execute any software license agreement
required by the Software Owner, as noted on a Schedule A, or required by the
Software Owner to receive a Product update, enhancement or new release and
said provisions of the software license agreement shall be in addition to the terms
and provisions contained in this Section 11.
You acknowledge and agree that the Software is a trade secret of the
Software Owner and/or us. You agree to take all reasonable precautions to
protect the trade secret nature of the Software and to prevent its disclosure to
unauthorized personnel. You may make one back-up copy of the Software, but
agree not to otherwise copy, modify, translate, reverse compile, decompile or
reverse engineer the Software.
12. INDEMNIFICATION
We agree to indemnify, defend and save you harmless from and against any
and all losses or damages to tangible property or from any loss or damage
arising from bodily injury, including death, when, and to the extent, such losses or
damages are caused by our negligence or that of our agents or subcontractors
provided that you give us prompt written notice of any such claim and allow us,
with your full cooperation, to control the defense and all related settlement
negotiations.
We further agree to indemnify and save you harmless from and against any
mechanic's lien resulting from work performed by us or our agents or
subcontractors and which has been paid by you. No costs or expenses shall be
incurred for our account without our prior written consent
13. INFRINGEMENT INDEMNIFICATION
This Section sets forth our entire obligation to you regarding claims of patent,
copyright or trademark infringement.
If a third party claims that a Product provided hereunder infringes a patent,
copyright or trademark, we will indemnify and defend you against such claim and
pay all costs, damages and reasonable attorneys' fees, provided that you a)
promptly notify us in writing of the claim, and b) allow us and/or the manufacturer
to control, and cooperate with us in, the defense and any related settlement
negotiations.
If such a claim is made or appears likely to be made, you agree to permit us
to enable you to continue to use the Product or to modify or replace it. If neither
of these alternatives is reasonably available in our judgment, you agree to return
the Product to us upon our written request We will then give you a credit equal to
your net book value for the Product provided you have followed generally
accepted accounting principles.
We will have no obligation regarding any claim of infringement based upon a
Product which is a) modified; b) combined, operated or used with any product,
data, apparatus, software or program not provided by us; c) a result of your
design specifications; or d) located outside the United States or Puerto Rico. No
costs or expenses shall be incurred for our account without our prior written
consent.
14. LIABILITY
If either party is not substantially complying with the terms of this Agreement,
the other party may give written notice of such failure to perform. The non-
complying party will be in compliance if, within ten (10) days after receiving such
notice, it either corrects its performance or commences a continuous good faith
effort to correct its performance within a reasonable period of time.
Upon our default, we will only be liable for: a) liabilities referred to in
Sections 12 and 13; and b) the amount of any other direct damage you incur, up
to the Price (or twelve (12) months of recurring charges for Periodic Services) for
the Product or Services that caused the damage. If an action is commenced for
the enforcement of any rights under this Agreement, the prevailing party shall be
entitled to receive its reasonable legal fees and related expenses. The above
limitations apply regardless of the legal theory upon which the claim is based.
Upon your default, you will only be liable for a) damages arising under
Section 11; and b) for Periodic Services, all sums awing for the remaining term of
the Schedule A, not to exceed twelve (12) months of recurring charges; and c)
the amount of any other direct damage we incur. In addition, we may
immediately cease performance. IN NO EVENT SHALL EITHER PARTY BE
LIABLE FOR CONSEQUENTIAL DAMAGES (INCLUDING LOST PROFITS,
DATA OR SAVINGS), INCIDENTAL DAMAGES OR PUNITIVE DAMAGES,
EVEN IF THAT PARTY IS INFORMED OF THEIR POSSIBILITY.
15. GENERAL
Both parties may delegate any or all of their duties to subcontractors,
subsidiaries or parent or affiliated companies, provided that both parties will
remain liable for their respective duties. Except as noted in Section 5, you may
not assign this Agreement or any of your rights under this Agreement without our
prior written consent. Any attempt to do so is void.
This Agreement may not be modified except in writing, signed by you and us.
The terms and conditions contained on any other form, purchase order or other
communication by either of us are deemed void.
Neither of us will be liable for our inability to perform to the extent caused by
conditions beyond our reasonable control, including but not limited to
environmental conditions at your Premises, your third -party telephone services
provider or other contractors, labor disputes, perils, other hazards or
manufacturer's discontinuation of Product(s) and/or Services.
You grant us the right to use your name in customer lists, SEC
documentation and marketing materials. In the event we intend to disclose
information other than your name, such as, but not limited to, dollar amount of
sale, project tirnelines, project objectives and or use your logo, trade or service
marks, we will obtain your approval.
If any portion of this Agreement is held invalid, such invalidity shall not affect
the remaining portions of this Agreement, and you and we agree to substitute for
the invalid portion a valid provision that most closely approximates the economic
effect and intent of the invalid provision,
Failure or delay by either of us to exercise any right, power, privilege or
remedy will riot constitute a waiver thereof. A waiver of default will not operate as
a waiver of any other default or of the same type of default on a future occasion.
We shall observe our responsibilities under Executive Order 11246, as
amended, and the regulations at 41 CFR Parts 60-1 through 60-60, and Sections
402/503 and the regulations at 41 CFR Parts 60-250 and 60-741.
Neither party will bring a legal action more than two (2) years after the cause
of action arose.
Any provision contained herein that by its nature could reasonably be
construed to survive expiration of this Agreement shall so survive.
This Agreement shall be governed by and construed according to the laws of
the state where the Products are located or Services are provided.

