Resolution No. 85171 RESOLUTION NO. 8517 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON AMENDING RESOLUTION NO. 8473 BY AMENDING SCHEDULE II (EXHIBIT "B"), PAGE 12, AND SCHEDULE V 4 (EXHIBIT "E") OF SAID RESOLUTION WHICH FIXED THE 5 COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES 6 7 WHEREAS, on June 30, 2004, Resolution No. 8473;was adopted 8 by the City Council of the City of Vernon to be effective on July 1, 9 2004; and 10 WHEREAS, on March 6, 2002, the City Council of the City of 11 Vernon approved an amendment to the Fifth Side -Letter Agreement 12 between the Municipal Employees Relations Representative and the 13 Vernon Police Officers' Benefit Association, which amended the 14 Memorandum of Understanding ("MOU") previously adopted on March 15, 15 1988, as amended by a Side -Letter Agreement adopted on January 21, 16 1992; a Second Side -Letter Agreement adopted on October 5, 1993; a 17 Third Side -Letter Agreement adopted on July 11, 1995; a Fourth Side- 18 Letter Agreement adopted on September 2, 1997; and a Fifth Side -Letter 19 Agreement adopted on September 5, 2001; and 20 WHEREAS, the Fifth -Side Letter Agreement provides, in part, 21 for cost of living increases and court pay increases; and 22 WHEREAS, Schedule II, Exhibit "B," page 12 of Resolution No. 23 8473 provides for the positions and salary scales of police officers 24 and sergeants; and 25 WHEREAS, Schedule V, Exhibit "E," of Resolution No. 8473 26 provides for the compensation for court appearances and standby status 27 for Group 2 employees; and 28 WHEREAS, in accordance with Section 2.4 of the MOU, the City 1 Council of the City of Vernon intends to establish a new salary 2 schedule for the Group 2 employees; and 3 WHEREAS, certain schedules and sections of Resolution No. 4 8473 need to be modified in order to implement the provisions of the 5 Fifth Side -Letter Agreement. 6 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 7 CITY OF VERNON AS FOLLOWS: 8 SECTION 1: The City Council of the City of Vernon hereby 9 finds and determines that the recitals contained hereinabove are true 10 and correct. 11 SECTION 2: Effective September 1, 2004, Schedule II, 12 Exhibit "B," page 12 of Resolution No. 8473 is hereby amended to 13 establish new salary schedules for the positions of police officers 14 and sergeants as indicated in Exhibit A which is attached hereto and 15 incorporated by this reference. 16 SECTION 3: Effective September 1, 2004, Schedule V, 17 Exhibit "E," of Resolution No. 8473 is hereby amended to establish new 18 compensation for court appearances and standby status for the 19 positions of police officers and sergeants as indicated in Exhibit B 20 which is attached hereto and incorporated by this reference. 21 SECTION 4: The provisions of Resolution No. 8473 not 22 consistent with or in conflict with this resolution are hereby 23 repealed; in all other respects, Resolution No. 8473 shall remain in 24 full force and effect. 25 26 27 28 - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 5: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. Malkenhoorst, City Administrator Chris Romero A/dministrative Aide POLICE GROUP 2 EMPLOYEES/ SALARY & BENEFITS ADJUSTMENT Based upon review of the side letters pertaining to the Memorandum of Understanding between the Municipal Employee Relations Representative (MERR) and the Vernon Police Officers Benefit Association (VPOBA); effective September 1, 2004 the following changes will be made to Group 2 (Police) employees salary & benefits: 1. A 3% Cost of Living increase to salary, same as Police Administration (as per 5th side letter Section 7.2.4) 2. Increase Court pay and Stand-by pay (as per 4th side letter Section 4.7.5) The Court and Stand-by pay is to be increased by the Consumer Price Index (CPI). The CPI reflects a 4.0% increase for the year ending June 2004 in the Los Angeles -Riverside -Orange County areas. The 4% increase will reflect the adjusted figures as stated below: Full Day Court Appearance from $200.50 to $208.50 Half Day Court Appearance from $138.50 to $144.00 Full Day Stand-by from $114.50 to $119.00 Half Day Stand-by from $57.75 to $60.00 If you have any questions on this matter please let me know.
