Resolution No. 8471K 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8471 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ESTABLISHING A GENERAL GOVERNMENT APPROPRIATIONS LIMIT FOR THE FISCAL YEAR ENDING JUNE 30, 2005 PURSUANT TO GOVERNMENT CODE SECTION 7910 WHEREAS, Section 7910 of the Government Code requires the governing body of each local jurisdiction to establish, by resolution, an appropriations limit for each year; and WHEREAS, the appropriations limit for the 1980-1981 fiscal lyear was determined by multiplying the total amount of appropriations for the fiscal year 1978-1979, by the lesser of the change in the cost of living for the 1979 calendar year or the change in California per capita personal income for the 1978 calendar year, and multiplying this product by the change in population of the City of Vernon for the 1978 calendar year and thereafter multiplying this product by the lesser of the change in cost of living for the 1980 calendar year or the change in California per capita personal income for the 1979 calendar year and multiplying this product by the change in population of the City of Vernon for the 1979 calendar year. The above computation is attached hereto and incorporated herein by reference as Exhibit A; and WHEREAS, for the 1981-1982 fiscal year through 1993-1994 fiscal year, the appropriations limit for the City of Vernon equaled the appropriations limit for the prior fiscal year multiplied by the lesser of the change in cost of living for the calendar year in which the fiscal year begins or the change in California per capita personal income for the calendar year preceding the beginning of the fiscal year for which the appropriations limit was to be determined, the product 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 multiplied by the change in population of the City of Vernon for the calendar year preceding the beginning of the fiscal year for which the appropriations limit was to be determined; and WHEREAS, the appropriations limit for the fiscal year 1978- 1979 was $12,223,946; and WHEREAS, the appropriations limit for the fiscal year 1979- 1980 was $13,621,999; and WHEREAS, the appropriations limit for the fiscal year 1980- 1981 was $15,097,261; and WHEREAS, the appropriations limit for the fiscal year 1981-821' was $17,232,014; and WHEREAS, the appropriations limit for the fiscal year 1982-83 was $17,601,587; and WHEREAS, the appropriations limit for the fiscal year 1983-84 was $18,428,852; and WHEREAS, the appropriations limit for the fiscal year 1984-85 was $18,266,678; and WHEREAS, the appropriations limit for the fiscal year 1985-86 was $18,297,731; and WHEREAS, the appropriations limit for the fiscal year 1986-87 was $19,873,166; and WHEREAS, the appropriations limit for the fiscal year 1987-88 was $20,711,814; and WHEREAS, the appropriations limit for the fiscal year 1988-89 was $20,111,171; and WHEREAS, the appropriations limit for the fiscal year 1989-90 was $20,867,351; and WHEREAS, the appropriations limit for the fiscal year 1990-91 - 2 - 1 2 3 4 5 6, 71, 8' 9' 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 was $24,721,447; and WHEREAS, the appropriations limit for the fiscal year 1991-92 was $26,192,373; and WHEREAS, the appropriations limit for the fiscal year 1992-93 was $35,152,784; and WHEREAS, the appropriations limit for the fiscal year 1993-94 was $36,456,952; and WHEREAS, the appropriations limit for the fiscal year 1994-95 was $38,508,385; and WHEREAS, the appropriations limit for the fiscal year 1995-96 was $40,460,760; and WHEREAS, the appropriations limit for the fiscal year 1996-97 was $42,552,581; and WHEREAS, the appropriations limit for the fiscal year 1997-98 was $45,092,970; and WHEREAS, the appropriations limit for the fiscal year 1998-99 was originally set at $51,405,986, but was subsequently determined to be incorrect; and WHEREAS, the appropriations limit for the fiscal year 1998-99 was corrected by notice posted on June 2, 1999, to be $50,053,197; and WHEREAS, the appropriations limit for the fiscal year 1999-00 was $58,562,240; and WHEREAS, the appropriations limit for 'the fiscal year 2000-01 was $65,689,265; and WHEREAS, the appropriations limit for the fiscal year 2001-02 was $84,115,104; and WHEREAS, the appropriations limit for the fiscal year 2002-03 was $108,929,060; and - 3 1' 2 3 4 5i 6 711 8 91'' 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the appropriations limit for the fiscal year 2003-041 was $132,664,702; and WHEREAS, the voters of the State of California passed Proposition 111 on June 5, 1990; and WHEREAS, under Proposition 111, a City is allowed to use either (a) the change in California Per Capita income from the preceding year or (b) the percentage change in the local assessment roll from the preceding year due to increases in nonresidential construction; and WHEREAS, the City Clerk has posted a notice indicating that documentation used in the determination of the appropriations limit provided for herein has been available for inspection by the public for at least fifteen (15) days from and after May 17, 2004; and WHEREAS, the City Council of the City of Vernon hereby intends to establish the appropriations limit for the fiscal year 2004- 2005. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby establishes $164,119,503 as the amount of the appropriations limit for the fiscal year 2004-2005 in accordance with the provisions of Proposition 111. SECTION 2: The City Council of the City of Vernon approved a budget by adopting Resolution No. 8472 on June 30, 2004, which will not exceed the appropriations limit for the 2004-2005 fiscal year.