STATEMENT OF WORK
Background
Norstan-
Project
The City of Vernon is opening a new tenant available building for multiple tenants. Norstan
Communications is being contracted to provide a new system and a tum-key implementation
service to provide the voice communications solution for the new building. The solution will be
installed with a Tenant Service Solution using the services and components detailed within this
Scope of Work and the attached Schedule A.
Application and Solution
Norstan will complete a single-phase installation for City of Vernon, Vernon, Ca. Norstan will
install an Option Chassis Communications system with the core components outlined in this
Scope of Work. Norstan will install the Option Chassis and a Call Pilot Mini. Norstan will
physically install ten telephones and program. Additionally, Norstan will program, but will not
physically connect, an addition 26 phones (software only). The Call Pilot Mini will be installed
and programmed by Norstan to support the ten telephones installed. Norstan will also program
the 36 software only mailboxes for The City of Vernon. Norstan will be providing all necessary
equipment for a complete installation at the MDF location and cross connect to the customer
provided cabling. All work will be completed during normal business hours. The cut -over will be
a flash cut rather than phased.

Pricing is per the attached Schedule A. Pricing includes all necessary hardware and software.
Pricing includes all labor for installation, configuration, and training as detailed in the description
of this document.
Norstan has made every effort to provide City of Vernon with accurate quotes and pricing.
However, the accuracy and completeness of all final quotes is dependent upon the information
provided to us.
Should this Scope of Work change due to customer requirements or unforeseen field conditions,
deletions and/or additions will be addressed using an installation change order "ICO" to reflect
the appropriate cost adjustments. Adjustments to pricing will be priced as the original contract.
After the final equipment and/or software order, additions will be invoiced at current retail pricing.
Project Phases and Implementation
This project is designed as a single-phase implementation solution with installation date(s) to be
determined. This implementation includes on -site installation requirements in Vernon. If other
travel or installation requirements arise, as staging a demonstration at a third party location, an
appropriate change order will be issued. The Project Manager for Norstan will be the first point
of contact for all questions and concerns. An installation schedule that reflects specific tasks,
responsibilities, and dates will be finalized based on City of Vernon input and approved dates.

Nortel Networks Succession communications system offers advanced voice features, data
connectivity, local area network communications, and computer telephony integration for the
delivery of sophisticated information services from a single platform.

Succession systems and Meridian Digital Telephones bring a welcome simplicity to the most
demanding business applications.
The Option 11 C comes standard with Motorola 68040 CP. Software Release 3.0 is delivered via
a PCMCIA cans for with Option 11 C. For Release 3.0, 16MB of DRAM is required for Option
Chassis.
Through Release 3.0 the Succession system complies to FCC ruling: Communications docket
No. 94-102 RM-8143 and Bellcore GR-2953 by accepting 10 digit Automatic Number
Identification (ANI) for wire -line 911 calls and 20 digit ANI for wireless 911 calls.
The Succession handles any number of valid Numbering Plan Areas within a single Public
Safety Answering Point (PSAP) through the 10 digit ANI. The Succession accurately identifies
the physical location of a wireless caller dialing 9-1-1 using the 20 digit ANI (10 digits for ANI
Calling Station Number and 10 digits for the wireless caller's location).
Nortel Networks Succession Internet Enabled communication system is available in several
different options, capable of supporting from as few as 30 phones to 16,000 phones depending
on
the configuration. The following table defines the available platform options and the capacity of

Training
Feature functionality between existing communication system and the Option 11C will have
significant functionality differences to the end user. Due to these differences Norstan highly
recommends that all customer personnel attend training classes.
End User Training:
End user Desktop and Voice Mail training will be conducted by Norstan Communications and will
not exceed four (4) hours. Additional training will be conducted on an Installation Change Order.
Project Organization
Norstan will provide a Project Manager to oversee all aspects of the installation. The Project
Manager assigned will be the main point of contact for the entire installation. All scheduling
and/or changes to this scope of work will be coordinated with the Project Manager. The Project
Manager will assemble an installation and implementation team for this project. All
communications should be through the Project Manager to insure a complete and smooth
implementation of your communications application.

Customer Responsibilities and Deliverables
Provide a single point of contact to provide information for phone system design, to include
network requirements.
All space, power and environmental specifications for the equipment room(s) as indicated in the
Scope of Work.
Proper grounding is essential to the operation of the systems. A dedicated, insulated, AWG #6
ground wire is required for the PBX power outlet and to all other AC provided outlets. The

Ground should be from the X sub 0 tap of the first transformer back that feeds the panel of the
dedicated AC circuit to the Option 11C and all other required outlets. A Parallel frame ground
must be presented to the MDF for all chassis grounds as an AWG #6. All Power and Grounding
wire are required to be insulated and isolated conductors.
Provide blueprintstfloor plans and furniture layouts identifying all voice and data locations prior to
design.
Provide accurate cable records for cross connecting in main switch room.
Provide, in advance, notification of any unique requirements, hazardous locations, security
precautions, access restrictions or other extraordinary conditions that may exist and which may
affect the execution of the project.
Provide a resource for access to the customer site if after hours work is required.
Provide a secure room for equipment storage, until implementation.
After Norstan performs the complete system design an outline of the design will be provided
along with a System Design Freeze form. City of Vernon will be responsible for signing the form
to move forward with the installation. After the form is signed, Norstan can complete the final
ordering process
All PCs for client software and LAN connections to complete the solution as describe in this
scope.
Scheduling training classes for the users of the new communications equipment
An analog trunk circuit for remote maintenance is required for the: Option Chassis
Communication System.
Provide Massage source and music source for Recorded announcement Music on Hold.
Other tasks as specified in the installation schedule agreed to by both parties.
Network Services
Any delays due to Telco order errors or delayed due dates will be billed on an Installation
Change Order. „
Norstan has included four (4) hours of technical time for the installation of your telco
circuits. If more than four (4) hours is required because of missed timeframes, improper
engineering, or other carrier related issues, Norstan will bill City of Vernon for costs associated
with the completion of the circuit installation on an Installation Change Order. In turn, Norstan
suggests that City of Vernon invoice the carrier for these additional charges.
Risk Factors
Risk assessment is an ongoing function to be evaluated and updated throughout the project
period. It is important for both Norstan and City of Vernon to share concerns regarding this
implementation process.

Applications: Application changes to this Scope of Work will result in altered costs and time
frames. Any applications or design requests outside this Scope of Work will be addressed on an
Installation Change Order.
Material: All material and software will be inventoried for completeness prior to the
implementation of the installation. City of Vernon is responsible to supply a secured area to
warehouse the material required to complete the project.
Scheduling: This project requires the accurate scheduling of personnel on site. It is important
to complete all assigned tasks as stated on the installation schedule. Any delays with task
completion will result in altered costs and time frames.
Change of Scope: Changes requested to the software design of the system made after the
°freeze" will be handled after cutover. The freeze date is defined on the installation schedule
after the system design process is completed and City of Vemon has signed -off on the system
design and hardware variance. Sign -off of the freeze is required before the final ordering of the
can take place. Delays in this process can cause cutover delays.
Telco Facilities: The installation of Telco facilities always holds risk. Norstan will make every
effort to insure a quick and accurate installation of these circuits. Neither Ware Memorial nor
Norstan have control over those companies supplying the circuits. Delays will cause altered
costs and time frames.
Paging and Intercoms:
Interfacing the new communications system with the current paging and/or intercom system
holds risk. It is anticipated that there will be no problems with this interface. If a problem occurs it
is the customer's responsibility to contact their local vendor to correct the issues.
Third Party Equipment: Interfacing with third parry venders holds risk. It is City of Vemon
responsibility to coordinate third party vendors to work with Norstan as required.
Certificate of Cut -over:
A cutover review meeting will be held with the customer the day after system cutover. The
purpose of this meeting will be to give the customer a status update and to answer any questions
concerning the project. A signed Cutover Acknowledgment by the customer is required to signify
the cutover of the system. This will mark the commencement of the warranty period. Any open
issues will be addressed at this time along with a resolution timetable. Cutover will be defined as
the first day that the end user has use of the M-1 and Plant applications.
Support
Norstan will provide City of Vernon with a 1-800 number to the Norstan Response Center
for Service and MAC issues. City of Vemon will call The Norstan National Support Center
for all service needs at 800-676-8800. Norstan requests City of Vemon to provide a single
point of contact that agrees to employ remedial measures as reasonably requested by
Norstan. Our goal is to provide one number to call for all support needs, provide
problem isolation and/or resolution and provide dispatching while maintaining ownership
of the initial call from start to finish. The Norstan Support Center will perform with
manufacturer technical support:

• If Norstan is able to clear problem remotely, customer will receive a callback
indicating what the problem was and how it was resolved.
• If it is determined that there is a equipment problem, The Norstan TAC will
contact the appropriate manufacturer for assistance with problem resolution
which may include dispatch of Norstan Field Engineers.
Resolve problem and close call
• Once the call has been resolved, the appropriate manufacturer or Norstan
representative will close the service call with Norstan Support Center.
• Norstan will close call with Customer.
• The Norstan Support Center will maintain ownership of the problem from start to
finish.
Non-Norstan Products or Services
Warranties to Non-Norstan Products or Services are limited to those made by each vendor. At
the expiration of these warranties, Norstan is not responsible for providing maintenance services
on the Non-Norstan Products and Services. It is the obligation of the customer to contract with
the appropriate vendors to obtain the necessary maintenance services. Norstan will not be liable
for compensation, reimbursement or damages of any kind, including without limitation, direct,
indirect, consequential, incidental, special, or punitive damages and damages arising out of the
loss of prospective profits with regards to any Non-Norstan Product or Services.

COMMERCIAL POWER AND GROUNDING REQUIREMENTS
Commercial Power Source/AC Power
The phrase "Commercial Power Source" is a reference to the main AC utility power feed. For
AC systems, this power is wired directly to the Succession Chassis system.
The commercial power supplied can be either 120V or 208V AC nominal. Three phase is not
required, however, single power feed from alternate phases should be normal practice where
three phase power is available. The following table shows the exact input voltage range:

All power feeds used should contain a separate safety conductor (green wire). It is strongly
recommended that the supply conductors be dedicated and uninterrupted from a building primary
source to a dedicated equipment room sub -panel.
Power Sub -Panel
Power sub -panels must meet the following requirements when used for the Succession
• Panels should be located in the equipment room.
• No lighting, air conditioning, heating, generators or motors shall be serviced from this
equipment room panel.
• In areas where isolated ground systems are permissible, this panel will provide sufficient
ground connection points on the isolated ground plate or bar to handle the AC circuit
grounds as well as the other ground reference conductors associated with the Succession
Option I I C.
Unless otherwise specified, these circuits should be rated for 15 Amps. All circuits must be:
• Wired and fused independently of all receptacles.
• Tagged at the power panel to prevent unauthorized interruption of power.
Not controlled by a switch.
The NEMA receptacle types are as follows:
• Isolated Ground systems: 120V IG 1-5-15R or 208/240V IG 1-6-1511. One dedicated outlet
per cabinet is a typical requirement for AC systems.

The size of the conductors between the DC voltage and the junction box depend on the distance
between the two, as follows:

System Grounding Requirements - Essential to trouble -free system operation and the safety
of personnel is the employment of proper grounding. The Succession has several different
grounds and signal returns that are generally referred to as grounds: logic return, battery return
(for DC systems), AC "green wire" ground (in AC systems), and the personal hazard equipment
ground.
The following must also be observed to implement the single -point ground:
• All ground conductors must be in accordance with local codes and terminate in a manner
that is permanent, resulting in low impedance connections.
• All terminations should be accessible for inspection and maintenance.
• All grounding conductors must be continuous with no splices or junctions and tagged,
"WARNING - Ground Connection - Do not remove or disconnect."
• Conductors should be insulated against contact with foreign grounds.
• Grounding conductors must be no-load, non -current carrying cables under normal operating
conditions.
• Grounding the system to building steel is not recommended.
The DC resistance of the system ground reference wire from the Isolated Ground (IG) to the
building ground should be as close to zero as possible with the maximum total resistance on all
runs, within the building, not to exceed 0.5 ohms. The insulated grounding wire size shall be in
accordance with the National Electric Code (NEC) 3.00-294, 3.00-295 and sections 310-316.

Static Electricity

Electronic circuits are extremely sensitive to static discharge. Static discharge can
damage circuitry permanently, interrupt system operation, and cause lost data.
Static electricity can be caused by physical vibration, friction, and the separation of
materials. Other common causes of static electricity build-up are low humidity, certain
types of carpeting, the wax on equipment room floors, and plastic -soled shoes. The
human body is the most common collector of static electricity. A combination of plastic -
soled shoes, certain flooring materials, and low humidity can cause body charges in
excess of 15 kV.
Note: IEEE Standard 142-1982 recommends that flooring resistance
be more than 3.0,000 ohms and less than 1 million megohms,
measured by two electrodes 0.91 m (3 ft.) apart on the floor.
Each electrode must weigh 2.2 kg (5 lb) and have a dry flat
contact area of 6.35 cm (2.5 in.) in diameter.
Antistatic wrist straps, sprays, and mats are available. Northern Telecom recommends
at least using an antistatic wrist strap whenever you work on Succession equipment.
Vibration
Vibration can cause the slow deterioration of mechanical parts and, if severe, can cause
serious disk errors. Avoid structure-bome vibration and consequent noise transferred to
the equipment room. Raised floors must have extra support jacks at strategic places to
prevent the transmission of vibration.
Limit vibration in an office environment to a frequency range of 0.5-200 Hz and a G-
force magnitude of 0.1 G (in accordance with the Bellcore "Network Equipment Building
Systems Generic Equipment Requirements" specification TR-EOP-000063).
Electromagnetic and Radio Frequency Interference
Sources of electromagnetic and EMI/RFI located close to Succession equipment can
cause problems with system operation. Common EMI/RFI sources known to disturb
system operation are:
— thunderstorms, static electricity, and high -voltage power lines
— radar, broadcast stations, and mobile communications
— power tools, appliances (such a vacuum cleaners), and office business machines
(such as copiers)
— industrial machines and ultrasonic cleaners
— vehicle ignition, are welders, and dielectric heaters
— dimmer switches
Note: Succession equipment meets the United States FCC Rules, Part
15, and Canadian Standards Association (CSA) C1 08.8 for EMVRFI
radiation.
Dust
Accumulated dust and dirt can degrade system reliability and performance by:

— scratching the contacts on circuit cards, causing intermittent failures
— having conductive contents that increase static electricity in the environment
— causing components to operate at higher temperatures
Average dust density for an office environment must be 0.00014glm3 or better. False
ceilings and tiled floors help maintain dust density requirements.
Lighting
Lighting illumination of 50 to 75 footcandles measured 76 cm (30 in.) above the
equipment room floor is recommended. Avoid direct sunlight in the equipment room to
prevent malfunctions by devices with light sensors (such as disk units).
Lighting must not be powered from the equipment room service panel. For large system
installations, consider provisions for emergency lighting in the equipment room.
Earthquake Bracing
Earthquake (seismic) bracing is required or should be considered in some locations.
Structural Features
Use sealed concrete, vinyl, or mastic tile for flooring and ensure that it meets the floor
loading requirements. Avoid using sprayed ceilings or walls.
